Regular Meeting Silver Lake Village Board July 18, 2012 The Village Board met at the Village Hall on Wednesday, July 18, 2012. President Albrecht called the meeting to order at 7:00 p.m. The roll was called by Clerk-Treasurer Faber and the following members responded: Dunn, Gerber, Schwebke, Snow, and Albrecht. Decker and Wilber were absent. Attorney Gray was also absent. President Albrecht led everyone in reciting the Pledge of Allegiance. Citizen Input Jaclyn Case, 301 E. Lake Street, introduced herself and asked the board if she could get Lake Street blocked off from First Street to Second Street. She would like to have an art auction for Autism on August 25th from 11:00 a.m. to 5:00 p.m. The board asked that she have the proposed plan in writing and drop it off at the Clerk’s office for the next board meeting. Chris Willkomm, 422 School Street asked if he could comment when item seven comes up. President’s Agenda President Albrecht reported that he had a meeting with the County Executive, the State Representative and the DNR regarding the bike trail. They will start in August and be done by the fall. He also mentioned that the trail will lead from the DNR Boat Landing to the County Park and eventually run from Lotus Drive over to Dells Road. He also congratulated the Fire Department on a great Festival. Motion 1 Dunn moved, seconded by Snow to approve the July 18, 2012 Board Meeting consent agenda items. 1) Approval of minutes of the Regular Board Meeting held on Thursday, July 5, 2012, as printed. 2) Approval of Vouchers as recommended by Finance Committee for Payment on Friday, July 20, 2012 and Friday, July 27, 2012. 3) Approval of liquor licenses pending background checks for: Tammy Pozdol. All present voted aye. Decker and Wilber were absent. Motion carried. Motion 2 Snow moved, seconded by Dunn to authorize Judge David Engstrom to attend the Wisconsin Supreme Court Judicial Court Seminar in Stevens Point from July 25th thru the 27th, 2012. Cost not to exceed $420.00. All present voted aye. Decker and Wilber were absent. Motion carried. Motion 3 Schwebke moved, seconded by Dunn to approve payment of 2012 fire dues of $6,528.56 to the Silver Lake Fire Department. All present voted aye. Decker and Wilber were absent. Motion carried. Trustee Dunn led a discussion by saying with the lack of rain and the lowering of the river and lake that he would like to see a ban on watering of lawns. Trustee Gerber reported that she checked into issuing a watering ban and because these are private wells, it cannot be done. It could only be done if it was municipal water. Economic Development President Albrecht reported that the bicycle trail will bring a lot of bicyclists into the village. Chris Willkomm, 422 School Street, commented that he felt it would be a good idea if they install mile markers in case of emergencies. President Albrecht thought that this would be a good idea. Finance, Legislative & Administrative There was no report in absence of Trustee Wilber. Police & Judicial Trustee Snow reported that the Police received a $4,000.00 grant from the Click it or Ticket program and will be looking into purchasing new radar equipment. He also mentioned that the Chief is looking into a Ford Police Interceptor to replace the Chevy Impala. Snow also commented that a letter was received from Scott Welch complimenting Officer Kirwan and Chief Kingsley on the job they did on recovering his car. Emergency Government Trustee Schwebke reported that the firemen’s festival went over well with a well-managed crowd. She also reported on an accident involving the six (6) wheeler carrying a port a tank of water falling off hitting Nick Shine’s vehicle, saying that the damage is less than our deductible and requested two other quotes. Public Works & Buildings Trustee Dunn reported that Maintenance Supervisor Bob Williams reported to him about a couple storm sewers collapsing. He also commented that Kathy Woods and Jo Lasdasky are looking into a pedestrian crossing sign for Cogswell Drive by the beach. Parks, Public Lands & Library Trustee Gerber reported that the second Concert in the Park is on July 22 with the Jazz Wave. She also commented that she will be having a Park Commission meeting on July 25th, 2012 at 6:30 to discuss grants that were received to be turned over to the Citizens for Growth. Sue also mentioned that she has scheduled Dean Hintzman from CCLRD to do a presentation. Gerber also suggested that the board look into adopting a policy regarding cell phone usage during board meetings. General Welfare There was no report in absence of Trustee Decker. Motion 4 Snow moved, seconded by Dunn to adjourn the Village Board Meeting of July 18, 2012 as no further business has been presented. All present voted aye. Motion carried.
