EU rail policy is developing rapidly, with rail targeted to take a
bigger share of freight and passenger traffic to enable delivery of
climate change, fuel security and congestion-busting goals.
To help deliver this, and unlock the necessary investment, the
European Commission is expecting to adopt a major package in

This will open domestic rail passenger services across Europe to
more competition, and under-pin both this and existing freight
competition with proposals to make the European Railways Agency
responsible for the safety certification of rolling stock and rail
operators.
Additionally, EU Member States will be required to create strong
infrastructure managers, integrating all functions including longterm planning and path allocation, circulation management and
maintenance, independent of train operators.

KALLAS, EU COMMISSIONER FOR TRANSPORT
Keir Fitch is the Deputy Head of Cabinet of Siim Kallas, VicePresident of the European Commission and Commissioner for
Transport. In this role, Keir is responsible for land transport, security
and state aids, among other issues. He co-ordinated the 2011 Future
of Transport White Paper.
Keir studied mathematics and law at Cambridge, and was a lawyer
at Herbert Smith before moving to the UK civil service in 1993. He
joined the European Commission’s Legal Service in 1999.
