Contract Opportunity Description:





General Work Scope: Solicit competitive proposals for the rental or lease of an electricpowered, high pressure air and nitrogen injection package (“ANIP”) that will be used for
a compression testing program for the PG&E Compressed Air Energy Storage (CAES)
Project at the King Island gas field located in San Joaquin County. PG&E is willing to
consider paying the costs of converting equipment to electric power. Also, all proposals
shall include, but not be limited to, mobilization to the site, the operating services for
the ANIP, and demobilization from the site. TheANIP shall be capable of injecting 7,000
Standard Cubic Feet per Minute (scfm) of air or 95% (minimum) pure nitrogen at a final
discharge pressure up to 2,700 Pound-force per Square Inch Gauge (psig). Injection
facilities must be capable of uninterrupted injection at the above rates for up to 70 days
operating 24 hours per day. The testing program is scheduled to last for a minimum of
seventy (70) days of injection with 95% pure nitrogen and may include a second phase of
injection with air, if necessary, for an as yet to be determined period of days. The testing
plan is preliminary at this time and may be subject to change.
Bidders may propose providing part of the ANIP equipment by filling out the information
applicable to only that portion of the ANIP equipment. Therefore, Bidders must bear in
mind that PG&E may elect to award a part of the ANIP to one (1) Bidder and another part
of the ANIP to another Bidder.
Bid Logistics: Bid will be conducted on-line using PowerAdvocate web-based bid site.
Bid Opens: Friday, July 19, 2013.

Requirements. Interested parties who do not provide this information will not be
considered. You will be notified prior to the opening date of the bid whether or not your
company will be invited to participate. No additional information will be provided prior to
bid opening.
Pre-Qualifying Requirements o Work performed at the Colusa Generating Station is governed by a site Labor
Agreement with the Trade Unions. Successful bidder or its subcontractor must
become signatory to the Labor Agreement. PG&E requests that your firm provide
information about how your firm will meet this requirement.
o Experience Modifier Rate (EMR) must be less than 1.0. PG&E requests that your firm
provide documentation of the most recent EMR.
