1. APOLOGIES
We received apologies from Nick Harbridge EA, Councillor Bob Timiss Councillor
Joe Cottee , and Liz Smith.
2. MINUTES FROM PREVIOUS MEETING
The minutes from the previous meeting were noted as being a true and correct record.
3. MATTERS ARISING
Cllr Litton reported that the Warrington Borough Council vehicle count report is due
in the next few day’s, this report will be made available to all parties.
Cllr Litton also informed the group that in the near future additional traffic calming
measures will be proposed including parking control and pedestrian control these will
be implemented following a consultation process with the ward members and local
residents. Cllr Wright welcomed these measurers.
Cllr Litton reported that the waste transfer area for Warrington Borough Council on
site is working efficiently and was having a positive effect on Warrington Borough
Council collection operations.
Cllr Litton showed concern at the lack of attendance from the Environment Agency
4. WRG TECHNICAL REPORT
The WRG report was read out by GS. Cllr Litton invited questions on the report.
RM showed concern with regards to odours and flies coming from the vehicles using
Liverpool road. RM also asked what are the operating hours for the transfer stations
which are transferring waste to Arpley. DR said he would write to Merseyside Waste
and Greater Manchester Disposal Authority to obtain the information.
NC raised the issue with waste delivery vehicles parking on Liverpool road and Forest
way. GS said he would write to all customers asking their driver to stop this practice.
PW reiterated all the concerns from NC and RM.
AL informed the group that the local elected members and a number of local residents
would like to arrange a meeting with the waste operators using Arpley Landfill to
discuss the traffic issues. NB said he would be pleased to organise this and would
send out an agreed agenda to the operators prior to the meeting.
5. ENVIRONMENT AGENCY REPORT
The EA report was read out, Cllr Litton invited questions on the report
BM stated that flies were an issue every year and what could be done to eradicate the
issue. NB explained to the group current pest controls on site and encouraged the
group to report any incidents of flies to the relevant regulatory bodies and also to
WRG site management. He also stated that concerns raised would be feedback to all
the site’s customers. It was also agreed that other industrial operations were another
potential source of flies and not just the landfill operations or waste deliveries
RM enquired about leachate levels on site and why some had exceeded compliance.
NB explained how the site monitors and records these operations and also how the
Environment Agency carryout inspections on site and also record them.
6. PLANNING APPLICATIONS
MH confirmed that the planning application for the car park in the nature reserve has
been submitted to Warrington borough council and also the site compound and
surface water lagoon.
MH also confirmed that on the request of the application for the allowing vehicles on
to site at 07.30am to ease traffic congestion at peak periods has being withdrawn due
to concerns raised by the local residents., MH went onto say that this maybe
submitted at a later date. RM said this would be apposed.
AL confirmed that Warrington Borough Council discussed the application but did not
consult with local community. NB explained the application and said it was a positive
step towards elevating the congestion issue at peak periods.
7. ANY OTHER BUSINESS
AG announced to the group that United Utilities had served notice on the model
flying club and enquired if WRG could assist them in trying to secure some land for
the club. WRG are to approach Peel Holdings.
A question was also raised regarding the potential of Arpley landfill flooding due to
the location next to the river Mersey. NB explained to the group that measurers were
in place.
