PRODUCTS DESCRIPTION - LIX 984N: LIX 984N reagent, a 1:1 volume blend of LIX 860N-I and LIX 84N-I, is a mixture of 5nonylsalicylaldoxime and 2-hydroxy-5-nonylacetophenone oxime in a high flash point hydrocarbon diluent which forms water insoluble complexes with various metallic cations in a manner similar to that shown below for copper. Because this extractant contains no added modifier it may show advantages when used for copper extraction from solutions containing soluble silica or finely divided solids. TECHNICAL PART 1. Quantity: – 14 000kg 2. Quality - The delivery should be accompanied by a Certificate for quality from the manufacturer 3. Delivery terms: - DDP warehouse of the Buyer, town of Panagyurishte, Assarel site; 4. Origin – BASF Ireland Ltd. 5. Packing: LIX 984N metal extraction reagent is shipped in bulk containers – 900kg. 6. Delivery time 1 7. Shelf life time / Durability 8. Reference list of customers: - Participants should submit a list of clients with addresses and telephone numbers; 9. References: - Participants should submit references from minimum 3 customers. 10. Corporate documents Each participant in the procedure is obliged to provide the financial statements - audited by a chartered accountant for the previous financial year / or equivalent document for registration if the participant is a foreign company. The draft contract is drawn up by the "Asarel Medet" based company established in standard contracts and provide counterparties for comments in the negotiation process. I. COMMERCIAL PART 1. Prices: - Fixed price for the term of the contract in BGN and USD both option of the purchaser. If offers are proposed in different currencies for comparison purposes they are assimilated to the same currency - BGN. To prevent diversion and the proposed change in price terms of the period of tender and the date of the analysis arising from exchange rate variations differences quoted prices shall be treated in a BGN exchange rate of the National Bank on the date on which the offer is made of any particular a tenderer. 2. Payment terms – maximum deferred payment after delivery. When the payment is in foreign currency, the VAT payment shall be made in leva in accordance with BNB currency rate for the day of invoicing /not applicable for VAT = 0 % when delivery is made within EU/. 3. Quotation validity - Quotation validity should be at least three months after the deadline for its submission. II. REQUIREMENTS TOWARDS THE OFFERS AND SUPPLIERS In preparing the proposal for participation in the offer study, the invited candidate should strictly adhere to the announced by the Buyer conditions. Quotations must be in compliance with the requirements of the present Technical assignment. If the participant can not comply or respond to a particular item, he must indicate "No response" for this point. The participants in the offer study should fully describe all answers. Each participant in this research OFFER must submit current at the time of bid submission MSDS / Safety Data Sheet of the product offered in Bulgarian language. III. QUOTATIONS SUBMISSION. 1. Offers shall be sent addressed to the Head "Internal Audit, Monitoring of the decisions and Integrated Control Systems" by post in a sealed envelope remained intact. The offer should be submitted in a large envelope marked: "Offer for the supply of a reagent for the extraction of copper – LIX 984N", containing two separate sealed envelope with the following content: № 1 Sealed envelope marked "DOCUMENTS" (technical part) containing all the necessary documents concerning the proposed technical specifications, technical requirements and specifications, specification leaves with offered products / materials / spare parts (without prices) warranty period / retention period , offered delivery period / performance, references with the requirement to be issued specifically for the competition procedure, balance sheet and profit and loss accounts for the last financial year at an estimated value of the contract over 50 thousand BGN and other specific requirements under the Request for Quotation and the attached Terms of Reference. 2 № 2 Sealed envelope marked "Commercial Conditions" containing the proposal of the supplier for the proposed price, terms of payment of the offered delivery of goods / services and validity of the offer. 2. Deadline for submission of tenders is 30.01.2014. Quotations that are received after the deadline for submission will not be considered. Quotations can not be changed after the deadline for submission. IV. OPENING AND EVALUATION OF THE QUOTATIONS 1. The quotations should be opened and considered only by the selected for this purpose committee. The results will be announced after the end of the evaluation. 2. Firstly, the evaluation for the compliance with the technical requirements should be done. If any of the participants in the offer study does not meet the requirements of par.II Technical part and/or does not submit its response for some of the paragraphs from this section, the respective participant should be declassed, as the envelope with the commercial conditions will not be opened. 3. The committee for supplier selection will propose for approval by the Executive Director of “Assarel Medet” the participant which quotation corresponds to all technical conditions and the participant that has proposed the lowest prices per unit quality (production, guarantee) for the supply of reagent for the extraction of copper – LIX 984N. 4. Please note, that the order for quotation storage, transparency and adherence to principles, established in the company, excludes the possibility for any influence to be exercises over a contractor selection or over the quality of the ingoing control through corruption. Moreover, if such attempts are found, the respective officials will be disciplinary dismissed from work and the contracts with the respective partners shall be terminated. 5.
