Position Category: COWICHAN VALLEY REGIONAL DISTRICT Department: Division: JOB DESCRIPTION March 2010 Division Manager Engineering & Environmental Services Recycling & Waste Management Section: Reference: Exempt General Accountability & Purpose of the Job: Reporting to the General Manger, Engineering & Environmental Services, the Division Manager, Recycling & Waste Management is responsible for directing development of policy, planning and operations for all solid waste management programs and facilities, as well as overseeing specific environmental issues and projects as directed by the Board. This position is also responsible for directing inside technical and administrative staff as well as an exempt management position, outside staff and contractors servicing the CVRD’s existing and planned waste management facilities. Typical Job Duties: a. Direct the development of staff reports for the CVRD Board and its sub-committees, internal reports, consultants’ studies, and public education and information materials. b. Represent the CVRD with various government bodies and regulatory agencies including various ministries, neighbouring regional districts, WorkSafe BC, media, consultants, legal counsel and community organizations regarding Solid Waste Management Plans, specific environmental projects, agreements, partnerships and progress of ongoing programs. c. Direct consultation with affected public, municipal and/or industry stakeholders, and the CVRD Environment Commission regarding Solid Waste Management Plans, solid waste and environmental bylaws, proposed waste management programs and specific environmental issues. Deliver presentations to public forums, CVRD committees, member municipality councils, and other agencies on waste management or environmental issues. d. Prepare and control $8 million of annual waste management related budgets, capital plans and projects, staffing requirements, and administration of operational purchasing. e. Oversee the regulation, licensing and bylaw enforcement of private sector waste management facilities, as well as activities involving air quality and related burning bylaws. f. Assist General Manager with departmental planning, reorganization/transition issues and interdivisional initiatives. g. Act as point person for inquiries from the media, CVRD Board of Directors and legal counsel relating to solid waste and environmental services provided by and through Engineering & Environmental Services. h. Responsible for the safe and efficient overall operation of CVRD solid waste and recycling programs, services and facilities. i. Responsible for long-term staffing plans including the internalization of contracted services, supervision of inside and outside United Steel Workers Local 1-80 and CUPE Unionized employees, providing supervision and direction to technical and administrative staff, and conducting day-to-day labour/management relation activities affecting Union members. j. Plan for employee training and development. k. Represent the employer at Occupational Health and Safety meetings and direct monthly safety inspections with employee representatives. Ensure that safety standards are being met at all times with all outside employees and at public facilities. l. Direct the management of all waste export, servicing, repair and maintenance contracts, including long-term planning, tendering processes, supervision and administration of services, and reconciliation of all related invoicing. m. Any other duties or tasks as required. Organizational Relationship: The Manager, Recycling & Waste Management Division reports to the General Manager, Engineering & Environmental Services. Qualifications: Education/Training: Post secondary degree in environmental studies, engineering, planning or a related field or an equivalent of appropriate post secondary education, training and experience. Experience: A minimum of six (6) years practical experience in waste management and/or environmental programs, including knowledge and experience in the supervision of personnel, or an equivalent of appropriate training and experience. Extensive experience in policy and planning, labour/management relations, operations, contract management, budget development and reconciliation, report generation, environmental initiatives, media relations and targeted promotional and education campaigns in a municipal setting is preferred. Occupational Certification: First Aid, Level 1 with CPR C – Provided by employer WHMIS Certificate – Provided by employer Valid Class 5 Driver’s License Knowledge: Knowledge of CVRD policies and practices and any related regulations. Knowledge of supervisory and management techniques. Knowledge of business English, including: spelling, punctuation and grammatical skills and the ability to use same to compose letters, memos and reports. Knowledge of IBM compatible computers and advanced Word Processing, including the software packages of Microsoft Office, Windows, Excel, Publisher and Powerpoint. Knowledge of local government activities. Knowledge of sound budgeting practices. Comprehensive knowledge of solid waste management systems and environmental issues, with proven planning and procedural skills for setting of related program objectives and strategies. Strong knowledge of contract development, tendering processes, requests for proposals and financial systems, including budgetary processes and invoice reconciliation. Understanding of the purpose of a collective agreement, general understanding of the language which the Regional District and unions have negotiated and the ability to work effectively with union representatives Ability to efficiently organize and direct the work of outside utilities staff, inside technical staff and contractors in both day-to-day and emergency situations.
