Middle Tallapoosa River Basin Clean Water Partnership Stakeholder Committee Meeting Alexander City-City Hall July 31, 2012 Attendees: Denise Walls / MTCWP Shane Harris/ACES Chris Gaston/Russell Lands Charles Borden/LMRA Denise Holley/ Tallapoosa County Barbara Young/City of Alex City Dave Heinzen/HOBO’s Lem Burell/ADPH Sabrina Wood/MTCWP Missy Middlebrooks/ADEM Hagan Wagoner/ProgreCiv Group This meeting of the Middle Tallapoosa Clean Water Partnership Stakeholder Committee was held on July 31, 2012 from 10:00 AM to 12:00 PM at City Hall in Alexander City, AL. The minutes of the meeting were recorded by Sabrina Wood Facilitator- Middle Tallapoosa River Basin CWP. Welcome and Introductions Mayor Young welcomed everyone to the meeting. Denise Walls introduced Sabrina Wood as the new Facilitator. Review of last Meeting Denise Walls read over the minutes from the last meeting on May 22, 2012. Budget Report Denise Walls gave the budget report that reflected the budget through July 31, 2012. Shane Harris made a motion to approve the budget report, following a second by Lem Burrell, the motion passed unanimously. Chairman and Treasurer Positions Denise Walls reported that Hagan Wagoner resigned as Chairman of the Stakeholder Committee. Shane Harris agreed to become the new Chairman. Dave Heinzen made a motion to approve Shane as Chairman, following a second from Charles Borden, the motion passed unanimously. Denise offered to continue as Treasurer for the Stakeholder Committee. Charles Borden made a motion for Denise to become Treasurer, Shane Harris seconded the motion. After a vote, the motion passed unanimously. The bank account will be updated to reflect the changes. Project Update Jackson’s Gap Septic Tank Workshop-Project Fund Denise also reported that the Septic Tank workshop in Jackson’s Gap is planned for August 16, 2012. Registration will start at 6:00. The workshop will be open to anyone in the Jackson’s Gap zip code. It will instruct attendees on proper septic tank maintenance. At the end of the presentation, twenty- five attendees will be drawn for a $200.00 voucher to get their septic tanks pumped. The promotional flyer was reviewed by the Committee and will be published in the newspaper and posted throughout Jackson’s Gap. Other Updates/Announcements It was suggested that the Executive Committee meet immediately following the Stakeholder Committee to address the Facilitator pay and laptop. Also, Charles Borden requested the Executive Committee review and update the bylaws and voting practices and possibly the October 2013 budget. Mayor Young suggested that an Alexander City Councilperson be a member of the Stakeholder Committee. Shane Harris agreed and felt that all cities and organizations needed a representative. Denise Holley reported that the Building Department had an issue with the drag strip in Camp Hill. It went before a judge because the owner refused to pay the fine associated with not having a building permit. Missy Middlebrooks added that a Notice of Violation was issued against the drag strip for no erosion control. She also shared that the website www.adem.al.gov is the best way to document, file and view complaints. The Alabama Rivers Alliance called an Alabama Water Policy Meeting in Birmingham. It is Thursday, August 2, 2012. The meeting was called to get their position settled and to get input. Missy reported that ADEM had released the draft 2012 303(d) list. Sugar Creek was added in the Middle Tallapoosa Basin because of Mercury with the listed source as atmospheric deposition. Several streams were added for Mercury across the state due to fish tissue assessments and fish consumption advisories from the Health Department. The Channahatchee Creek Embayment (Yates Lake) was also added in the Lower Tallapoosa for Organic Enrichment. Charles Borden reported that Alabama lost the Water War appeal. This puts Alabama back to “square one” in trying to stop Lake Lanier/Georgia from drawing as much water as it wants from Alabama. With no other announcements, the meeting was adjourned.
