CODE OF CONDUCT FOR STAKEHOLDERS
Invitations to meetings
1) In general Stakeholder organisations will not be invited to attend meetings
of the Regulatory Committee for Civil Aviation Security. The Commission
may invite stakeholder organisations to attend (parts of) Committee
meetings on an individual basis if either the Commission or the majority of
the Committee deems it appropriate to hear the views of stakeholders on a
particular subject. This is in accordance with Article 8 of the Rules of
Procedure of the Regulatory Committee.
2) However, to permit stakeholders a forum to express their views on the
work of the EU Regulatory Committee the Commission will hold regular
meetings of a Stakeholders Advisory Group on Aviation Security (SAGAS).
3) The Commission will consider inviting to meetings of SAGAS any
stakeholder organisation that is:
1. a European (and not merely a national) organisation, and
2. has a demonstrable professional interest in the subject of aviation
security (as covered by the EC framework Regulation), and
3. in the view of the Commission will offer an added value to the subjects
under discussion at the particular meeting of the Committee.
Stakeholder organisations shall cover their own expenses if they choose to
accept invitations to meetings.
4) The Commission shall, whenever possible, hold meetings of SAGAS as
close as possible before meetings of the Regulatory Committee for
Aviation Security. Delegates from the national authorities responsible for
aviation security issues shall also be invited to the meetings of the group,
to enable stakeholders to present their points of view to both the
Commission and Member States.
5) The agenda of Group meetings shall seek to reflect as closely as possible
the agenda of the Regulatory Committee. The Commission shall inform
stakeholders with a reasonable degree of detail the topics to be discussed
in SAGAS.

6) All invited stakeholder organisations shall inform the Commission in writing
(letter/fax/e-mail) in advance of the delegate(s) that shall represent them at
a SAGAS meeting. This information shall be given to the delegates
representing the Member States
Security clearance
7) Stakeholder organisations shall provide the Commission in writing of each
of their representatives that has been given security clearance by their
national authorities. The Commission will have a list of these
representatives who have approval to review restricted documents. Only
persons whose names are on this list and have the appropriate personal
identification to verify this shall be permitted to participate in SAGAS
meetings, or parts of meetings, where restricted documents are being
reviewed.
Handling of Information
8) Stakeholder organisations, if invited to a SAGAS meeting, shall receive
non-restricted documents (including invitations) electronically.
9) Documents marked “EU Restricted” shall only be made available to
stakeholder organisations in the meeting room. Such documents shall be
signed for at the start of meetings and collected at the end of meetings.
10) A stakeholder may not remove a document marked “EU restricted” from
the meeting room, nor shall there be any copying of such documents.
11) The stakeholder shall treat information learned in SAGAS meetings in a
responsible manner. He/she shall be responsible for information divulged
both within his/her organisation and also from the organisation to its
members. Stakeholder organisations shall not divulge any restricted
information to their members in newsletters, fact sheets, e-mail circulars et
cetera.
12) The divulging of confidential information either within a stakeholder
organisation or to its members shall make either the stakeholder
organisation or its representative(s) liable to be refused access to future
SAGAS meetings and/or documentation relating to such meetings.

I represent a European organisation or body;

I shall not take copies or transcripts of any part of documents marked “EU
Restricted” that I may see in the meeting

I shall treat all information learned in the meeting in a responsible manner.
In particular, I shall not disseminate those details of the meeting – either
verbally or in reports, newsletters, e-mail circulars or other forms of media
– that in the wrong hands may prejudice aviation security.
