ABOUT YOUR ASSESSMENT
by Dennis Threndyle
In 2012, the Municipality of Kincardine through the services of MPAC ( Municipal Property Assessment
Corporation) re-assessed and set values on all properties in the area. Some of us have noted that there appears
to be substantial increases in value. Values that from our limited survey, that we do not see from real estate
prices and transactions – Market assessment is supposed to be based on the market place evaluations.
If you believe that your property assessment is not in line with marketplace transactions, please let us know and
we will ask you to join a working committee to look further into this matter.

Phragmites australis is Canada's worst invasive plant.
Phragmites australis - is pretty with its seed heads waving like feathery pennants, but the weed is a vicious
invader.
It spreads manically and is very difficult to fully eradicate. Its sends out shoots in all directions below ground.
Above ground it towers, five or more meters tall, each seed head containing at least 2,000 seeds. "From one
parent plant.
Phragmites are allopathic, which means that they release toxins from their roots that impede the growth of other
plants. In fact, the presence of other plants tends to stimulate the increase of these chemicals. "It can outcompete
native plants for nutrients, water and sunlight," When Phragmites take over, animal life and especially species at
risk - such as the spotted turtle and Fowler's toad - disappear. Plant diversity vanishes. A wetland usually
abundant in cattails, bulrushes and sedges becomes a deceptively beautiful monoculture .
Inverhuron Community Pavilion
Steering Committee to include
Chairman Marelle Evans
Year round residents Mel McGuigan and John Dixon,
Cottagers Bill Stewart, Drew Robertson. Gordon Barr , and Sheila Ogg
Council Ken Craig and Randy Roppel and Anne Eadie is to be alternate.
Inverhuron Community Pavilion - History
November 2011- A presentation was made to Council asking for funding.
Spring 2012 - Council endorsed the project and approved funding for conceptual design and
promotion of the pavilion. The budget was $25,000.
Summer 2012 - A community survey was taken of year-round and seasonal residents. Comments
suggest that an open shelter and restroom would be used more by visitors then
residents. We then considered a year-round community center. A steering
committee of s e v e n residents, along with the aid of 3 council representatives and
the Director of Parks and Recreation, guided this process.
October 2012 - NA Engineering, a company selected by tender, gave its two design proposals. A
presentation was given to Council. The costs of these projects were
considerably more then the original concept.
November 2012 - Due to less available funds, and other commitments, Council has begun to lean
toward a less expensive, simpler, concept.
Jan 2013 - Current suggested plan. conceptual drawings.
A structure similar to our original drawing that includes:
An open shelter area,
FAD Handicap accessible restrooms that could service a larger structure in the future,
A heated kitchen that also doubles as a meeting room (available year round), and
A central hallway that would accommodate the future addition of an enclosed
area in the future.
The project is in the 2013 budget - $20,000.00 for planning but nothing will happen until the water and sewers
project is settled .
Inverhuron is currently the second-largest community in the municipality. This budget-conscious design
considers future development and expansion to include the growing Inverhuron community. Please
take into consideration that a project such as this, that does not include the kitchen/meeting area, will
be less of a benefit to the permanent Inverhuron community and will make fundraising efforts more

difficult and less productive.
This committee seeks Council's agreement to build a pavilion at Inverhuron.
The committee is specifically requesting that Council approve funding for the project. If this project
is approved, Council must decide on basic design requirements (for example, the type and size of
restrooms).
After approval, grants can then be researched, business and local contractors approached for
contributions, and fundraisers can be planned. In-kind contributions are available.

