Requirement Description
Describe the requirement (gap). Include a description of the delivered PeopleSoft functionality.
At least four bargaining units, State Police NP-1, Corrections NP-4, UCPEA at UConn, and UHP at the
University of Connecticut Health Center, require their members’ time to be maintained in units of a
day. In addition time for managers at both UConn and the Health Center is recorded in days for
administrative convenience. PeopleSoft does not offer days as an option for tracking and accruing
employees’ time.
DOC – Consists of 5000 employees who report their time in days. They however report any Overtime
in hours. There are two types of schedules that employees in this agency work. 5X2 @ 7.25 hour
employees are those who work a standard workweek (Mon – Fri). 5X3 @ 8.25 hour employees are
typically correction officers who work a rolling 8 day schedule. Over a sixteen-week schedule the two
types of employees will be scheduled to work an identical number of hours. The real concern for these
employees is how leave time is processed when an employee switches from 7.25 to an 8.25-hour day.
From conversation with the DOC this does not happen very often.
Public Safety - Consists of 1600 employees who work a different amount of hours within their given
schedules. The time worked is either 9 or 9.25 hours depending on the day. They generally work a
5X3 rolling daily schedule and will work five weeks of their schedule at 9 hours and three weeks of the
eight-week schedule at 9.25 hours. The concern with these employees is again the leave accrual and
the amount of time that will be deducted from their leave balance as their regularly scheduled workday
may vary in length.
UConn Health – Consists of 1,500 employees. The details of this group still need to be obtained but
from previous conversations I believe the issue does not lie outside the boundaries of the above
examples

In addition to the issues involved with the determination of both the correct accrual amount and the
correct deduction amount on a day to day basis, there are also issues surrounding the conversion of
time when an employee in one of these bargaining units becomes a manager or transfers to a
bargaining unit in which time is maintained in days. There are also instances in which employees from
bargaining units where time is kept in hours transfer into one of these bargaining units.

Convert the above four bargaining units to reporting time in hours. This will require us to present
to the four unions alternatives to resolving their key leave accrual issues. From a Core-CT HRMS
perspective if the agencies can adopt standard hours for taking or accruing leave then the T&L
module will configure rules to ensure that only a set amount of hours of leave are taken when
reporting time. The Timekeeper would override the scheduled time with leave time, once Time
Administration is run it will change the leave time entered by the user to reflect the leave time that
would be equivalent to the Bargaining Unit’s agreed upon standard hours. Effort includes:
a. Configuration of Rules to limit leave time so balances are not impacted more than the
equivalent of a day. (Estimated as part of configuration effort)
b. Potential SQR that will convert the leave balances when employees transfer between
the 7.25 hour and 8.25 hour jobs. (Medium SQR – optional)

Create a new on-line panel that would allow the Timekeepers of those agencies to report time in
days. Once the time has been reported a batch process will convert the days into hours based on
the Job record and insert into the delivered T&L panel. Effort includes:

Modify the Delivered check print process so the hours will not appear on the Check &
Advice Print (2 Modified SQRs – Required)
Any report that is developed as part of the Implementation phase may need to be
duplicated as the reporting requirements for employees reporting in hours vs days
may change.
Modify the on-line panel to allow the department to report time in days, using the existing unit’s
field in T&L. Modify the Pay Calc program to be able to calculate all time in days.

Modify the delivered on-line time entry panel to use the Units field to represent
Days. This could also force us to modify additional Peoplesoft panels for consistent
appearance. (8 Modified Panels, Easy – Required)
Hide the Estimated Gross field so Timekeepers cannot see the estimated gross.
Alternative would be to Modify the PeopleCode to grab off of the Job Daily Rate
field. (Easy Peoplecode to Hide, Medium PeopleCode to calculate different Rate –
One of the two is required)
Modify Pay Calc to Calculate the Units field as days. (Very difficult Cobol
Modification – Required). Involves hardcoding
Modify the Check/Advice print SQRs to print Days separate from hours on the Pay
stubs. (2 Medium SQR Mods or Do not print any hours on stubs – One is required)
The leave accrual panels will need to be modified to represent Days (4 modified
panels)
Modify the Balance Pages to represent days instead of hours for only these
employees (Modify earnings balance table and check year to date = 4 panels & 4
records - medium modifications)
 Earnings Codes will need to be duplicated for each different TRC needed
for reporting time in days.
 PeopleSoft Upgrade Maintenance would be high due to patch application
 New leave plans will need to be created for each group of employees who
report time in days.
 Assuming that the Delivered Units field is not used by any other.
