PART II – CE DUTIES Post Context: Staff officer in the Infrastructure Section of the CJ Engineer Branch at Headquarters International Security Assistance Force (HQ ISAF) which contributes to the development of HQ ISAF policy with respect to the doctrine and standardisation of all infrastructure aspects of engineering. This post is also secretary to the ISAF Operational Requirements Review Board (IORRB). Reports to: CJ Engineering (ENG) Chief Infrastructure. For all of the principal duties at paragraph C, this person works to the direction and guidance of Deputy Chief of Staff for Resources (DCOS RES) (2 star level). Principal Duties: - The secretarys’ main function is to support the IORRB chaired by DCOS RES. Coordinates Project Submission Requests/Crisis Response Operations Urgent Requirements (PSR/CUR) submissions, updates and redrafts between requesting branch of ISAF HQ (including HQs subordinate to ISAF HQ) and all relevant higher headquarters. 1 NATO UNCLASSIFIED NATO UNCLASSIFIED - - - - - Review drafts and assist ISAF HQ staff in the development and submission of PSR/CUR; act as the “gatekeeper” to the IORRB agenda in order to ensure consistent standards of PSR/CUR drafts. Assists PSR/CUR action officers within ISAF HQ IOT track the progress of CUR through the NATO Security and Investment Programme (NSIP). Provides subject matter expertise in the expenditure of funds authorised under the NSIP including provision of advice to the IORRB on the NSIP funding policy, processes and procedures. Reviews the ISAF HQ Standard Operating Procedure 10600 on a regular basis, including advice to the chair on any new requirement for the board terms of reference (TOR). Liaise with the NSIP process secretariat (principally, but not exclusively for the CRCB and Crisis Management Resource Board (CMRB) at all relevant Higher HQ. Acts as the ISAF HQ administrator for the Project Implementation Tracking Tool (PITT) software. Provides advice to the branch-heads board members on an individual basis, especially for those new to ISAF/NATO, as required. Additional Duties: - - Performs the duties of an Infrastructure Staff Officer. This includes planning, coordinating and integrating infrastructure considerations within the HQ ISAF staff operations. Assist CJENG Chief Infrastructure in the preparation of ISAF Facilities Development Plan. Participates in various meetings aimed at developing operational requirements. The incumbent may be requested to travel to various ISAF camps throughout Afghanistan. The incumbent may be required to perform such other related duties as may be directed. PART III - QUALIFICATIONS Essential Qualifications: Professional / Experience: - Experience as a staff officer/advisor in Infrastructure Management. Management experience in project development. Education / Training: - Minimum Bachelors Degree from a recognised university. HQ ISAF/ISAF Joint Command Training Event/Mission Rehearsal Training (MRT) or Augmentee Pre-Deployment Training (IAPDT). ADL Course (pre-requisite for MRT/IAPDT). Security Clearance: 2 NATO UNCLASSIFIED NATO UNCLASSIFIED NATO SECRET Language Mandatory Proficiency: English: SLP 4334 The normal working language within the organisation is English for all written and oral work. Previous experience in Crisis Response Operations. Experienced in a variety of multi-national or international environments. Education / Training: - Knowledge of NATO Security Investment Programme. Engineering or Architecture degree from a recognised university. Member of a professional engineering or architecture association. Language: Desirable Proficiency: English: CIVILIAN POST Personal Attributes: The SO Infra/Resources must be a mature person who displays sound judgement and tact. The individual must demonstrate strong team work attributes and be fully capable of drafting and briefing in. Contribution to the Objectives: - The role of the IORRB secretary is critical to ISAF getting additional funds in a timely manner in order to support the mission. Work Environment: - Multinational, multicultural environment Living conditions in Kabul are rudimentary and lodging is arranged most probably on the military compound. Working days may be long and stressful. Remarks: - - Only applications from candidates meeting essential requirements and possessing valid certificates/ diplomas will be taken into consideration.
