BOARD OF CERTIFIED INTERIOR DESIGNERS MINUTES DATE: April 10, 2002 TIME: 10:00 A.M. PLACE: 500 N. Calvert Street 2nd Floor Conference Room Baltimore, MD 21210 PRESENT: Allan Shaivitz, Chairman Joni Mona Ellen Schofield David Warren Carol Doering Peter Notari Terri Jory OTHERS PRESENT: Sally Wingo, Executive Director Milena Trust, Assistant Attorney General Betty Price, Administrative Secretary Diane Gordy, ASID CALL TO ORDER Chairman Shaivitz called the meeting to order at 10:10 a.m. APPROVAL OF MINUTES Motion (I) was made by Allan Shaivitz, seconded by Terri Jory, and unanimously carried by the Board to approve the minutes of the February 13, 2002 meeting without corrections. LEGISLATIVE PREVIEW Mr. Shaivitz distributed copies of the final version of SB 332 passed during the 2002 Session which allows CID’s to sign/seal drawings and becomes effective October 1, 2002. He stated that he, Ellen Schofield and Peter Notari made a presentation before the Senate Committee on the bill, and he thanked everyone on the Board who contributed to the success of the bill. Board members will make every effort to attend the bill signing when scheduled in May. BOARD OF CERTIFIED INTERIOR DESIGNERS April 10, 2002 Page Two Board Counsel Milena Trust will prepare a draft of regulations to propose to address signing and sealing at next month's meeting for Board comments. Mr. Shaivitz also reported that HB 148, presented by Maryland's AIA regarding continuing education for Architects, passed in the Senate but did not move out of the House Committee for passage. CONTINUING EDUCATION COMMITTEE REPORT Ms. Carol Doering reported several courses she attended at Bialek University which were very interesting and her recommends approval with a .2 CEU credit. Mr. Shaivitz commented on the March CID mailing of the Maryland Building Rehabilitation Code – Smart Codes training sessions. At the time of mailing, the course was originally approved for .5 CEU credits because it was a full day session. However, because the newest presentations are now half-day the Board suggested that it be changed to reflect a .3 CEU credit. Motion (II) was made by Terri Jory to accept Carol’s recommendations as well as to approve Smart Codes for .3 CEU credits, seconded by Carol Doering, and unanimously carried by the Board. NEW Approved COURSE /TITLE CEU Downtown Institute – Design In-Patient Care Units (Bialek University) Emergency Department (Bialek University) Feng Shui in Healthcare (Bialek University) Smart Code (1/2 day class) .6 .2 .2 .2 .3 CORRESPONDENCE Ms. Terri Jory presented the Council of Delegates Membership Application Approval Form submitted by NCIDQ regarding approving the Interior Designers Association of Saskatchewan (IDAS),and recommended that the Board approve the membership because that association meets NCIDQ requirements. Ms. Trust suggested that we not allow reciprocity, but that they should join NCIDQ. Motion (III) was made by Ms. Terri Jory, seconded by Carol Doering, and unanimously carried by the Board to approve IDAS for membership in the NCIDQ. BOARD OF CERTIFIED INTERIOR DESIGNERS April 10, 2002 Page Three Ms. Terri Jory also spoke on the Exam Statistics and stated that the Maryland pass rate percentage is lower this time than ever before. Motion (IV) was made by Ms. Terri Jory, seconded by Peter Notari, and unanimously carried by the Board to approve her report as presented. OTHER BUSINESS Mr. Shaivitz discussed an issue that had arisen regarding State proposals i.e. those issued by DGS and the University System requiring that a CID do the work on the project if it involves interior design. Steve Parker, Chairman of the Architects Board, informed Mr. Shaivitz that Mr. Parker's own firm was awarded a State project and that award was appealed because, although Mr. Parker's firm had Maryland-licensed architects, his proposal was questioned because he did not show a CID on staff. The protest was eventually defeated and Mr. Parker's firm received the award. Chairman Shaivitz stated that the intent of the original certification legislation for interior designers was to exempt Architects from certification process for interior design, and felt there was no reason why architects cannot provide interior design services on state and local contracts. Ms. Trust, Board Counsel, stated that under current Certified Interior design law, Architects can perform interior design services. They just cannot call themselves certified interior designers unless they have met the certification requirements and have become certified. Furthermore, Ms. Trust stated that the Board of Architects, in conjunction with the Board of CID, should clarify this point with the State Department of General Services and any other State agency that might be requiring a CID in their Requests for Proposals. In addition, because of the new sealing provision for interior designers just passed in the 2002 legislature, local permitting agencies should be made aware, and also be provided with a clarification of Architects performing interior design work. Mr. Shaivitz will attend the next meeting of the State Board of Architects to discuss the issue, and ask that the two Boards work together to address clarifying with state agencies and local jurisdictions that Architects can perform interior design work Mr. Shaivitz briefly spoke on the interior design program at Maryland Institute. He has been in touch with the Dean Katie Amera to discuss possible FIDER accreditation. He noted that Ms. Amera indicated it is a major expense to become accredited. BOARD OF CERTIFIED INTERIOR DESIGNERS April 10, 2002 Page Four Ms. Diane Gordy, ASID joined Mr. Shaivitiz in recognizing the fact that the two year degree students have the problem of acquiring extensive education and experience in order to qualify for the NCIDQ exam.
