Job Title: Economic Advisor Grade: 3 Reports to: Senior Advisor impact and (quantitative) evidence Child Protection Level: 2 INTRODUCTION This post sits within the Impact, Innovation and Evidence (IIE) team, in the Programme Policy and Quality (PPQ) department. The team is the central place to coordinate and support how we leverage knowledge, innovation and best practice, through rigorous monitoring and evaluation and operations research. The team oversees and supports the continued development and rolling out of Save the Children’s overall Child Rights Programming framework and supports the embedding across all programme work of cross cutting themes including gender and diversity. The team will lead Save the Children UK’s agenda to improve the quality and impact of its work through the use of rigorous evidence and learning. JOB PURPOSE To support Save the Children UK to deliver high quality, innovative and impactful programmes through strengthening how we generate and spread economic evidence and best value for money, strengthening monitoring and evaluation of programmes through the application of economic analysis and concepts, supporting wider efforts to strengthen value for money approaches across the organisation, and bringing economic analysis more systematically into our programme design and options appraisal. The successful candidate will support and strengthen the capacity of Save the Children staff to design, manage and deliver programmes which have economic analysis built in from the outset and which use these analyses to adapt and improve the value for money of our programmes. The successful candidate will collaborate with thematic M&E advisors to bring economic approaches into programme design and implementation. The successful candidate will also contribute to how we understand the role of markets and incentives in strengthening resilience and improving outcomes. The successful candidate will also contribute to writing proposals for externally funded evaluations and participate in delivering successful bids. KEY RESPONSIBILITIES Technical support in proposal writing, M&E design, and evaluation 1. Strengthen the use of key economic concepts and analytical tools in proposals, programme design, and M&E frameworks 2. Support economic and value for money analyses as part of ongoing evaluations 3. Contribute to writing proposals for external funders with focus on economic analysis and monitoring and evaluation Technical support to Country Offices project and programmes 1. To provide high quality technical assistance to country programmes in the use of economic concepts/ analysis and in monitoring and evaluation 2. Support in the generation and analysis of M&E data during programme development and design, and implementation. Capacity building and organisational learning 1. Contribute to thinking across the organisation about how an economic perspective might influence the strategic direction of Save the Children 2. To provide training and inductions to Head Office teams and Country Office teams on the use of economic concepts and analyses in monitoring and evaluation 3. Liaise with IIE senior advisors and with thematic teams, regional and country offices to ensure economic skills are available for meeting the M&E needs as they arise 4. Coordinate with M&E and impact advisors to develop and update M&E training resources and good practice case studies with regard to the use of economic concepts and analysis Other 1. PERSON SPECIFICATION ESSENTIAL CRITERIA Excellent understanding of a wide range of economic concepts and analytical techniques to promote evidence-based learning Excellent understanding of development programme/project design and planning, options appraisal, and M&E frameworks and ability to consider the application of economic principles Significant experience working in the NGO/development context Good communication skills and ability to describe complex, technical concepts simply and clearly Ability to write clear, concise reports, guidelines etc. Ability to promote change through collaboration, influencing, and the use of evidence Ability to design and deliver workshops and support organisational learning in an international context and for staff members globally A flexible and initiative-taking attitude with the ability to manage and prioritise workload Ability to operate within a predominantly administratively self-servicing environment High level of computer literacy with strong abilities in the use of Microsoft office and statistical software packages Commitment to, ethical, high quality, meaningful children's participation Willingness and ability to travel abroad for approximately 5-10 weeks of a year, at times to remote or insecure locations Good understanding of accountability principles in terms of donors and organisational management but critically also to beneficiaries Desirable A higher degree in Economics, the economics of International Development, equivalent Expertise in the relationships between gender and economics, markets, and sustainable development Expertise in the relationships between resilience and climate change adaptation (on the one hand) and economics, markets and sustainable development (on the other)
