Kerry County Council Guidelines and Criteria ___________________________________________________________ A) CRITERIA Certain criteria are required for projects to proceed to the assessment process. Proposals involving historians, artists, writers, musicians etc working with a local community/ organisation/ festival will be given priority. To be eligible for funding the event / project must: 1. Take place in Kerry 2. Be organised at community level and encourage participation from the community. 3. Enhance the knowledge of the history of the 1916 Rising in a local area / community. 4. Be a feasible project with a historical dimension, designed on a realistic financial basis providing good value for money. 5. Be accessible to diverse audiences and participants 6. Be inclusive in theme and approach. 7. Align with one of the five themes of “Ireland 2016” (see Appendix I below) 8. Align with the Commemorative Strategy Policy as adopted by Kerry County Council (see Appendix II below) B) FUNDS What funds amounts are available? Fund amounts will be for a minimum of €250 and a maximum of €3000. Kerry County Council “Ireland 2016 Steering Group” will evaluate each application. There is no guarantee of funding for events which achieve the minimum eligibility criteria. The fund is limited and eligible applications will be evaluated on a competitive basis. What items and expenses are excluded from the fund? Spend on alcoholic beverages, fines, penalty payments, legal cost, audit fees, financial consultancy fees and wages and salaries of consultants In general, the cost of items for resale are ineligible. 1 If I am successful how do I draw down the Fund? Payment will only be made after the event has taken place. In order to receive the payment, the successful applicant must complete a short Post Event Report Form (to be supplied by Kerry County Council) and provide the following: Evidence that the event has taken place (e.g. photographic evidence) Receipts for all items and the full costs Kerry County Council reserves the right to audit the records pertaining to any event in order to ensure compliance with the Kerry County Council guidelines. Funding not claimed by the agreed deadline will be cancelled. How will I know if my group has been successful? Successful applicants will receive a Letter of offer. This letter will form the contract between Kerry County Council and the organiser and will detail all conditions and requirements. A list of successful the applicants will be published on Kerry County Council’s website stating the name and date of the event taking place. C) ACKNOWLEDGEMENT OF FUNDING Once you have been notified that you have been successful in receiving funding, you must ensure that your event is promoted as part of this initiative and appropriate guidelines to support this will be included with the letter of offer. Kerry County Council & Ireland 2016 logos must be acknowledged on all publicity, press and marketing material produced in connection with the undertaking or event. D) FREEDOM OF INFORMATION Kerry County Council proposes that the following information relating to this grant application competition will be made available on request: 1. Name of the successful applicants. 2. Reasons an applicant did not qualify for grant consideration. Kerry County Council undertakes to use its best endeavours to hold confidential any information provided by applicants subject to its obligations under law, including the Freedom of Information Act 1998 and 2003. Applicants are requested to consider if any of the information supplied should not be disclosed because of its sensitivity. If this is the case, candidates should, when providing the information, identify same and specify the reasons for its sensitivity. If such information is not identified as sensitive and Kerry County Council upon consideration does not deem it sensitive, then such information is liable to be released in response to a Freedom of Information request without further consultation with the applicants. Kerry County Council will consult with any candidates about sensitive information before making a decision on any Freedom of Information Act request received. 2 Appendix APPENDIX I - The Five Themes of “Ireland 2016”: In order to be successful, projects must correspond with one or more of the following themes: • Remember – Commemorating the historic events of 1916 in the full context of our history • Reconcile – confronting the divisions of the past and reflect on how the ideals of the Proclamation were rekindled and contributed to reconciliation • Imagine – engaging with all of our people to challenge our assumptions to reimagine our legacy for future generations • Present – Showing how as a Republic we took our place ‘among the nations’ expressing our individuality through our own distinctive culture • Celebrate – the idealism of the Proclamation, exemplified by our legacy of UN peacekeeping, and the developmental and humanitarian work of Irish Aid and our NGOs APPENDIX II - Rising 2016 Commemorative Strategy for County Kerry Easter Monday 2016 sees the centenary of ‘The Easter Rising’, a pivotal event in Irish history. The Rising was neither the beginning nor the end of the struggle for freedom and self-determination yet the events of Easter Monday 1916 and the following months accelerated Ireland’s drive towards independence and are central both to the idea and the reality of an Irish nation state, as stated in the Irish Proclamation (Appendix 1) Kerry County Council acknowledges the bravery, sacrifice and vision of those involved in the events of Easter 1916 and proposes to commemorate The Rising and those associated with the rebellion and related happenings in an inclusive and appropriate manner. The commemorations will reflect on the events and individuals; on the economic and the social; history and tradition looking both back to Easter 1916 and forward to where we are now in relation to the hopes and aspirations of that time. The focus of the commemorations will be both national and local with an emphasis on Kerry and on Kerry men and women involved in the lead up to Easter Monday, The Rising itself and the aftermath of the rebellion. County Kerry played a pivotal role with Banna, Ballykissane and Valentia Island being the location of key events.
