ST DENNIS PARISH COUNCIL
Minutes of the Ordinary Council Meeting held in the Claytawc Centre on
Tuesday 2nd June 15 at 7.00pm
Present: Cllr Mrs Julia Clarke (Chair); Cllr Mrs Merrifield; Cllr Mrs Johnson; Cllr Orchard
(Vice Chair); Cllr Robins; Cllr Snell; Cllr Panks; Cllr Mrs Keast; Cllr Lobb (amendment to

46/15 Apologies

There were no declarations of interest at this time.

48/15 Public Participation
a) Police Report (tabled received from PCSO Relf who could not attend due to
restricted duties.
1 x Criminal Damage to Property – under investigation
1 x RTC failure to provide a specimen – person arrested
1 x Common Assault – dealt by the Restorative Justice/Community Resolution process
Total of three crimes in the parish in addition to two missing persons found safe and well.
The public need to be aware of phone and e mail scams, vulnerable people in particular are
being targeted. Advice is that Devon and Cornwall Police and bank staff will never ask for
account details over the phone ie pin numbers, etc.
b) Cornwall Cllr Fred Greenslade attended the Case for Cornwall meeting on Monday
1st June 15. There was confusion over election leaflets distributed and Cabinet
minutes dated 7/11/2012 were read and proved that Cornwall Cllr Greenslade
orchestrated and secured the grant money which is now being received from
Cornwall Council via SITA UK to St Dennis Parish Council.
c) Cllr Lobb wished to confirm sadly the decision had been taken by his family to close
the Boscawen Hotel. The increased rent imposed would not make the business
viable. All expressed their sadness and wished them well for the future.
Reinstate Standing Orders CR/TO
49/15 To adopt the Minutes of St Dennis Parish Council Meeting held on the 5th May 15
(previously circulated)
It was
RESOLVED to accept the minutes of the 5th May as a true and accurate record.IL/TO
- 12 50/15 To receive the minutes of the following meetings and adopt the
recommendation therein:
g. Footpaths (Advisory Only) Cllr Robins Footpath 4 – Needs attention due to past problems
of dense vegetation. Reported more fly tipping of tyres in the area currently under
Tregothanan’s responsibility. Reported Japanese Knotweed – Clerk confirmed CC are now
investigating.

Cornwall Cllr Fred Greenslade exits at 7.33pm.
51/15 Matters Arising – Information Only
1. Glass in children’s play area
2. Branches cut down and thrown into the children’s play area
3. Bank account forms to be confirmed for the PF trust
4. No notice of letters sent
5. Recycling of rubblish is working successfully and will be reviewed on a regular basis
6. Complaint by resident adjacent to PF regarding possible youth shelter placement and
fencing
7. Gaps have been successfully filled underneath the timber frame play equipment
8. Overhanging branches to Mr Hill’s property – Cllr Orchard to inspect again
9. Fly –tipping – Clerk is In communication with Tregothnan Estate
10. Raw sewage reports of two sites – CC have investigated, clerk read email from CC
11. More dog poo signs distributed by Cllr Merrifield
12. Confirmed St Dennis have one annual road sweep
13. Clerk has visited Mrs Tucker and spoken with Mrs Philp regarding issues on access
14. Gully’s Lane – Imery’s are carrying out remedial works to the footpath
15. Grass Cutting agreement signed
16. Lorry Management Movements – ongoing information gathering
17. Boat left in parking area at top of Trelavour – The owner in 2012 has been located
who has since sold the boat. Clerk will report to CC in 2 weeks.
18. Light missing – CC attending – A016
19. Training cancelled on the 8th June 15
20. Education agreement should be received this coming week for execution

