Pulteney Street Survey Results Info Session Comments

(The notes below are paraphrased from comments made during the feedback portion of the meeting. Any

The majority of the people in the room lived in the vicinity of area. Most of the people were not in favor of
the closure. A handful of people were in support.



















Recommendations for Addressing Safety Concerns
Emerson College has good examples of addressing pedestrian safety.
Having flashing lights at the crossing, especially for night-time visibility.
Have pull off lanes on Pulteney St. for drop-off at Coxe Hall, the library and Scandling
Install speed bumps on Pulteney St.
Take one parking lane out on S. Main St.
Eliminate parking on street on St. Clair St. from College Ave. to Pulteney St.
Educate students to walk with caution and be aware of cars.
The Performing Arts Center entrance is on Pulteney Street. This entrance will increase the problem of
pedestrians spilling out onto Pulteney. The Colleges should look at changing the building entrance or
building an overpass to Scandling.
Safety Concerns on Surrounding Streets with Pulteney Street closed
Displacing safety hazards to S. Main St. and White Springs Rd. Potential increase in truck traffic with LPG
Storage on S. Main St. and car traffic with new hotel by Tops on White Springs Rd.
St. Clair Street from the barn to Pulteney is a hazard with the parked cars. The City should look at
reducing the area allowed for parked cars. This winter has been difficult. When the road was
reconstructed it was supposed to be 28’ wide to accommodate bicyclists and parked cars. It was built 24’
wide and the grade levels messed up the entrances to properties.
Walking dogs on Hamilton, S. Main, St. Clair and White Springs hard to walk. The streets are too narrow
to accommodate cars, walkers, and parked cars. Felt it was a matter of time before an accident
happened.
UPS and Fedex used to deliver first to print services. Now they are forced to go around the block on S.
Main St and turn on St. Clair, which is much more dangerous because students are texting and jumping
out from parked cars.
Traffic doubled or tripled on St. Clair St. and mostly cars with HWS stickers.
Requested police reports information to see if there has been an increase in accidents on the surrounding
streets.
Work with NYSDOT to put in a left turn signal at 5&20 and White Springs Road.
Safety Concerns on Pulteney Street with road open
Illegal to park in front of Scandling. Need enforcement. HWS Campus Safety cannot enforce clearing
standing cars on Pulteney. Must be a joint collaboration with City Police Department.
Lighting needs to be better.
Faculty member seriously injured when struck by a car on Pulteney traveling fast.
Students jaywalk or do not look or are distracted in the crosswalk.

Councilor Comments
Council is not making a decision on Wednesday. It will be a discussion only.
One of the reasons to explore the closure option is to consider the financial impacts and benefits.
The fiscal conversation is not the only reason to be considered and not all Councilors are considering this
factor.
The temporary closure has given the City a better understanding of the potential impact on City residents
and the concerns of residents.
Temporary Closure
Would like the road to be open now and closed on an as needed basis.
See students, handicap vehicles, pizza deliveries and others ignoring the closed signs. No enforcement.
Streets were not closed for the duration of the building of the Scandling Center, Boswell Field, Stern Hall,
or the library.
Additional Comments
Want people to know that HWS is a good neighbor. The group in the room said the animosity is regarding
the street and not towards the Colleges as a whole.
Someone from HWS should have been at this meeting.
Sell the street once and it is gone forever. The health, safety, wellness and convenience are
compromised with the closure. Not thinking about the long-term consequences.
Allowing only one survey response per household did not allow for a good democratic process.
Felt the survey was swayed towards cost savings as the only reason.
HWS should contribute without the closure.
HWS should contribute more.
HWS owns multiple parcels from St. Clair and Jay St.
Why can one business tell when a street can be closed.
An attendee’s daughter was hit on High St running across the road. (Daughter is fine now.) It was an
accident and the City did not close the road.
Closure taxes emergency services.
Connect CTY should have been used for this meeting. Used for spring and fall debris pick-up, but not for
this meeting. City should use it more.
The longer the street is closed students will get used to not watching out for cars.
