MINUTES OF THE JANUARY 27, 2014 MEETING
Rosemary Hogan-Cunningham called the meeting to order at 7:00 P.M.
MEMBER’S PRESENT: Rosemary Hogan-Cunningham, Chairman, Sue Cannon, Douglas
Hamilton, Edward Lanati, Roger Nelson, Barbara Sullivan, and Frances Urbank.
ALSO PRESENT: Ann Marie Claffey, Director, and John Sullivan, Municipal Agent.
ABSENT: William Hamel.
PUBLIC: Jim Roche, 137 Spring St. Windsor Locks, CT
SECRETARY’S REPORT: Upon a motion by Frances Urbank, and seconded by Barbara
Sullivan; the December 16, 2013 minutes were approved.
TREASURER’S REPORT: Ann Marie Claffey presented the Treasurer’s Report provided by the
Finance Dept. Discussion followed on account financial information. Barbara Sullivan made a
motion to approve the Treasurers Report, seconded by Sue Cannon, the motion was approved.
PUBLIC INPUT: Ann Marie Claffey and Jim Roche reported on a bus drivers meeting and
discussion of senior safety. Primary concerns are inclement weather, snow and ice removal (at
homes, walkways, parking lots, and at the housing authority). Discussion on keeping buses
running when schools open late or close early, liability to drivers and CONA, and keeping seniors
safe. Timing of storms is a big issue. Douglas Hamilton stated copies of the bus policy should be
sent to individuals who have safety issues/concerns. Discussion on whether to include in the Bus
Policy, cancellation of bus service if driveways and walkways are not shoveled. Backing up of
buses is sometimes necessary on dead end streets, some parking lots, etc. Suggestions for the new
bus include: a camera for backing up, and a rear door for emergency exit. Discussion on safety
with stairs entering and exiting the bus, carrying bags and other items (canes, pocketbooks, etc.),
and holding onto the railings. Douglas Hamilton suggested the transportation committee should
meet with the housing authority and discuss changes for pickups to match their snow removal
schedule.
BUS COORDINATOR’S REPORT: Ann Marie Claffey presented the December 2013 report.
Discussion on ridership, and trips. Upon a motion by Barbara Sullivan and seconded by Roger
Nelson, the Bus Coordinators Report for December 2013 has been accepted.
DIRECTOR’S REPORT: Ann Marie Claffey presented the Director’s Report.
 Programs and Upcoming events: Fitness Center Open House-every Tuesday, Dr.
Markowski-oral cancer screening, Winterfest (2/8/14), Valentine Party (2/14/14),
Memory Screening by Touchpoints (2/25/14), Wii challenge with East Windsor
(2/28/14), Locks Fitness Center had approximately 139 visits for December.

Foxwoods, St. Patrick’s Day @ the Aqua Turf Club. Also Foxwoods and Mohegan.
Center Bus Trip: CT Flower Show @ Convention Center.
 AARP Tax Assistance will be here Mondays starting February 10, 2014.
 Youth Services Programs involving seniors: Valentines for Vets, Legacy 2/19/14 looking
for Volunteers, Jorgensen Center for the Performing Arts (seniors must attend with a
student).
 CIAC request includes: replace 6 steel doors, Senior Center Building Management
System and a new bus. Bus cost is approximately $55,000, with Greater Hartford
Transportation paying 80%; the town’s responsibility is 20%. The new bus would be
designed and tailored to our specifications. DOT has not put together packages for new
bus purchases. Time frame usually takes 18 months.
 Rich’s Oil has made a donation to the Coffee Fund.
 ITN will have a Walk for Rides on April 26, 2014.
 Ann Marie Claffey attended a DSS seminar concerning the law that went into effect as of
July 2013 that Senior Center personnel are now Mandated Reporters for Elder Protective
Services.
 A survey will be done through a mass mailing to gather information from seniors.
COMMITTEE REPORT AND ACTIONS:
a) Transportation Committee. No Report.
b) Community Outreach Committee: No Report.
MUNICIPAL AGENT REPORT: John Sullivan reported the SCAN will have information on
buying a new car or truck. Information and tips from Costco, BJ’s, dealers, blue book and
cars.com. The tip of the month: Sherwin Williams will accept up to 5 gallons of old paints for
disposal. Frances Urbank reported that homes should have radon testing done, especially in the
cold winter months.
OLD BUSINESS:
a) Review CIAC Submission. Discussed under Director’s Report.
b) Coffin Trust. Nothing new to report.
c) Update Parking Sub Committee Report. Roger Nelson reported on a Title 2, Title 4
Special Program for Seniors $191,300 Federal Grant. Sue Cannon is looking into
grants and resources. Discussion followed on the parking situation, and talking to the
board of selectmen for town financial support.
d) Updates Policies and Procedures. Board members received copies with updates and
changes.
e) Barbara Sullivan asked about the telephone system. Ann Marie Claffey reported she
is looking into quotes of about $5000 to convert the telephone system, phones, and
paging systems.

NEW BUSINESS:
a) Budget FY 2014-2015. The Board discussed each line item in the CONA budget to
ensure that everyone had a thorough understanding of past requests, year-to-date
actual amounts and expectations for the 2014-2015 year. The Board approved a 3%
increase in salary amounts, a $50 increase in postage, and an increase of $1500 to the
Repair & Maint/Bus.
The CONA Budget is scheduled to be presented to the Board of Finance on Tuesday, February
18, 2014 at 6:30 P.M.

Upon a motion by Edward Lanati and seconded by Barbara Sullivan, the meeting was adjourned
at 8:53 P.M.
