. On December 6, 2013 in Moscow in "Ramenskoye" airport (Zhukovsky) the presentation of the Yak-42D planelaboratory "Roshydromet" equipped with tools and devices for geophysical monitoring of the atmosphere was held. A plane-laboratory was created in Russia for the first time during the last quarter of the century. Many important persons took part in the opening ceremony: Adviser of the Russian President on climate problems Alexander Bedritsky, Adviser of Russian President academician of the Russian Academy of Sciences Mikhail Zalikhanov, Minister of Natural Resources and Environmental Protection Sergey Donskoy, head of Roshydromet Alexander Frolov, executive vice-president of United Aircraft Corporation Alexander Tulyakov, deputy head of Federal Space Agency Anatoly Shilov, and also representatives of the Military-industrial commission, Ministry of Defence of Russia, Emercom of Russia, etc. "It’s impossible to solve any ecological problem without high-quality monitoring, it was much spoken about this at the Congress on environmental protection which finished its work a few days ago. And this week we received a flying laboratory of very high quality, which enables, to measure so many parameters that there is no spacecraft able to register them all — such an appraisal gave the Minister of Natural Resources and Environmental Protection of the Russian Federation Sergey Donskoy explaining the value of the technical novelty. "The creation of such unique multi-purpose plane complex is not Roshydromet whim, it meets the requirements determined by the nature itself of our country, its huge size(), existence of extensive remote areas on its territory, where it is also necessary to exercise control of the geophysical situation. The relevance of the creation of the YaK-42D plane laboratory is substantiated at least by the fact that only during its construction, from 2010 to 2013, in close proximity to the borders of the Russian Federation there were two accidents, natural — the eruption of volcano Eyaflayokudl, Iceland, and technogenic — the nuclear plant accident in Fukushima, Japan which revealed an urgent need of performance of operational control of the atmosphere and the surface condition," the Head of Roshydromet A.V.Frolov noted in the welcome address to gathering. 2 Yak-42Д "Roshydromet" is made by JSC Experimental Design Bureau named after V.M.Myasishchev entering into JSC United Aircraft Corporation. The customer is State Institution "Central aerological observatory", a part of the Federal Service for Hydrometeorology and Environmental Monitoring (Roshydromet). The flying laboratory is constructed on the basis of the passenger plane Yak-42D upgraded for installation of the equipment for geophysical monitoring of the Earth atmosphere. The plane is equipped with more than 100 devices and the sensors that enable to determine a lot of various parameters of the atmosphere, including the control of gas and aerosol composition of air, measurements of radioactive pollution, conducting radar researches, measuring electric characteristics of the atmosphere. The work on equipping the plane was carried out by many domestic organizations, a number of institutes of the Russian Academy of Sciences, and also foreign suppliers of the equipment. "Thanks to the new plane laboratory constructed by JSC and plant of Myasishchev the Russian scientists will have new opportunities in studying such global problems as climate changes, technogenic impact of human activity on the atmosphere. Russian scientists have got more opportunities for new discoveries in studying of the earth atmosphere" — the executive vice-president of United Aircraft Corporation Alexander Tulyakov noted. For reference: The Yak-42D plane laboratory "Roshydromet" is created on the basis of the Yak-42D plane (board No. 42440), made in 2002 at Saratov Aviation Plant. In 2011 it was acquired by JSC Experimental MachineBuilding Plant (EMZ) named after V.M.Myasishchev for plane laboratory production. Plane raid is less than 1500 hours at the appointed resource of 2000 hours with possibility of extension to 4000 hours. At JSC EMZ works on resource extension of Yak-42D were made. That works on installation of workplaces of operators and installation on wings poles for placement a fairing with the equipment, glass blocks of optical windows on a fuselage and air intakes were carried out. The Yak-42D plane laboratory "Roshydromet" is intended for the solution of the following tasks: • geophysical monitoring of the atmosphere; • carrying out scientific and applied research in the field of physics and dynamics of clouds, active impacts on clouds and fogs; • research and monitoring pollution of the atmosphere; • research on processes in boundary (at the heights up to 300 meters) atmosphere layer; • control of climate factors in the free atmosphere; • remote sensing of a underlying surface of the earth and the ocean; • validation of satellite measurements of parameters of the atmosphere and underlying surface.
