Purchasing Directors’ Meeting Minutes July 13, 2006 Dick Chatel-DCF: We replaced our contractor who was managing the civil commitment for sexually violent predators. There was a protest which was resolved in our favor. Then it was appealed again which was thrown out. Migration of Home Safenet awarded. We continue to develop our corrective action process for contract managers to implement corrective actions with their providers. Initiated the process of the possibility of paperless contract management files. Gwen Godfrey- DEP: Closed Solicitation ITN to close Gypsum site owned by us, but by the courts at this point. We are focusing on trying to make sure our evaluators understand to participate that they can’t have any conflict with possible perceived conflicts of interest. Not a loss for the department because the company that was on site as an emergency operator was not selected again. Cathy McEachron – AHCA: RFP out for Home Safe Net Children for prepaid mental health. RFP out for Prepaid Mental Health for AHCA area six. About to go to a negotiation on Medicaid Therapy Utilization program ITN out on Disease Management. Cathy Hutchins- DOS: Oracle GSA contract for software renewals We wanted to know if MFMP have had any updates on the stripping of attachments for the invoices and payment side of the My Florida Market Place system. Also wanted to know if the My Florida Market Place system is going to strip the back up for the POs? Had a vendor protest not because he thought that it was inappropriate for the other vendor to be awarded but because of unreasonable grounds. Ultimately he would have lost business on a county by county basis if we awarded the other vendor. He put us in a time consuming position where we had to give up. We did not award anyone, but we are not sure if we are going to try again. Wanted to throw out a situation at Mission San Luis where we are going to be moving office space that is currently occupied and need trailers for office space and storage. Bo Scearce- DOR: We released an ITN last week for the second part of our CANS project which was well over the threshold for Office of Efficient Government. It created a problem for us since it became law. We did talk to Fred Springer and he waived the requirements. Gus Bell - DMA Developed a Comprehensive Emergency Management Tracking system that is a six module application used with the National Guard when we mobilize for state emergencies. It is used to pay soldiers, track finances during emergencies, a module for purchasing tracking, and module going to track communication devices. ( see “Integrated Emergency Operation Management System”) Bobbie Jo Finer - Assistant General Counsel - DCA: Bill repealing 5% fee- we have been getting all of our contract managers together to see what types of rates people are able to negotiate. We find that FSU is 15% this year, but everyone else is 25% in direct cost. We are in need of a large warehouse to store Emergency Management supplies as a depot. Christy Hutchinson – DACS: The GSA Oracle contract was extremely difficult. The oracle itself, who is not a cooperative purchaser, ended up giving me a quote that was $10,000 less. I had to spend more, so next year I plan to bid out Oracle. Wanted to draw attention to memorandum number four to enforce the requirements of section 216.375 that has to do with price and cost analysis on all completive procurements. DFS is going to require a lot of paperwork. Developed a system for tracking cell phones, security items, and locations of personnel called CAPAS. Beth Sparkman – DOR: On August 1st we are going to roll out a complete interactive comprehensive ethics system for all employees that will tell them what gifts they can and cannot take, what the thresholds are, and will include the ruling we did for agriculture. Valerie Gardner – Guardian Ad Litem Program: After beating my head against the wall for thirteen months I finally convinced the legal staff that the contract we have is subject to the Florida Single Audit Act. Laura Jennings - DJJ: A new major contract just went out for Security Surveillance equipment for detention centers around the state. On July 1st the agency added a new category code – 100777 Stacy Arias – DHSMV: Did a pilot for Biometric facial recognition company (ITN). They came in and applied facial recognition software to our entire data base. The purpose of the pilot was to find out does it work, does someone have something that works, what does it take to make it work, and to prepare something for the legislature. We used a CMBE vendor for the software called Mercadum. On our laptop contract when the renewal point came we found an opportunity with the vendor to negotiate for a more rugged HP laptop and went with an extended warranty. Gwen Parker - DOE: Recognizing that some students don’t go to college there are some major initiatives to get kids ready for work out of high school. We are negotiating with Verizon on cell phones that have not already been converted and negotiating on additional free stuff. Doug McCleeary – DOC: Utilizing selection process to hire a construction company because we are building a prison in Suwannee near Live Oak. Issuing various bids to construct a secure housing unit over at Santa Rosa Correctional near Milton. Building another Correctional Institution in Crawfordville where the inmates will be doing some of the labor. In the process of building a work camp down in Lowell and the inmates will be used on sections of that bid. Issued a solicitation for canteen services Issuing a single source for HIV drugs under $40,000 Re-bid generator systems for each of the four regions for disaster procurement Releasing two bids on braziers of all sizes and styles Awarded a bid for digital recorders and cameras for our India River Correctional Institution Have a contract for new lab analysis – water waste testing Developed a five year ITB for kitchen and laundry equipment Issuing a RFI for inmate telephone services Debbie Ford – PSC: Rolling out more Pcards to the staff for travel Jodi Bailey – DOH: We flipped how much we use Health Care Exemption. Last year we used Health Care Exemption about 85% of our purchases and the rest competitive. Now it is the other way around. We didn’t have much of a reaction with this flip.
