Effective with summer/fall 2004 admits Big changes Freshman standard now covers many transfers including all with under 13 hours and all from CUBoulder continuing ed regardless of number of hours CU-Boulder freshman-standard window size shrinking – 18% for summer/fall 04, then 16, 14 . . to 10% “Floor” – maximum 1% of frosh-standard admits with index < 93 or missing PCC, pre collegiate curriculum, covers apps graduating from HS in 2008 and later Standing of summer/fall 04 Boulder admits Freshman standard: About 93% pass, and well under 1% are under the floor Transfer standard: About 86% pass PBA work – CU internal management must match CCHE calculations See steps involved (L:/ir/emgt/adm/qr1/steps.vsd) See list of values used in CU management, all calculated from SIS data by a PBA program and written to SIS (pp 14-15 of L:/ir/cche/adm/FromSURDS.doc) Also provided CCHE and other state institutions with calculation rules for index and standing on all concepts, from SURDS undergraduate applicant file PBA: Lou.McClelland@colorado.edu -- D:\116105074.doc -- 02/12/16 8:00 PM More on SB189 implementation especially performance contracts Vouchers – Many processing details settled. Major issues Mechanics of getting students (including continuing) to apply at the CAN website What we report to CDS, put in recruiting literature, report to IPEDS and others, re tuition, if “total in-state tuition” is say $6000 (15 hours/term, 2 terms, A&S UG) with $2400 COF stipend and $3600 “student share.” Waiver mechanics. CCHE can grant for specified reasons; institution can grant for any reason but to maximum 5% of COF-eligible students. Who comes first, how, when? Will the amount really be $2400? The PR implies so but the legislature will set Fee for service. CFO’s working on. No clear idea how will work. If vouchers remain $2400, may not be equal to (total minus 2400 x UG-COF-hours/30) in 04-05 Performance contracts Will be CCHE-CU system contract, maybe with CU-wide measures May replace QIS Not related to COF/voucher process, amounts. Simply required of all publics. To be negotiated by end of December See Lou/Denise principles, CCHE principles with Lou comment, and state models L:/ir/cche/contract/Principles.doc, CCHEPrinciplesLMcC, StateModels.doc Start of website, at http://www.colorado.edu/pba/perfmeas/ (Performance measures site) Musings on measures (contract/measures.xls) PBA: Lou.McClelland@colorado.edu -- D:\116105074.doc -- 02/12/16 8:00 PM Next time Followup on instructional productivity Jan: full Delaware but was before tried calc of “instructional resource” .
