WESTMINSTER CITY COUNCIL STATEMENT OF DECISION SUBJECT: Richmond Communications Partnership Contract Extension Notice is hereby given that Councillor Robert Davis, the Cabinet Member for Planning & Customer Service, and Councillor Colin Barrow, Cabinet Member for Finance & Support Services, have made the following joint executive decisions on the above mentioned subject for the reasons set out below. Summary of Decisions Agreed: CABINET MEMBER FOR FINANCE AND SUPPORT SERVICES 1. That this report be treated as exempt from disclosure by virtue of paragraphs 7 and 8 of Part 1 of Schedule 12 of the Local Government Act 1972, subject to the Freedom of Information Action 2000 in that it relates to the financial and business affairs of a particular person (other than the authority) and to expenditure to be incurred by the authority under a contract for the supply of goods or services. 2. That it be noted that the City Council is engaged in a communications partnership with the London Borough of Richmond upon Thames that expires in May 2006. 3. That the extension of a contract for communications services to Richmond upon Thames for a sum of £350,000 for a period of one year, be approved. 4. That, as part of the extension, a proposal to undertake communications work for the London Borough of Richmond upon Thames in relation to the Richmond Police Command, managed through the Crime and Disorder Reduction Partnership, to run from January 2006 to January 2007, be approved. 5. That the Communications Division, as part of the Trading Council concept, be allowed to seek additional business relating to advice on, and delivery of, communications services, subject to any contracts exceeding £100,000 in value being approved by the Contracts Review Board. 6. That the Director of Policy & Communications be authorised to identify and pay any market supplements necessary, subject to any such moneys being refunded from trading income. 7. That two additional posts be created to be used to employ staff on fixed one year contracts to support this work, funded out of earned income. CABINET MEMBER FOR PLANNING AND CUSTOMER SERVICE 8. That, in view of his responsibility for monitoring the effectiveness of the communications function, the Cabinet Member for Planning and Customer Service concurs with the above decisions of the Cabinet Member for Finance and Support Services. Reason for Decision: The City Council has been keen to take on a trading role as it would enhance its ‘excellent’ reputation. Westminster has benefited from developing a ‘best in class’ communications team, recognised by 12 national awards over the past three years and high resident and staff communication ratings. The above decisions will enable the Communications Division to meet its key objectives whilst complying with the City Council’s procedures and policies.
