County of Nevada, CA February, 2001 SENIOR CORRECTIONAL TECHNICIAN DEFINITION Under general supervision, controls personnel and inmate passage within the Correctional Facility, serves as inmate booking controller, logs and observes persons visiting inmates, receives the public, and answers phone calls; and performs related duties as required. CLASS CHARACTERISTICS The Senior Correctional Technician is the advanced level classification. This class is distinguished from the Correctional Technician by its responsibility for training, scheduling work and resolving employee concerns. Incumbents work interchangeably in Central Control, the Front Counter and Booking areas of the Wayne Brown Correctional Facility and work shifts and holidays to provide continuous 24 hour, seven day per week coverage. EXAMPLES OF DUTIES (Illustrative Only) Essential: Trains employees, schedules work, resolves employee concerns Central Control: Controls security doors and gates to the Correctional Facility Monitors security cameras used for jail security and reports activities which indicate security problems Monitors the emergency radio system and all facility emergencies Uses the teletype system to request and send information Answers telephone and directs incoming calls Booking: Assists correctional officers in booking and processing inmates Receives, books and photographs incoming inmates Receives and searches personal belongings of arrestees; receives money for inmates and provides receipts; maintains accurate accounts of inmate funds Maintains inmate count statistics, calculates and maintains inmate release dates Coordinates paperwork regarding inmate court appearances Operates a computer system to access information on previous arrests, outstanding warrants, and status of inmates; enters inmate personal information into the warrant system to match with active warrants; utilizes a CLETS (California Law Enforcement Telecommunications System) terminal to provide Department of Motor Vehicles and criminal history checks both statewide and nationally; and accesses INTERPOL (International Police) as necessary Files, updates, and purges booking and arrest records of all persons arrested and booked into the Wayne Brown Correctional Facility; maintains monthly arrest and citation register Accepts bail and processes bail forms; and verifies bail bonds to ensure all information is correct; deposits bail and provides receipts Senior Correctional Technician - Page 2 Receives public, professional, and official visitors for inmates; receives and refers telephone calls as needed, and provides the public and other individuals and agencies with proper information Front Counter: Provides information and assistance to the general public about the department policies and procedures Logs and observes persons visiting inmates; receives the public and answers the telephone and directs incoming calls Opens inmate mail to search for checks, monies and contraband Receives money for inmate accounts and provides receipts; maintains accurate accounts of inmate funds Controls operation of exterior and interior security doors Distributes and receives alternative sentencing applications QUALIFICATIONS Knowledge of: Practical public relations, computer terminals, clerical, financial and legal record keeping practices and procedures Standard office methods and equipment English usage, spelling, grammar, punctuation Principles and procedures used in security of a correctional facility Correctional facility security measures and warrant procedures Basic California Codes relating to legal procedures and terminology Penal, Health and Safety, Welfare and Institution Codes and Code of Civil Procedure State and local rules of court and procedures for court commitments, warrants, extradition and bail Information required on warrants filed and issued by the court Legal documents associated with civil process Effective training and leadership principles and techniques Skill in: Interpreting the policies, procedures and methods applicable to assigned positions in the Correctional Facility Establishing and maintaining effective working relationships with coworkers, the public and inmates Effectively handling difficult situations and irate individuals Reacting quickly and calmly in emergency situations and identifying potentially dangerous situations Performing several tasks simultaneously amid noise and interruption Maintaining accurate records Operating computers and monitoring systems Operating a keyboard sufficiently fast and accurate to perform position responsibilities in a timely manner Following written and verbal instructions Correctly interpreting codes, laws, regulations and procedures pertaining to the operation of the Correctional Facility, fresh arrest, warrants and accepting bail Senior Correctional Technician - Page 3 Processing civil documents in an accurate and timely manner Performing assigned duties in an acceptable manner Training incumbents of the classification to perform their jobs effectively Scheduling workers and resolving employee concerns Education and Experience: One year of experience as a Correctional Technician in the Nevada County Sheriff’s Office, or three years of directly related work experience in a correctional facility or detention facility. Licenses and Certificates: Possession of a valid California driver's license within 30 days of hire. Typing at a net rate of 25 wpm. Physical Demands and Working Conditions: Must remain seated for long periods of time and operate the Correctional Facility security control console. All positions involve reaching, bending, grasping, lifting up to 25 pounds, hand and eye coordination, and manual dexterity necessary to operate buttons, switches, keyboards, telephones, and teletype, copy and photographic machines. Work is performed in a closed, secured, and often stressful environment, which may include exposure to communicable diseases and violent behavior. Incumbents will be required to work shifts, weekends and holidays. Some accommodations may be made for some physical demands for otherwise qualified individuals who require and request such accommodations. Other Requirements: Must submit to and pass a psychological evaluation, medical examination and a background investigation. Conviction by any state, the federal government or a foreign government of a crime that could have been punishable by imprisonment in a federal or state prison is disqualifying.
