MAIN PURPOSE OF JOB:
To ensure that the property portfolio of Friends of the Elderly and its
subsidiaries, its fabric, plant, equipment and grounds are maintained to the
highest standards. That these comply with all relevant codes of practice,
statutory requirements, fire and health and safety guidance in order that our
residents, staff and visitors may live and work in a comfortable and safe
environment.
To deputise occasionally for the Director of Property.
5.
DIMENSIONS OF ROLE:
Friends of the Elderly’s services are integrated with one another to allow us to
support people as their needs change. We currently have 14 Care Homes, 8
Community Services, and Supporting Friends, our welfare grant giving service
Approximately 500 people receive residential, nursing and specialist dementia
care in our 14 care homes and there are approximately 300 community day care
places available in our 3 day clubs. Around 400 hours of home support services
from our 3 home support services enable older people to continue living
independently. Over 80 volunteers make home visits or telephone our
beneficiaries through our Visiting and Phoning Friends services and,
Supporting Friends disburses one-off and regular grants to individuals in need
as well as providing grants to small groups.
It is essential that, within the constraints of the role and budgets, the postholder ensures the operation and maintenance of our property portfolio and
assets in an efficient and cost-effective manner.
6.
RESPONSIBLE FOR:
Providing professional and technical support to Home and Service Managers,
and through them their maintenance and gardening staff and maintenance

contractors. The pro-active initiation and management of maintenance and
improvement projects and centralised maintenance and utility contracts.
Delivery of the Property Programme of maintenance and upgrade projects.
Provision of operational input and support for major development projects.
Ensuring that an adequate network of consultants, contractors and suppliers is
maintained. Management of consultants, contractors and suppliers and liaison
with statutory authorities and undertakings necessary to fulfil the role.
Supporting the home during out-of-hours emergencies is expected.
7.
FINANCIAL RESPONSIBILITY FOR:
Preparation of annual maintenance, improvement and property operating
budgets for each of the properties, in collaboration with the Operations
Directorate. Compliance with standing financial instructions and control of
financial commitments and project expenditure in accordance with good project
management procedures. The monitoring and control of payments to ensure
conformity with specifications and budgets before presentation for financial
approval. Securing financial approval for any un-budgeted expenditure.
Authorisation of budgeted Property Department expenditure and Care Home
planned upgrade budgets for amounts up to £2,000.

WORKING RELATIONS:
Internal:
8.1
Director of Property – providing information and participating in the
development of a property maintenance and development strategy. Preparing
the budget, and monitoring expenditure, on general maintenance and projects
in the homes.
8.2
Regional Managers, Home Managers and their Deputies – developing and
maintaining good working relationships and ensuring clear, concise and timely
communications between the Property Department and the Homes.
8.3
Building Surveyor / Minor Works surveyor – Liaison within the department to
ensure consistency of approach to objectives and share solutions. To cover
leave absences on a reciprocal basis.
8.4
Directors and Senior Managers - including attendance at team meetings and
maintaining good working relations and communications.
8.5
Residents, relatives and staff of our homes.
External:
8.5
Our professional consultants and advisors, contractors, sub-contractors and
suppliers. Local Authority officers, statutory bodies and undertakings.
8.6
Neighbours to our sites and members of the public.

9.
KEY OBJECTIVES
9.1
To provide a professional advisory service to Homes Managers, their
maintenance staff and contractors in order to maintain our property portfolio to
the highest standard.
9.2
To prepare and implement planned maintenance and improvement
programmes, in accordance with good project management procedures.
9.3
To ensure that Friends of the Elderly are compliant with statutory requirements,
codes of practice and health and safety measures in relation to property
maintenance activities, ensuring sound procedures, and to establish these in
liaison with the Health and Safety Manager.
9.4
To attend internal and external training sessions and seminars, as appropriate,
to keep abreast of all changes and developments and practice within the
healthcare sector of the property, building services and construction industry.
9.5
To prepare briefing documents and specifications for minor projects and deliver
these in accordance with sound project management processes. Develop and
model a consistent approach to project management within the department and
ensure its application with key user groups.
9.6
Ensure property records are continuously updated.
9.7
Provide accurate and timely reports to the Director of Property.
9.8
Participate in activities to measure the level of satisfaction with the Property
service.
9.9
Review the provision of energy to the homes ensuring the security of supply at
competitive rates, as part of the operational management aspect of this role.
Give advice on conservation of energy and work with Home Managers to
implement this.
9.10
Co-ordinate the central payment of utilities ensuring appropriate records are
maintained.
10.
RELATED TASKS
10.1
To contribute to meetings of the Property Committee and other Committees if
required, and meetings with managers, staff and residents
10.2
Obtain town planning, building regulations approvals and listed building
consents wherever necessary.
10.3
Prepare schedules of requirements, contract specifications and drawings as
appropriate and in conjunction with appointed consultants if required.
10.4
Obtain competitive quotations or tenders for the supply of goods and services
in accordance with Friends of the Elderly’s standing financial instructions.

10.5
Regularly visit our sites to supervise and inspect works in progress to ensure
strict compliance with the design and specification and the safe implementation
of the works.
10.6
Ensure that the Property Operations Manual is reviewed and updated regularly
to conform with any statutory regulations, local authority and statutory bodies
requirements, or codes of practice, and implement as necessary.
10.7
Maintain currency in the role and engage in an agreed programme of personal
training and development.
10.8
Regularly review management accounts with budget holders as part of project
management and budget planning.
10.9
Other related duties as agreed with the Director of Property.
11.
HEALTH & SAFETY:
Comply with regulations regarding Health & Safety policy and procedures and
to be aware of safety hazards at our sites of operation. Be aware of any risk
assessments, follow method statements or safe systems of work including
manual handling and lifting procedures.
12.
APPRAISAL:
To participate in Friends of the Elderly’s Annual Appraisal Scheme.
13.
TRAINING:
13.1
To undertake any training required to meet the requirements of legislation.
13.2
To attend in house and external training courses as required by your line
manager.
14.
CONFIDENTIALITY:
All staff must respect the confidentiality of any matters they may learn in the
course of their duties relating to residents, staff and the general public as well as
matters of business concerning Friends of the Elderly.
