Public Policies in Achieving Social Harmony: Lessons from Brazil Wu Zhihua Abstract:Public policies can function as a “regulator”in the process of achieving social harmony.The Brazilian experience indicates that,in designing public policies,the government needs to take into account of all the social sectors’ interests so as to coordinate properly the relationship between economic and social development.Since public policies tend to be biased towards some people,their impact upon the interests and well-beings of the different social classes are not necessarily the same.Therefore,the government should pay special attention to protecting the vulnerable sectors.
