Ministry of culture, sports & tourism Fine arts, photography, exhibition dept socialist republic of vietnam Independence – Freedom – Happiness No: 33 /TB-MTNATL-NA Hanoi, January 25, 2011 ANNOUNCEMENT On invitation to photo contest and exhibition Themed “Vietnam’s world heritages” To: - Municipal and provincial Departments for Culture, Sports and Tourism; - Municipal and provincial Literature and Arts Associations; - Universities and Colleges of Arts and Culture; and - Photographers To implement the Ministry of Culture, Sports and Tourism’s Decision No. 72/QD-BVHTTDL dated January 13, 2011 regarding the organization of a photo contest and exhibition themed “Vietnam’s world heritages”, the Department for Fine Arts, Photography and Exhibition, in collaboration with the Vietnam Association of Photographic Artists (VAPA) and the Vietnam Administration of Tourism’s Cultural Heritage Department, would like to invite all photographers, professional and amateur, nationwide to participate in the contest. I. goals - The contest aims to publicize, honor, preserve and promote the value of Vietnam’s natural heritages as well as its tangible and intangible cultural heritages that have been recognized by the UNESCO, including the Hue ancient capital relic complex, Ha Long Bay, the My Son relic site, the Hoi An ancient town, the Phong NhaKe Bang national park, the Thang Long royal citadel, the Hue royal court music, the cultural space of Tay Nguyen Gongs, the Bac Ninh love duet singing, the Tru singing, and the Giong festival in Phu Dong and Soc temples. - It looks to compile a collection of photographs that feature honestly, vividly and diversely the world heritages possessed by Vietnam for introducing to the public in and outside the country. - It also selects the outstanding photographs from the contest for display at an exhibition marking the country’s 66th founding anniversary and the capital city’s 57th liberation celebration. Those photographs will then be exhibited abroad to promote tourism in Vietnam. ii. rules: 1. Entrants: All Vietnamese citizens and foreigners eligible for submitting photographs to the contest. are - Members of the Organizing Board (OB), the Judge Panel and the Secretariat are not entitled to submit their photographs to the contest, but they are eligible for submitting photographs for display in accordance with the rule and common criterion of the contest. 2. Submitted entries are required to be taken by entrants themselves. Date a photo was taken is not required. Submitted entries, which won prizes at any other contests of the same theme held or sponsored by the Ministry of Culture, Sports and Tourism and the VAPA, are not eligible. 3. Work forms and sizes: - Submitted entries are monochrome, color or black/white, printed on photographic printing paper. - Enhanced or altered photographs are not eligible. - Work size: 30x45cm, without hard cover. - Each photograph must have its fully filled work card (below) and one (01) photo in 10x15cm attached on the back. Number of entries: - Each participant is eligible for submitting 11 photographs as maximum. 5. Time – receipt of entries: Photography division Department for Fine Arts, Photography and Exhibition - 38 Cao Ba Quat Street, Hanoi Entries can be submitted directly to the photography division from July 4 to 12, 2011 during work time. The deadline for entries coming by post is July 4, 2011 as it is posted (envelopes shall state clearly: “Works to the photo contest themed Vietnam’s world heritages”) 6. Rights, benefits and obligations of entrants: - Entrants are eligible for winning one of prizes, with the first prize worth 10 million VND. 16 Entrants with winning photographs (the consolation prize upward) will accumulate points as stated in the regional standard sponsor regulations of the VAPA. - Entrants with works displayed at the exhibition will be given rewards in accordance with the current rate applied by the State (50 percent of the basic wage for one (01) work) and receive a certificate of merit and a catalog from the OB. - By submitting entries, entrants certify that they accept all the rule set by the OB. - Entrants assume liability for copyright before laws. 7. Other rules: - The OB plans to select 250-300 photographs for exhibition - Works against the rule will be disqualified from the contest. - Each photographer will be awarded one (01) prize. - The OB assumes no liability for any damage, loss, or late arrival that may occur for submitted entries during delivery. - Winning works on display will not be returned to their owners. The OB has the right to fee-free use the winning works for popularization, in service of external affairs, and publication in propaganda materials for non-commercial purposes. Copyright is reserved for the owner. Unselected entries will be returned to their owners one month after the exhibition opens in Hanoi. - The decision of the Judge Panel will be final so the OB will not handle any petitions lodged by entrants. III. awards One first prize: a certificate, 10 million VND in cash, and a VAPA Gold Medal Two second prizes: a certificate, 7 million VND in cash, and a VAPA Silver Medal (each) Three third prizes: a certificate, 5 million VND in cash, and a VAPA Bronze Medal (each) Ten consolation prizes: a certificate and 2 million VND in cash (each) Apart from the OB’s official prizes, there may be other prizes offered by cities, provinces, units, organizations, and other arts support funds. The prize presentation ceremony and the opening ceremony of the exhibition are planned to take place in Da Nang city on the occasion of the National Day (September 2) and in Hanoi occasioned the capital city’s liberation day (information will be provided later) IV.
