Additionally, EU Member States will be required to create strong infrastructure managers, integrating all functions including longterm planning and path allocation, circulation management and maintenance, independent of train operators. In this role, Keir is responsible for land transport, security and state aids, among other issues. He co-ordinated the 2011 Future of Transport White Paper. Keir studied mathematics and law at Cambridge, and was a lawyer at Herbert Smith before moving to the UK civil service in 1993. He joined the European Commission’s Legal Service in 1999.
