Call for experts - external evaluators for Leonardo da Vinci Transfer of Innovation activity project proposals within the Lifelong Learning Programme Call for experts - external evaluators for Leonardo da Vinci Transfer of Innovation activity is open from January 21st 2011 to February 10th 2011 Agency for Mobility and EU Programmes is declaring a public Call for external evaluators in the field of vocational education and training for evaluation of project proposals within Leonardo da Vinci subprogramme, which is a part of the Lifelong Learning Programme. This Call refers only to evaluation of Leonardo da Vinci Transfer of Innovation projects. External evaluators take part in the quality assessment of received project proposals, which is a part of the grant award decision procedure for every project proposal. Therefore, the knowledge and competences of external evaluators are extremely important since they directly influence the success of a certain project proposal. All external evaluators are obliged to sign a Declaration on the prevention of conflict of interest and disclosure of information prior to their engagement as well as to warn of specific conflict of interest or possible conflict of interest arising from such situation. A conflict of interest exists when impartial and objective actions of the external evaluator are in question due to family, emotional, political or ethnic bias, material interest or any other interest connected to the Leonardo da Vinci applicant at hand. Who can be an external evaluator of project proposals? Profile of an external expert External evaluators can be: - Employed or unemployed people with work experience in the training of experts from the field of vocational education and training, or, Employed or unemployed people with work experience in the field of educational policies and strategies External evaluators can not be: - Persons involved in the monitoring of the Agency for Mobility and EU Programmes Persons who plan to apply for Leonardo da Vinci Transfer of Innovation activity in the 2011 Call for Proposals, nor persons who contribute to preparing such applications External evaluators must have experience: - in the evaluation of project proposals for Leonardo da Vinci activity of Transfer of Innovation, or, in leading seminars/trainings for external evaluators for Leonardo da Vinci activity Transfer of Innovation 1 External evaluators must have some of the following competences: - experience and knowledge regarding acquisition of competences key to personal development, future employability and active European citizenship knowledge and experience regarding quality assurance in education participation in the creation of educational policies or research aimed at education and training experience in implementing innovation in vocational education and training excellent command of written and spoken English computer based skills experience of work in international projects experience in evaluating projects Selection of experts-external evaluators All received applications will undergo assessment based on received curricula vitae and application forms. All received applications will form a database of external evaluators for Transfer of Innovation activity. The Agency for Mobility and EU Programmes reserves the right to contact and hire external experts from the database in future years of the implementation of the Lifelong Learning Programme. Engagement of experts- external experts After compiling a ranking list of experts - external evaluators and in line with it's needs and the number of received applications in the Call for Proposals for Leonardo da Vinci Transfer of Innovation activity, the Agency will distribute the received applications to the selected external evaluators. The experts will have an obligation to asses the applications within time period agreed on with the Agency, varying from 2 to 3 weeks, pending on the number of received applications. Standard forms of the Agency for Mobility and EU Programmes will be used for assessment of the applications. Every expert chosen via this Call will sign a contract with the Agency for Mobility and EU Programmes, obliging oneself to evaluate the assigned applications in the agreed time period. Furthermore, external expert will sign a declaration stating that they are not in any conflict of interest in relation to the assessed projects. In arrangement with the selected external evaluator, the fee for assessment of project proposals will be set in the contract. 2 Who to apply?
