PRODUCTS DESCRIPTION - LIX 984N: LIX 984N reagent, a 1:1 volume blend of LIX 860N-I and LIX 84N-I, is a mixture of 5nonylsalicylaldoxime and 2-hydroxy-5-nonylacetophenone oxime in a high flash point hydrocarbon diluent which forms water insoluble complexes with various metallic cations in a manner similar to that shown below for copper. Because this extractant contains no added modifier it may show advantages when used for copper extraction from solutions containing soluble silica or finely divided solids. TECHNICAL PART 1. Quantity: - LIX 984N – 10 450кг 2. Quality - The delivery should be accompanied by a Certificate for quality from the manufacturer 3. Delivery terms: - DDP warehouse of the Buyer, town of Panagyurishte, Assarel site; 4. Origin – COGNIS/ Germany 5. Packing: – LIX 984N - drum, 1m3 1 6. Payment terms – maximum deferred payment after delivery. When the payment is in foreign currency, the VAT payment shall be made in leva in accordance with BNB currency rate for the day of invoicing /not applicable for VAT = 0 % when delivery is made within EU/. 7. Delivery time 8. Shelf life time / Durability 9. Reference list of customers: - Participants should submit a list of clients for the past three years with addresses and telephone numbers; 10. References: - Participants should submit references from at least 3 customers - up to 10 customers (the references should include the respective officials and their contact information - phone, fax, e-mail), for performed similar deliveries during the last three years. 11. Corporate documents Each participant in the procedure is obliged to provide the following: 11.1. Court registration under Bulgarian law / or equivalent document for registration if the participant is a foreign company. 11.2. BULSTAT registration / or equivalent document for registration if the participant is a foreign company. 11.3. Certificate of good standing of the company. Financial statements - audited by a chartered accountant for the previous financial year / or equivalent document for registration if the participant is a foreign company. 11.4. Declaration that is signed by the vendor, respectively by members of the management of the Participant, which certify that the Participant: • is not disqualified from the rights to practice business activity • is not in the process of liquidation • is not in bankrupt and is not in process of bankruptcy • has no registered tax breach • has not been convicted for bankruptcy • has no unpaid taxes and duties to the country • will comply with the requirements of “Assarel-Medet” reading the confidentiality of information to which the Participant will have access. III. COMMERCIAL PART 1. Prices: - Fixed price (on paper and CD) for the duration of the order / contract – both in leva and / or in U.S. dollars – at Buyer’s option. 2. Quotation validity - Quotation validity should be at least three months after the deadline for its submission. IV. REQUIREMENTS TOWARDS THE OFFERS AND SUPPLIERS In preparing the proposal for participation in the offer study, the invited candidate should strictly adhere to the announced by the Buyer conditions. 1. Quotations must be in compliance with the requirements of the present Technical assignment. If the participant can not comply or respond to a particular item, he must indicate "No response" for this point. The participants in the offer study should fully describe all answers. 2 2. In the tender can not participate companies: • in bankruptcy • in liquidation • convicted of bankruptcy • disqualified from practicing business activity • have no registered tax breach • have unpaid taxes • has duties to the insurance funds 3. Each participant is obliged to declare in writing to “Assarel-Medet” changes in circumstances under the above conditions occurred in the process of conducting the offer study. V. QUOTATIONS SUBMISSION. 1. Quotation, addressed to the Head of Dept. ”Monitoring ", should be presented only in a sealed envelope, as commercial conditions (par. III Commercial part) should be sealed in a separate (second) envelope marked ”Commercial conditions” inside the large envelope with the technical conditions (par. II Technical part). On the sealed envelope with the quotation received in the registry office of “Asarel-Medet” or by mail, we require to put a notice: "Offer for supply of reagent for the copper extraction - LIX 984N”, “To be opened only by the selected committee”. The inside envelope should contain data about the Sender. 2. Deadline for submission of tenders is 02.04.2012. Quotations that are received after the deadline for submission will not be considered. Quotations can not be changed after the deadline for submission. VI. OPENING AND EVALUATION OF THE QUOTATIONS 1. The quotations should be opened and considered only by the selected for this purpose committee. The results will be announced after the end of the evaluation. The ranking should be made in one round. 2. Firstly, the evaluation for the compliance with the technical requirements should be done. If any of the participants in the offer study does not meet the requirements of par.II Technical part and/or does not submit its response for some of the paragraphs from this section, the respective participant should be declassed, as the envelope with the commercial conditions will not be opened. 3. The committee for supplier selection will propose for approval by the Executive Director of “Assarel Medet” the participant which quotation corresponds to all technical conditions and the participant that has proposed the lowest prices for the supply of reagent for the extraction of copper LIX 984N. 4. Please note, that the order for quotation storage, transparency and adherence to principles, established in the company, excludes the possibility for any influence to be exercises over a contractor selection or over the quality of the ingoing control through corruption. Moreover, if such attempts are found, the respective officials will be disciplinary dismissed from work and the contracts with the respective partners shall be terminated.
