NAME OF ORGANIZATION

Stanford Chinese Institute of Engineers, hereafter SCIE .

STATEMENT OF PURPOSE

Provides services and network for engineers and engineering students from Taiwan, Republic of China.

ELIGIBILITY FOR MEMBERSHIP

Prospective member shall recognize the purpose of this organization and register with appropriate qualifications as follows:

(1) For Full Membership: Stanford registered students.

(2) For Associate Membership: Full member's spouse, Stanford faculty, or Stanford staff.

(3) For Honorary Membership: Stanford associate or former SCIE members.

RIGHTS AND OBLIGATIONS FOR MEMBERS

(1) Full and associate members have the right to vote.

(2) Full members have the right to be elected officer.

(3) Members can be appointed by the president to serve as vice president or secretaries.

(4) Elected officer or ten full members can call for a special convention.

(5) Full member can propose bylaws and reelection during convention. Majority of the quorum is required.

(6) Members shall not be engaged in activities as would conflict with the purpose or bylaws of this organization. If a conflict is judged by the majority of the quorum during a convention, the convention can remove the person's membership for up to one year.

CONVENTION

The highest power of this organization belongs to the convention. To hold a convention, the notice must be posted to members on SCIE email list at least 24 hours before the convention with requirement listed under section "Rights and

Obligations for Members". A convention must have a quorum of at least 25% of full and associate members combined as of listed on STSA directory.

OFFICERS

A. Titles and Responsibilities

(1) President

Appoint vice president and secretaries, organize events for promoting professional activities.

(2) Treasurer

Receive and disburse funds and maintain property list; publish financial statement and property list at annual convention or the tenth day after been removed whichever comes first.

(3) Vice President and Secretaries

Assigned by the president, assist president.

B. Elections and Removal Process

(1) President and Treasurer

Elected separately during convention. Pre-registration is not required. The election for treasurer shall be held after president is elected. The new president cannot be a candidate of treasurer. The candidate won majority of votes get elected. If no candidate won majority of votes, a second vote between the two highest-vote candidates shall be held; the one with highest vote get elected. Removed separately by end of tenure, reelection, or loss of Stanford student status.

(2) Vice President and Secretaries

Appointed and removed by president.

C. Length of Term

(1) President and Treasurer

From the end of the convention elected till the end of next election or the day of scheduled annual convention, whichever comes first. Each full member can serve each elected position one term only.

(2) Vice President and Secretaries

During the period appointed by president.

DISSOLUTION OF ORGANIZATION

A. Disposition of Uncommitted Funds

If reorganized, donated to the new organization. If no further registration at ASSU for a full year, donated to Stanford

Taiwanese Student Association.

B. Disposition of Property

Same as "Uncommitted Funds".

PROCEDURE TO AMEND CONSTITUTION

Amendment must be posted for at least 72 hours before convention then passed during the convention by 2/3 majority.

APPENDIX A

SCIE: Email System

SCIE officers shall not censor email contents sent by members. Formats can be restricted to promote effectiveness of information exchange through the email system.
