submitting recommendations to the Directorate of
Finance or the appropriate Council Committee, to ensure
balance between estimated costs and expenditure,
budgeted income and constraints imposed by the
National Electricity Regulator.

the Central Bid Committee and checking that contractors
have carried out their responsibility in accordance the
contract in order to ensure that all electricity contracts
are administered in accordance with Council’s policies.
