JOB DESCRIPTION POSITION TITLE: REPORTS TO: FLSA STATUS: TESTING STATUS: Information Technology Specialist Maintenance and Technology Manager Non-exempt Non-safety sensitive; not subject to FTA drug & alcohol testing POSITION SUMMARY: Under the direction of the Maintenance and Technology Manager, this position develops and maintains the agency's computer network operating system and wireless communication devices (such as cell phones, MDTs, and AVL systems). Provides computer technical support to all user departments. ESSENTIAL JOB FUNCTIONS: Monitor network operations to ensure system availability to all users; set up and administer user accounts. Troubleshoot hardware and software problems and malfunctions; repair, send out for repair or coordinate work with service agreement contractors for equipment under warranty as appropriate. Operate IBM-compatible and Macintosh personal computers, printers, servers, diagnostic tools, network switches, patch panels and other equipment. Document procedures and standards for computer related functions; coordinate and assign security identification to users to assure data protection from unauthorized users; backup data and produce backup tapes as required. Provide technical assistance to staff in the use of computer hardware, software and networks; provide training opportunities or contract with outside providers to train agency staff in the use of word processing, spreadsheet and database software. Organize, coordinate and oversee development of the agency's telecommunications and data transmission systems. Prepare and maintain records related to computer equipment inventory, software library, change notices, procedure manuals, system logs and others. Maintain current knowledge of advancements in computer technology; read technical reports, periodicals and manuals; interview vendors and attend trade fairs to observe demonstrations of technical products and keep abreast of recent changes in hardware and software. Develop, install, test and modify new or upgraded equipment and software; orient staff to new equipment and applications; oversee the work of contractors hired to install equipment. Revised: February 2013 Page 1 Research, investigate and make recommendations regarding the purchase, upgrade or replacement of computer equipment and software; review and evaluate equipment specifications and obtain price quotations. Conduct periodic needs assessment surveys to determine areas of computer operation requiring upgraded processes or equipment. Act as database administrator; maintain, backup and extract data from Navitrans and other databases. W rite custom reports and programming. Maintain data warehouse for reporting on “On Time Performance”, boarding counts, etc. Create and maintain web based applications such as the Daybook, SkiLink programming of barcode scanners for passes. Create programs for other uses such as fare counting via Android tablets. Create customized reports such as data base tracking in FileMaker Pro, Access and Excel, SQL/.Net and Crystal Reports. Set up new workstations as needed. Oversee agency computer hardware and software inventory. Prepare and maintain records related to computer equipment inventory, software library, change notices, procedure manuals, system logs and others. Maintain and update computer inventory on an annual basis. Responsible for wireless testing on an ongoing basis. Manage the agency telephone system. Develop and maintain standard operating procedures for IT department. Act as Microsoft Office Specialist assisting staff in the development of databases and form designs. Revised: February 2013 Page 2 QUALIFICATIONS: Education and Experience: Any combination equivalent to: two years of college course work in computer science, information systems or closely related field and three years experience in the installation, operation, maintenance and development of computer hardware and software, including experience with wide and local area networks and the ability to maintain and update website. Knowledge of: Installation, operation, maintenance and development of Ethernet networks and personal computers. Network system administration techniques. Personal computer operation, including IBM-compatible and Macintosh equipment. Methods and test equipment used to resolve computer and network malfunctions and failures. Configuration of hardware and software to achieve desired results. Technological advancements in the computer field. Training methods. Oral and written communication skills. Interpersonal skills including tact, patience and courtesy. Operation of word processing, spreadsheet, database management, utility and file management software. Proper ergonomic positioning of computer equipment. Ability to: Develop and maintain the agency's computer network operating system. Provide technical support to personal computer and network users. Troubleshoot and resolve equipment problems. Maintain current knowledge of technological advancements in the field. Develop, install and maintain hardware and software. Configure networked equipment and software to meet user needs. Communicate effectively both orally and in writing. W ork cooperatively with others. Research available technology and make purchase recommendations. Operate a wide variety of personal computer equipment and software applications.