Marelle Evans Chairman
Report from the Inverhuron Committee
By Marti McFadzean
The Inverhuron Committee was incorporated in the Fall of 2012 in an effort to separate itself from the Inverhuron
and District Ratepayers Association in order to focus solely on studying the proposal of Ontario Power Generation
to build a low and intermediate level nuclear waste repository at the Bruce Nuclear Power site. This project is in
the latter stages of an Environmental Assessment which will terminate in the next few months and a decision is
expected before December 2013 as to whether a licence will be approved to begin the project.
Our group has spent many hundreds of hours, both individually and meeting online, to share as much information
as possible and we have come to the conclusion that this project should not go forward. The impact of this
project is both global and local.
Our concerns in short are the following:
*a project of this nature should not be located within 400 metres of Lake Huron due to the presence of the lake,
the groundwater run-off into the lake, the proximity of local wells in the immediate vicinity and the fact that the
Great Lakes provides the drinking water to over 40 million people in the US and Canada. Should an accident or
malfunction occur, there would be amplified catastrophic effects due to this location.
* many other countries around the world are dealing with the same issue of nuclear waste and, the history to date,
of other experiences is not encouraging. At the moment, the German Government is dealing with the collapse and
leakage of a repository called
Asse ll and the government has indicated that the clean up from this leakage is the biggest environmental
disaster of this century. This information is available online.
The US built a low and intermediate repository in Maxey Flatts, KY and within 10 years, radiation was found
offsite and the repository was closed.
*Ontario Power Generation has indicated that the Bruce site has been chosen merely because the Municipality of
Kincardine approached them to host this project and the town will receive a total compensation of over 35 million
dollars for this offer. Although, this “host” approach is being considered in other countries, the United States has
been clear that it is not up to the host community alone to make the final decision. A host community may
indicate an interest but the wider community, the citizens of the state and the federal government have input and,
to date, no wider community has accepted the receipt of this nuclear waste.
* it is important that we understand the implications of the low and intermediate level waste. Low level waste
requires limited shielding and is made up of clothing, rags and materials that, in most cases, can be incinerated or
contained but the intermediate level waste has resins, filters and decommissioned nuclear reactor parts that
remain radioactive for several hundred thousand years. This waste needs the same treatment as the high level
waste such as spent fuel rods.
* at the grassroots level, the Inverhuron Committee has grave concerns about the stigma that will be attached to
our community as the nearest hamlet to the repository; property values will be effected and compensation has not
been clarified by the proponent. The construction phase will bring ongoing noise, dust, air pollution and a large
waste rock pile over 40 acres in area. Truck traffic will increase, security will need to be enhanced and local
residents will have a reduced enjoyment of their property.
We cannot afford to be uninvolved in this issue. It requires scrutiny by our community and there is limited time for
us to act.

MUNICIPALITY OF KINCARDINE
SPRING 2013 PROJECT UPDATE
MUNICIPAL CLASS ENVIRONMENTAL ASSESSMENT
FOR WATER AND SANITARY SEWAGE SERVICING
COMMUNITY OF INVERHURON
As outlined in previous project updates issued in June and November of 2012, the Municipality has been actively
seeking to resolve outstanding issues associated with the Environmental Assessment which arose following
issuance of the Notice of Study Completion in January 2012.
To address storm water drainage concerns expressed by residents, the Municipality initiated a project pursuant to
the Drainage Act, R.S.O. 1990 and retained the services of a drainage engineer to prepare a report. However the
original petition was withdrawn by Municipal Council following the completion of the preliminary engineer’s report
as there were no additional signatures added to the petition by landowners in the affected area in support of the
project.
Consultation with First Nations communities has been ongoing in order to resolve potential concerns associated
with the natural environment as well as cultural heritage issues. To that end, it is anticipated that a Stage 2
archaeological assessment will be completed in the spring/summer of 2013 to ensure that buried archaeological
resources will not be adversely affected by the proposed construction.
Once these matters are resolved as much as feasible, a revised Notice of Study Completion will be issued and an
updated Screening Report will be published which will document additional work undertaken by the Municipality in
order to finalize the Class EA process.
The Municipality is still hopeful that the additional work noted above will be completed in early 2013 so that
construction of the project can begin later this year. This timeframe will still permit the Municipality to utilize the
Building Canada Fund (BCF) Grant, which stipulates that construction be completed by March 2016.
For additional information on the status of this project, please contact the project engineers: B.M. Ross and
Associates, 62 North Street, Goderich, Ontario, N7A 2T4. (P) 1-(888) 524-2641 (F) (519) 524-4403. Attention:
