CAP 5 - 009 Scottish Beef Calf Scheme We are currently developing a new Article 68 (1) (b) scheme to replace the existing Scottish Beef Calf Scheme (SBCS). Since the Health Check introduced certain changes to the nature of special support we need to make sure that the replacement scheme is compliant with article 68 (1) (b) “to address specific disadvantages affecting farmers in the dairy, beef and veal, sheepmeat and goatmeat and rice sectors in economically vulnerable or environmentally sensitive areas, or, in the same sectors, for economically vulnerable types of farming”. The intention is that the new scheme under Article 68 (1) (b) would continue until the new CAP regime post-2013 came into force. Since we do not yet know what shape the longer term CAP will take, we are considering introducing only minimal changes to the SBCS that will be necessary in order to make the scheme compliant with article 68 (1) (b). The existing scheme is allowed under the CAP Health Check Regulation to continue until the end of 2012, however, we are seeking clarification over the timing the start of the new scheme since a separate article in the Health Check Regulation on the notification of new schemes could be taken to mean that a new scheme would need to start from 1st Jan 2012.
