Chapter Summary
. In the past, teachers’ second-class citizenship was evidenced by their meager wages, the
pressures they felt to conform to strict moral and social codes, and their lack of legal rights or
political tools to change these conditions. Times have changed. With schools now the center of a
sometimes stormy national debate on educational reform and renewal, teachers are also
experiencing the winds of change. Teachers’ salaries have gone up, and so have the public’s
expectations of what teachers should accomplish. Today’s study of education comes at a
propitious time, a period of ferment and change as teachers move toward a more professional,
more influential role in American society. Many economists, journalists, and politicians believe
that the future economic health of the nation will be determined in America’s classrooms. This
chapter offers students an insight into the fascinating interplay between the public’s perception
of what our schools should be about and how educators would shape those very same schools
