Please supply sufficient information in your application to satisfy the Minister for Agriculture, Food
and the Marine (the Minister) that your organisation:
1. (a) has the potential to operate efficiently;
(b) Can carry out the checks necessary for recording pedigrees;
(c) Has a sufficiently large herd to carry out a breed improvement programme or that it has a
sufficiently large herd to preserve the breed where this is considered necessary;
(d) can make use of the livestock performance data necessary for carrying out its breed improvement
or preservation programme.
2. (a) Has a set of rules covering:

the definition of the breed’s characteristics, including the name of the breed;
the system for identification and registration of animals in accordance with the system and
content of the database required by Regulation (EC) No 1760/2000 and the rules adopted for its
implementation (i.e. Department approved yellow ear tag);
the system for recording pedigrees;
the definition of its breeding objectives; which in the case of the establishment of a herd-book
for a new breed, shall include the detailed circumstances of the establishment of the new breed;
the system for making use of livestock performance data;
the division of the herd-book, if there are different conditions for entering animals, or if there
are different procedures for classifying animals entered in the book.
3. Have rules of procedure adopted in accordance with its articles of association laying down, in particular,
the principle of non-discrimination between members.

PLEASE NOTE
1. A person who when making an application for approval wilfully makes a false or misleading
statement shall be guilty of an offence.
2. The Minister may upon receipt of an application for approval, require such information from the
applicant as is considered necessary to ensure that the provisions of Directive 77/504/EEC and
Decision 84/247 will be complied with and to decide whether or not to grant the approval.
3. The details of applications and approvals etc. are stored by computer programme for the purpose
of administering the Bovine Herd-Book approval system. Under the Data Protection Act 1988
as amended by the Data Protection Act 2003, you are entitled to a copy of any information about
you kept on computer and you have the right to have any errors rectified. Listings giving names
and addresses of approved bodies are published on the EU Commission website.
4. It should be noted that information provided by you may be subject to disclosure under the
Freedom of Information Acts (FOI) 1997 and 2003. If you wish to have any of the records
concerned protected under the Confidentiality, Commercially Sensitive, Personal Information or
other exemption provisions of that legislation you should mark those records accordingly and state
your reasons. The relevant exemptions will then be considered in the event of an FOI request
relating to those records.
