Nomination no. 855 VBA ID: 3743 FLORA AND FAUNA GUARANTEE - SCIENTIFIC ADVISORY COMMITTEE FINAL RECOMMENDATION ON A NOMINATION FOR LISTING Grevillea bedggoodiana J.H. Willis ex McGill – Enfield Grevillea Flora and Fauna Guarantee logo Date of receipt of nomination: 13 August 2013 Date of preliminary recommendation: 30 April 2014 Date of final recommendation: 24 July 2014 Validity: The nomination is for a valid item. Prescribed Information: The prescribed information was provided. File No.: FF/54/3529 Name of the Nominator is adequately provided. Name of the Item is adequately provided. The nominated taxon is accepted by the Scientific Advisory Committee (SAC) as a valid taxon because it has been formally described and it is accepted as a valid taxon by the National Herbarium of Victoria. Grevillea bedggoodiana is a low or prostrate spreading shrub 0.2–1.0 m x 1.0 m x 3.0 m with holly-like toothed leaves. Dark pink flowers appear from October to November. It occurs in eucalypt woodland on gravelly clay soils. This species was originally nominated and assessed for listing in 2004 but the SAC rejected it for listing at the time because it did not believe the nomination met any of the listing criteria (SAC 2004). The SAC report at that time said in part: ‘Grevillea bedggoodiana is known from at least 50 populations in an area approximately bounded by Scarsdale, Berringa and Linton (some 50 km2). A conservative estimate of the total number of plants is between 35 000 and 40 000 individuals. Like most other of the closely related holly-leaved grevilleas, G. bedggoodiana responds to disturbance by mechanical means and/or fire by both resprouting and recruitment from seed.’ Eligibility for listing as a taxon under the Flora and Fauna Guarantee The nominated item satisfies at least one criterion of the set of criteria prepared and maintained under Section 11 of the Flora and Fauna Guarantee Act 1988, and stated in Schedule 1 of the Flora and Fauna Guarantee Regulations 2011. Evidence that criteria are satisfied: Sub-criterion 1.2.1 the taxon is very rare in terms of abundance or distribution. Evidence: There are now (2014) an estimated 200-400 extant populations of Grevillea bedggoodiana in Victoria, each with approximately 0.1 ha mean area of occupancy, and restricted to a small geographic range south of Ballarat. Although the most recent total plant count - in 2010 - was 37,228, these plants are distributed over a small geographic area and it is unlikely that recruitment will occur in areas that are not currently occupied by the species (E. James pers. comm. May 2014). Sub-criterion 1.2.2 the threat is currently operating and is expected to operate at a level in the future which is likely to result in the extinction of the taxon. Evidence: Within its present range the species is susceptible to ongoing decline through competition from exotic weeds, ongoing habitat loss, increased fire risk, the accidental introduction of Phytophthora cinnamomi and an ‘increasing decline in habitat quality’ (E. James pers. comm. May 2014). Documentation The published information and research data provided to the SAC has been assessed. To the best of its knowledge, the SAC believes that the data presented are not the subject of scientific dispute and the inferences drawn are reasonable and well supported. The data presented on distribution and abundance are the result of comprehensive surveys and provide clear and strong evidence that the taxon is rare in terms of abundance and distribution. NOMINATION NO. 855 Advertisement for public comment In accordance with the requirements of Section 14 of the Flora and Fauna Guarantee Act 1988, the preliminary recommendation was advertised for a period of at least 30 days. The preliminary recommendation was advertised in: ‘The Herald Sun’ - on 4 June 2014 ‘The Weekly Times’ - on 4 June 2014 Government Gazette - on 5 June 2014 ‘Ballarat Courier’ - on 4 June 2014 Submissions closed on 11 July 2014. Further evidence provided: One submission was received on this item but no evidence was provided to warrant a change to the Scientific Advisory Committee's preliminary recommendation that the taxon is eligible for listing. Final Recommendation of the Scientific Advisory Committee The Scientific Advisory Committee concludes that on the evidence now available the nominated item is eligible for listing in accordance with Section 11(1) of the Act because sub-criteria 1.2.1 and 1.2.2 of the Flora and Fauna Guarantee Regulations 2011 have been satisfied. The SAC therefore makes a final recommendation that the nominated item be supported for listing under the Flora and Fauna Guarantee Act 1988. Selected relevant references: Makinson, R.O.
