The meeting was called to order by Terri Jory-Johnsen, at 2:00 p.m.
APPROVAL OF MINUTES
Motion (I) was made by Terri Jory-Johnsen, seconded by Ellen Schofield and
unanimously carried by the Board to approve the minutes of the February 12, 2003
meeting with no corrections.

Motion (II) was made by Carol Doering, seconded by Ellen schofield, and
unanimously carried by the Board to approve the CEU courses.
DISCUSSION OF SPECIAL FUND
Deputy Commissioner Harry Loleas reported to the Board that SB267 passed and
was signed into law by the Governor on May 13, with an effective date of June 1, 2003.
Mr. Loleas presented details regarding implementation of a special fund structure for the
Board and the other four design boards. The board members as well as all visitors
received charts outlining all five design board estimated costs for FY04 based on actual
FY02 expenses, and Mr. Loleas explained the breakdown of costs.
Mr. Loleas also reported that the five design board chairs, including this Board’s
Carol Doering as the representative to the Joint Chairs Group, had met with DLLR
Secretary James Fielder on May 7. At that time, the Secretary stated his recommendation
pursuant to SB267, with the concurrence of the boards, to implement the averaging of
costs and the adoption of a fee schedule by each board to raise sufficient revenues to
cover those direct and indirect costs and implement a program of enhanced services to the
public and related licensees and certificate holders during FY2004.
PROPOSED REGULATIONS
Board Counsel Milena Trust then presented to the Board and all present draft
regulations related to the implementation of the averaging of the Board’s costs with the
other boards and including a fee schedule. After thorough discussion of each portion of
the draft, the consensus of the board was to proceed in establish the “clustering” of all
boards fees in the creation of the special fund.
Ms. Diane Gordy, representing the ASID, was provided the opportunity to
comment on behalf of the industry, and concurred with the Board’s recommendation to
cluster the design groups’ fees.
Motion (III) was made by Ellen Schofield, seconded by Carole Doering, and
unanimously carried by the Board that pursuant to SB 267, the Board moves to have its
direct and indirect costs averaged together with the four other design boards.

Motion (IV) was made by Ellen Schofield and seconded by Carol Doering and
unanimously carried by the Board to approve the Emergency and proposed regulations
including the following fee schedule:

OTHER BUSINESS
Ms. Sally Wingo reminded the Board members that the next meeting will be
August 13, 2003.
ADJOURNMENT
There being no further business, motion (V) was made by Iris Grant, seconded by
Carol Doering, and unanimously carried by the Board members to adjourn the meeting at
3:30 p.m.
