MINUTES OF THE DECEMBER 15, 2008 MEETING
Suzanne Cannon called the meeting to order at 7:00 P.M.
MEMBER’S PRESENT: Suzanne Cannon, Carole Cook, Rosemary Hogan-Cunningham, Edward
Lanati, Gary McGuire, Barbara Sullivan, and Frances Urbank.
ALSO PRESENT: Ann Marie Claffey and John Sullivan.
MEMBERS ABSENT: Wanda Smith and Candace Tatro.
PUBLIC PRESENT: None.
SECRETARY’S REPORT: Upon a motion by Frances Urbank and seconded by Barbara
Sullivan, the November 17, 2008 report was accepted with the following corrections: under
Director’s Report: change the words “approve funds” to “review contract”, and under Municipal
Agent Report: after “Employees” add the words “and retirees” to have the sentence read
“Employees and retirees of Aetna can apply for the grant each year.”
TREASURER’S REPORT: Barbara Sullivan presented the treasurer’s report. After a discussion
on the accounts, a motion was made by Frances Urbank and seconded by Carole Cook; the
Treasurer’s Report was accepted.
PUBLIC INPUT: None.
BUS COORDINATOR’S REPORT: Ann Marie Claffey presented the Bus Coordinator’s Report.
Six tires that we had were put on the 2002. The 1993 bus had to have the oil pan replaced. Upon
a motion by Barbara Sullivan and seconded by Edward Lanati, the Bus Coordinators report was
accepted.
DIRECTOR’S REPORT: Ann Marie Claffey presented the Director’s Report. Upcoming events
include Annual Carol Sing, A Christmas Walk to benefit Dollars for scholars/Lions Ambulance,
Hot Topic, Starbucks and Artists, Seabury of Bloomfield, Lifeline, Identity theft, Winter Party,
Shredding Day, Taxes-AARP. Trips include Mohegan Overnight, Atlantic City, and Bright
Nights. Ann Marie Claffey will apply for a vehicle grant to replace the 1993 Bus. Also discussed
North Central Grant on area towns exercise program, Project Elf, and Noden Reed
ornaments/books. Discussion was held on the Transportation Department Policy and Procedure
Manual. Upon a motion by Barbara Sullivan and seconded by Frances Urbank, the Directors
Report was accepted.
COMMITTEE REPORT AND ACTIONS:
Transportation Committee Report: The Transportation Department Policy and Procedures was
reviewed and updated. Edward Lanati made a motion to accept the revised Windsor Locks Senior
Center Transportation Department Policy and Procedure as presented, Frances Urbank seconded,
and the policy and procedures was accepted.

MUNICIPAL AGENT REPORT: John Sullivan reported the January SCAN will have
information on the WRAP program from CL&P and Yankee Gas.
UNFINISHED BUSINESS:
a) Budget: The budget was discussed and budget workshops will be determined when
members are available.
b) Plans for Programs: nothing to add.
NEW BUSINESS:
a) Concerns of the Commission: The next two CONA meetings will be Monday,
January 12, 2009 and Monday, February 9, 2009. Members are asked to notify the
Director or the Chairperson if they can not attend meetings. Carole Cook presented
the new Rental Policy for the Senior Center. Barbara Sullivan made a motion to
accept the Rental Policy as presented, Edward Lanati seconded, and the Rental Policy
was accepted. Frances Urbank asked about the SCAN arriving late in the month after
events are held. Ann Marie Claffey will look into getting it out earlier. Edward Lanati
asked that the only two persons who are spokespersons for the Senior Center and
CONA are the Director and the Chairperson for CONA. Barbara Sullivan reported
that seniors, who did not apply for the stimulus checks in 2008, can apply for a
1040A in April 2009.
ADJOURNMENT: Upon a motion by Edward Lanati and seconded by Barbara Sullivan the
meeting was adjourned at 8:40 P.M.
