The meeting was called to order by Mayor Martin at 7:07 p.m. Adequate notice of this meeting
was provided as is required by the Open Public Meetings Law with advertising in the Home News
Tribune and posting on the bulletin board. All present Pledged Allegiance to the Flag.

HIRING OF SPECIAL POLICE OFFICER
BE IT RESOLVED by the Mayor and Council of the Borough of Helmetta that

be and is hereby appointed to serve as a SPECIAL POLICE OFFICER with a term to end
12/31/10.

HIRING OF DEPUTY COURT ADMINISTRATOR
BE IT RESOLVED by the Mayor and Council of the Borough of Helmetta that

be and is hereby appointed to serve as DEPUTY COURT ADMINISTRATOR with a
term to end 12/31/10. The rate of pay is $75.00 a Court night.

PARTIAL PAYMENT TO MICHAEL V. TESTA, ARCHITECT, LLC
BE IT RESOLVED, as per the agreement regarding the Helmetta Animal Shelter the
Mayor and Council hereby approve that Michael V. Testa, Architect, LLC be given a
partial payment of $3,750.00; and
BE IT RESOVED, that the CFO is hereby authorized to issue such check to Michael
V. Testa, Architect, LLC; 710 Tennent Road, Building 4, Manalapan, NJ 07726 in the
amount of $3,750.00.

TAX IDENTIFICATION STATEMENT
WHEREAS, The Recycling Enhancement Act, P.L.2007, chapter 311, has established a
recycling fund from which tonnage grants may be made to municipalities
in order to encourage local source separation and recycling programs; and
WHEREAS, There is levied upon the owner or operator of every solid waste facility
(with certain exceptions) a recycling tax of $3.00 per ton on all solid waste
accepted for disposal or transfer at the solid waste facility.
WHEREAS, Whenever a municipality operates a municipal service system for solid
waste collection, or provides for regular solid waste collection service
under a contract awarded pursuant to the “Local Public Contracts Law”,
the amount of grant monies received by the municipality shall not be less
than the annual amount of recycling tax paid by the municipality except
that all grant moneys received by the municipality shall be expended only
for its recycling program.
NOW THEREFORE BE IT RESOLVED by the Borough of Helmetta that the
Borough of Helmetta hereby certifies a submission of expenditure for taxes paid
pursuant to P.L.2007, chapter 311, in 2009 for 752.37 tons in the amount of ($2,257.11 ).
Documentation supporting this submission is available at the Helmetta Municipal
Building, 60 Main Street, Helmetta, NJ and shall be maintained for no less than five years
from this date.

The Mayor reported that Graduation will be held from the Monmouth County Police
Academy in Freehold. The Mayor and Clmn. Peckham plan to attend if anyone is
interested in going.
The Fishing Derby will be held on June 5. Clmn. Smith and Janeczek reported that they
will be in attendance.

2010 – 10 AN ORDINANCE OF THE BOROUGH OF HELMETTA, IN THE
COUNTY OF MIDDLESEX, NEW JERSEY PROVIDING FOR PRELIMINARY
DESIGN COSTS FOR AN ANIMAL SHELTER FOR THE BOROUGH AND
APPROPRIATING $10,000 THEREFOR FROM THE BOROUGH’S CAPITAL
IMPROVEMENT FUND
MOTION to read by title only was made by Clmn. Smith and SECONDED by Clmn.
Peckham. ROLL CALL: 4 – 0.
The meeting was opened to the Public. There being no one from the Public who wished

Animal Shelter – Clmn. Peckham will follow up with the architect regarding the animal
shelter.
School Board Budget – A joint meeting with Spotswood will be held on Thursday, May
13 regarding the school board budget.
