Please read the general instructions in MANUAL.DOC carefully before answering the questionnaire.
REMEMBER the PART 2 survey looks at ONLY the SPECIAL EDUCATION students and their related
personnel and cost statistics. These are students that attend special education classes on nearly full time basis or are
given additional assistance in special education programs such as the Resource Room. The students listed here
would have a personal IEP (Individual Education Plan). Many are students classified on your SCHOOL REGISTER
as special education students. We know that there are also many students who have a IEP and are “mainstreamed” in
general education classes for at least part of their school day. This part of the survey also asks about the programs
that serve their special needs. This PART 2 of the survey asks for your district’s special education program statistics
AND adds a cost component to this data. The intention is to get a relatively accurate picture of the costs involved in
the education of those special education students that are using THESE SPECIAL PROGRAMS.
The teachers listed here would be those instructing the special education students. They would be teachers
who deal with students with IEPs on nearly a full time basis. Remember to include staff and resources that you have
allocated to those students who have an IEP and are mainstreamed. Do not DOUBLE COUNT those instructional
personnel and costs that you already allocated in Part 1 in this survey. Other instructional costs, some home
instruction costs for example, may also apply in special circumstances. Your district’s special conditions may be
reflected in the numbers you provide here.
Administrative and Support costs are allocated here ONLY when they are solely involved in these special
programs. Do not DOUBLE COUNT those personnel and costs that you already allocated in Part 1 in this survey.
Remember that VOCATIONAL and POST-SECONDARY costs should NOT be taken into account in this, or any
other part of these surveys.
When PART 1 and PART 2 of the survey are placed together, a complete account of your district’s
spending is available for review. By adding the totals together you should see a complete picture of your district.
Only food services, transportation, vocational and post secondary activities are excluded from the totals.
If any school within your district has a classification different from that in the following tables, select the
classification that best represents your school’s student population.

It has no general education students. The classes are in buildings with no general grades.
A Private Special Education School (columns 49 & 50) is one reimbursed for costs by public funds.
