COMPANY OVERVIEW
LOR Geotechnical Group, Inc. (LOR) is a multi-disciplinary geotechnical,
engineering, and consulting firm providing sound solutions and innovative strategies in
the geotechnical, geologic, environmental, and construction inspection fields for our clients
since 1988.

include developers, public and private agencies, engineers, financial institutions,

LOR has a multi-disciplinary staff of highly qualified and experienced licensed
professionals who hold registrations in the State of California. LOR’s principals are
directly involved in the implementation and completion of its professional services.
Our engineers, geologists, environmental, and technical support personnel are
committed to the personal, timely, and technically superior service which prompted the
founding of the company. LOR has two offices to provide geotechnical services
throughout the Low Desert and Inland Empire areas. Our Palm Springs office is
located at 19-438 Ruppert Street and our Riverside office is located at 6121 Quail
Valley Court, in the City of Riverside. Each location offers a full-service Caltrans
certified geotechnical laboratory.

The complexity of environmental legislation has created a critical need for professional
environmental services for real estate transfers and development.
has conducted literally hundreds of site assessments for financial institutions,
LOR insurance companies, attorneys, and developers. LOR’s environmental site
assessments are designed to evaluate the likelihood of hazardous materials present on a
site and, therefore, reduce the potential for liability from real estate transfers.
LOR can also perform soil and groundwater sampling and monitoring programs to
characterize the potential of contamination at a site. LOR’s environmental personnel
are experienced in performing underground storage tank investigations, as well as
providing project management/oversight of removal and closures. We have
successfully negotiated the regulatory jungle on behalf of our clients to assure a timely
and cost-effective remediation program.

MANAGEMENT AND KEY PERSONNEL
John P. Leuer, President, CE, GE
Leuer gained a high-level of expertise with over 29 years of experience
on literally hundreds of geotechnical projects. He has acquired a
specialized knowledge of the many geotechnical considerations involved for
construction in the southern California area, and is highly experienced in all
aspects of soil and foundation engineering. Mr. Leuer has substantial experience
coordinating projects for many City, County, and State agencies as well as the
public sector, gaining a reputation for being responsive to client’s needs while
providing strong technical expertise.
John
Mr. Leuer holds a B.S. in Civil Engineering from Cal State University at Northridge.
He is a registered Geotechnical and Civil Engineer in the State of California, and a
registered Civil Engineer in the State of Nevada. Mr. Leuer is a member of the
American Society of Civil Engineers and the National Groundwater Association. Mr.
Leuer believes in continuing education and completed a nine-month soils engineering
course at the California State Polytechnical University in Pomona. In addition, Mr.
Leuer has instructed evening Soils Technology courses at Riverside Community
College for Inspection Certifications.
M. Kevin Osmun, Vice President, CE, REA II
Osmun has over 30 years experience in the geotechnical and
environmental fields. Mr. Osmun directs the firm’s environmental
operations and is also experienced in all aspects of geotechnical investigations,
grading control, construction inspection and geotechnical engineering. He has
specialized experience with Phase I, II and III environmental assessments for
property transfers and project management for the sites that require mitigation.
Mr. Osmun is well versed in hazardous waste sampling and characterization
methodologies in soil and groundwater regimes. Projects include leaking USTs,
solid waste landfills, TSD facility closures to single spill response. Mr. Osmun
holds a B.S. in geology from Wayne State University in Detroit, Michigan as well
as being a registered Civil Engineer and Environmental Assessor in the State of
California.

Mathew L. Hunt, REA
Hunt has over eight years experience in the environmental field.
Mr. Hunt works under LOR Geotechnical Group’s
environmental operations and has conducted over 40 Phase I Environmental Site
Assessments for the private and public sectors. The properties have ranged from
agricultural to residential to commercial/industrial. In addition to his experience
with environmental assessments for property transfers, he has worked on projects
that require mitigation prior to development. Mr. Hunt is well versed in
hazardous waste sampling and characterization methodologies in soil and
groundwater regimes for groundwater monitoring, site assessment, and site
remediation. Projects have ranged from leaking USTs at gasoline stations to
commercial and government (including CERCLA sites) projects involving metals,
perchlorate, and solvents.
Mathew
Mr. Hunt has a B.S. in soil science from California Polytechnic State University,
San Luis Obispo and a M.S. in soil and water science from the University of
California, Riverside. He is a Registered Environmental Assessor I in the State of
California.
Jeffrey J. Johnston, PG, CEG
Johnston has over 21 years of experience as an Engineering
Geologist. Mr. Johnston has experience in all aspects of
geotechnical and engineering geologic investigations including geophysical surveys
(seismic refraction and reflection, and gravity methods), slope investigation,
liquefaction analysis, groundwater evaluation, as well as preliminary site
assessments for environmental studies. Mr. Johnston’s fault studies experience has
included over 20 of Southern California’s major faults.
Jeffrey
He has proposed, planned, supervised and conducted geotechnical projects
including hillside investigations, flatland explorations, and earthwork monitoring
projects in Riverside, San Bernardino, Orange, Los Angeles, Ventura, and San
Diego Counties.
Mr. Johnston is a registered Geologist and Certified Engineering Geologist in the State
of California. He holds a B.S. degree in Geology from California State Polytechnic
University in Pomona and an M.S. in Geology from California State University in Long
Beach.
Robert M. Markoff, PG, CEG

Markoff has over 17 years of experience as an Engineering Geologist. Mr. Markoff
has experience in all aspects of geotechnical, engineering geologic investigations,
and in management of residential, commercial, and industrial, as well as Public
Works projects. Geotechnical investigation work has included geophysical surveys
(seismic refraction and radar methods), slope investigation, liquefaction analysis,
groundwater evaluation, as well as fault investigations.
He has proposed on, planned, supervised, and conducted geotechnical projects
including hillside investigations, flatland explorations, and earthwork monitoring
projects in Riverside, San Bernardino, Orange, Los Angeles, Ventura, and San

Gaby M. Cervantes, CE
Gaby
Cervantes has over seven years experience in the geotechnical field. Her
experience includes: foundation design, evaluation of liquefaction
potential, assessment of seismic-induced settlement, slope stability analysis, and
evaluation of expansive/collapsible soils.
Ms. Cervantes holds a B.S. degree in Civil Engineering from the University of Piura,
Peru and a Master of Engineering from the University of British Columbia, Canada.
She is a Registered Civil Engineer in the State of California.
Andrew A. Tardie, REA
Tardie has over nine years experience as a staff geologist, and has
been involved in all phases of geotechnical projects, ranging from
initial site investigations to inspection and testing of soils/materials within the field and
laboratory during construction. Mr. Tardie has managed/performed geotechnical,
geologic, geophysical, and environmental investigations throughout the Inland Empire.
Specialized detail in Mr. Tardie’s experience has included logging borings and trenches,
obtaining and documenting field samples, percolation feasibility testing, and
subsequent report writing. Mr. Tardie holds a B.A. degree in Geology from California
State University, San Bernardino. Mr. Tardie is a member of the Geological Society of
America (GSA), the Association of Environmental and Engineering Geologists
(AEG),
and
the
Inland
Geological
Society
(IGS).
