A degree in either (i) (ii) (iii) Human Resource Management Administration Management OR an equivalent qualification from a recognized institution acceptable to the Central Water Board. B. A Masters’ Degree in Human Resources or an equivalent qualification from a recognized institution acceptable to the Central Water Board. C. A minimum of five years’ proven post qualification experience in a senior position in the field of Human Resources. D. Candidates should also(i) Be able to explore and adopt technologies that would allow the reengineering of HR functions to support organizational and work-design changes with a view to create a managerial climate for innovative and knowledge-based environment; (ii) Demonstrate strong strategic, analytical, organizational and interpersonal skills including the ability to manage multiple priorities; (iii) Have highly developed and proven team management skills; (iv) Be a strategic thinker and innovator and possess ability to make decisions, exhibit sound and accurate judgment and makes timely decision; (v) Possess both strong and effective oral and written communication as well as presentation skills. (vi) Demonstrate good listening and negotiation skills; (vii) Possess a high degree of confidentiality, complete integrity and a high sense of personal and professional ethics; (viii) Demonstrate ability to work in a fast-paced and dynamic environment with a proven track record of creating and implementing innovative solutions to meet organizational needs. (ix) Be conversant with Legislations and Rules and Regulations governing employment in para statal organizations. ROLES AND RESPONSIBILITIES: To design, develop, recommend and implement strategies, policies, systems and processes to strengthen the Human Resources Department and services to meet the Central Water Authority’s mission and goals. HR Director Page 1 of 2 DUTIES: 1. To lead the development of the Human Resources department and an employee-oriented culture that emphasizes quality, continuous improvement, and high performance. 2. To develop and establish Human Resources strategies and policies consistent with the Authority’s vision and objectives and to ensure that policies, procedures and HR Programs are consistently administered and in compliance with professional standards, regulatory requirements and employment laws 3. To direct, coach and manage a team of HR staff to oversee the day to day Human Resources Operations. 4. To support Management and the Central Water Board by(i) Providing advice, counsel, recommendations on needed actions on HR/HR related issues; (ii) Researching, developing, writing and updating policies, procedures, methods and guide lines; (iii) Communicating and enforcing institutional values. 5. To implement an overall talent management strategy by establishing department accountabilities, including talent acquisition, workforce planning, recruiting, orienting, training and development, performance appraisal, succession planning, employees’ motivation and retention, development/review of job descriptions… 6. To serve as the lead administrator for negotiations with bargaining units and for handling grievances on issues related to pay, working conditions and discipline. 7. To be responsible for the implementation and management of health, safety and welfare programmes in accordance with the Occupational Health and Safety Act 2005. 8. To develop HR operations financial strategies by estimating, forecasting and anticipating requirements, trends and variances; developing action plans; measuring and analyzing results; initiating corrective actions; minimizing the impact of variances. 9. To manage the Human Resources annual Budget. 10. To provide support for recruitment, interviewing and selection of candidates, whilst promoting equality and diversity as a criterion for candidate consideration in accordance with the Equal Opportunities Act 2008 (amended). 11. To oversee and manage maintenance of and changes to HR database and systems, records and file and to provide management with up to date information/statistics for decision purposes. 12. To administer and monitor Payroll and oversee HR staff in management of benefits-related matters. 13. To implement new systems and processes to streamline administrative functions . 14. To use information Technology in the performance of his duties. 15. To perform other duties directly related to the main duties listed above or related to the delivery of the output and results expected from the HR Director in the role ascribed to him.
