PART II – CE DUTIES Post Context: The KAF CJI Pers Admin Services is the focal point for all personnel administration, management, employment, remuneration and discharge matters arising for all COMKAF employees. The Manpower & Personnel Administrator is responsible to provide exclusive Human Resource Management (HRM) support to the Chief CJ1 and KAF CE on all core areas related to Manpower (CE Management), Manning (Military personnel administration) and Civilian (International Civilian Consultants (ICC) and ISAF Local Civilian Hires (LCH) personnel administration. Reports to: COMKAF HQ SPT GP Personnel Officer KAA PERSAD 0010. Principal Duties: Provide Manpower Support. - Review, investigate, assess, validate requirements and update the KAF Crisis Establishment (CE) to keep it relevant to current mission needs and in balance with resource limitations. 1 NATO UNCLASSIFIED NATO UNCLASSIFIED - Maintain the KAF CE documents (File Parts I, II and Job descriptions (JD’s) in accordance with HHQ standards. Work in close concert with KAF stakeholders to develop and/or update manpower requirements on the CE. Work in close concert with HHQ (IJC and HQ ISAF) to adjust the CE through CE Change Request Process. Provide Manning Support - Provide HRM support for all issues related to KAF manning (Military personnel administration) issues. - Assists in addressing and resolving military manning issues. - Assists in the accountability of CE and Camp population utilising appropriate local or HHQ documents, to include approved NATO CE Manning Documents. Provide Civilian Human Resources Administration Support. - Acts as the KAF point of contact regarding interpretation of the ISAF Civilian Human Resource Policy and Regulations. - Support new ICC/LCH staff KAF orientation to include: meeting from the airhead on arrival and taking charge of the in-processing of each individual. - Acts as the focal point for all International Civilian Consultants (ICC) and Local Civilian Hire (LCH) employees for matters affecting pay calculation – e.g. Sick Absence, leave, ISAF official holidays – resignations, proposals to extend contracts, van Breda issues etc., ensuring that all paperwork is transmitted to the ISAF HQ Theatre Civilian Human Resource Management Office in a timely manner. - Responsible for the approval and tracking of leave requests as well as keeping updated records on the status of leave entitlements (annual leave/sick leave/special leave/long term medical absence/unpaid leave/CTO/TDY). Informs all ICC and LCH staff on their current leave status and leave administration. Submit all leave requests to HQ ISAF CHRMO in a timely manner. - Supports the COMKAF HQ Disbursing Officer on monthly pay days to assure proper support for questions and queries and distribution of pay slips. - Assisting the ISAF HQ recruiting section in the civilian recruiting process for KAF CE posts. Additional Duties: - Performs other related duties as required. PART III - QUALIFICATIONS Essential Qualifications: Professional / Experience: - Minimum of 3 years recent experience in Human Resource Management, Manpower Planning, Military Pers Administration, Civilian Human Resources Administration or Business Administration. 2 NATO UNCLASSIFIED NATO UNCLASSIFIED Education / Training: - Higher Secondary education or equivalent on the job training/experience. Vocational training or equivalent in Human Resource Management or related field. JFC Brunssum J1 Pre-Deployment Training (JFCBJ1). Security Clearance: NATO SECRET. National authorities are asked to ensure that security clearance is provided before the arrival of the individual. Language Mandatory Proficiency: English: SLP 3333 The normal working language within the organisation is English for all written and oral work. Contribution to the Objectives: The CJ1 Personnel Admin Services provides the highest level of customer service and support to all COMKAF ISAF staff and their supervisors. Work Environment: - Fast-paced multinational, multicultural environment. Living conditions in Kandahar are rudimentary and lodging is arranged on the military airfield. Remarks: Only applications from candidates meeting essential requirements and possessing valid certificates/ diplomas will be taken into consideration.
