Please supply sufficient information in your application to satisfy the Minister
for Agriculture, Food and the Marine that your organisation:
1. (a) has the potential to operate efficiently;
(b) complies with the principles laid down in accordance with Paragraph 3(b)
by the organisation or association that maintains the studbook of origin of the
breed, if it is not an organisation or association which itself maintains that stud
book of origin of the breed;
(c) can carry out the checks necessary for recording pedigrees;
(d) has a sufficient number of equidae to carry out an improvement or
selection programme or to preserve the breed where this is considered
necessary;

(e) can provide the data (e.g. on performance) necessary to carry out an
improvement, selection or preservation programme.
2.
Has established principles which outline the following :
(a)the system for providing data (e.g. on performance) whereby equidae can
be evaluated for the purpose of improvement, selection and breed
preservation.
(b) In the case of an organisation or association which maintains a studbook of
origin of the breed:

The system for recording pedigrees

The definition of the characteristics of the breed (or breeds) or the
population covered by the studbook

The system for identifying equidae

The definition of its basic objectives of selection

The division of the studbook, if there are different conditions for entering
equidae, or if there are different procedures for classifying equidae entered
in the book

Lineages entered in one or more studbooks where necessary.
3. Has rules of procedure that provide, in particular, for non-discriminatory
treatment of breeders.
4. Has a documented dispute resolution procedure.

PLEASE NOTE
1. A person who, when making an application for approval wilfully makes a
false or misleading statement, shall be guilty of an offence.
2. The Minister may upon receipt of an application for approval, require such
information from the applicant as is considered necessary to ensure that
the provisions of Statutory Instrument No 357 of 2011 (European
Communities (Equine) Regulations 2011, Statutory Instrument 371 of
2012 European Communities ( Equine) ( Amendment) Regulations 2012
Commission Regulation 504/2008, Council Directive 90/427/EEC,
Commission Decision 92/353/EEC, Commission Decision 96/78/EC and
Commission Decision 92/354/EEC will be complied with and to decide
whether or not to grant the approval.
3. The details of applications and approvals etc. are stored by computer
programme for the purpose of administering the Equine Stud-book
approval system. Under the Data Protection Act 1988 as amended by the
Data Protection Act 2003, individuals are entitled to a copy of any
personal information kept on computer or in hard copy and have the right
to have any errors rectified.
4. The name and address of an approved organisation or association will be
published on the Department website and the EU Commission website.
5. It should be noted that information provided by you may be subject to
disclosure under the Freedom of Information Acts (FOI) 1997 and
2003. If you wish to have any of the records concerned protected under
the Confidentiality, Commercially Sensitive, Personal Information or other
exemption provisions of that legislation you should mark those records
accordingly and state your reasons. The relevant exemptions will then be
considered in the event of an FOI request relating to those records.