23. No damage to Cemetery since disabled gate removed

52/15 Garden of Rest Plots
It was
RESOLVED to allow 30” per space in the second section. TO/DJ
53/15 Consultations received up to the time of meeting
It was
RESOLVED for the clerk to complete the HUB questionnaire making note for more contact/
engagement to be made with the public on how they can communicate an easier route of
reporting. IL/TO. Action: Clerk

a) It was
RESOLVED Cllr Robins create a Facebook page for the Parish Council and link to the
website. IL/GK – 7 for with 2 abstentions from Cllr Snell and Cllr Mrs Johnson. Action:

b) Cllr Robins to e mail all Cllrs again with passwords to access their specific Cllr e mail
addresses.
c) Letter from St Dennis Community website regarding e mails coming through via their
website. It was
RESOLVED to ask for the e mail address link to be removed and for them to display
only St Dennis Parish Council website address. TO/JC. Action: Clerk
55/15 Location change of Notice Board and Mr R Bunt
It was
RESOLVED for the clerk to communicate with R Bunt on removal. GK/CR. Action: Clerk
56/15 Dog Excrement in the Playing Fields
It was
RESOLVED to ban dogs from all areas on or off leads in the Playing Fields due to increased
dog excrement not being picked up. Signs to show ‘No Dogs Allowed’ KM/DS.
Clerk to research costs for Dog Enforcement training. Action: Clerk
57/15 Allotment Request
Discussion took place and all agreed allotments would be encouraged, however currently
there is no land available.
58/15 Land at Hendra Prazey
It was
RESOLVED to fence the access. JC/IL. Action: Clerk to obtain 3 quotes
59/15 Adoption of Red Telephone Box
After further discussion

RESOLVED not to go ahead on purchase. CR/DS
60/15 Financial
a) It was
RESOLVED to accept the May payment schedule as presented. IL/JC

RESOLVED to approve the retrospective payment for two ordinance survey maps.IL/JC

RESOLVED to purchase two sets of number plates for council trailer. TO/DJ. Action: Clerk
d) It was
RESOLVED to obtain 3 quotes to renew the St Dennis PC letterhead with an electronic
version.TO/IL. Action: Clerk

61/15 Neighbourhood Plan
All councillors are keen to move forward. Clerk will circulate the relevant material
appertaining to starting a Neighbourhood Plan. The clerk will invite a knowledgeable person
to give a plenary session on the topic at a specific meeting to be held. Date to be confirmed.
62/15 Asset Register
Cllr Mrs Johnson to take over the Playing Field asset list. Thank you
Cllr Robins declares and interest in the next agenda item and exits at 8.50pm
63/15 Grant Requests
St Dennis Parish Magazine - E mail and accounts received from Mrs Ellacott and distributed
to all Cllrs with a copy of the June edition. Discussion took place, noted with disappointment
the printing is carried out in Devon, the quality of the print is poor. Council recognises the
need for a local news magazine particularly for those who have no internet access. A lot of
advertisers.
It was
RESOLVED to defer the grant request until September 2015 until council are in receipt of
more information required to make an informed decision on supporting a further donation.

64/15 Correspondence received up to time of meeting
a. Letter – Penwyn Garage terminating the account for fuel – uneconomical with the
small amount council are purchasing
b. E mail – Community Link Officer – Requesting form to be completed on current
devolution projects taken on and if council aspire to the transfer of assets/services or
buildings from CC. Action: Clerk
c. Letter – St Dennis Carnival Committee – requesting a donation of a trophy for the title
of Miss Playing Field Queen. To agenda the item for the July meeting.
d. Letter – St Dennis Carnival Committee – requesting to hold a key to the gate
accessing the Playing Fields from the Boscawen Hotel.
e. Letter – Mr K Rickard asking if council have supplied any submissions to the ‘Case
for Cornwall’.
f. E mail – Andrew Kirchin Communications Office of the Police and Crime
Commissioner. Cllr Lobb report back to clerk and chairman on date for the council to
host a community meeting.
g. E mail – Julian German Chair of Cornish Constitutional Convention invite to New
County Hall on Saturday 20th June 15 10.00pm to 1.00pm presenting a range of
devolution topics.
65/15 Update from Cllrs and Clerk of meetings attended (Information Only)
Cllr Lobb attended the ‘Case for Cornwall meeting’. Will distribute the hard copy for Cllrs
to read content.
There being no other business the Chairman closed the meeting at 9.30pm
