NEW ALBANY CITY COUNCIL MEETING MINUTES
September 15, 2015
CALL TO ORDER:
Mayor Ferguson called to order the New Albany City Council Meeting of September
15, 2015 at 6:30 p.m. at New Albany Village Hall, New Albany, Ohio. Attending were
City Manager Joseph Stefanov, Deputy City Manager Debra Mecozzi, Police Chief
Greg Jones, Finance Director Chad Fuller, Community Development Director
Jennifer Chrysler, Public Service Director Mark Nemec, Clerk of Council Betty
Bosko, and Jennifer Mason.
Mayor Ferguson led the assemblage in the Pledge of Allegiance.

ACTION ON MINUTES:
September 1, 2015 minutes:
Council Member Marsh moved, Council Member Briscoe seconded and Council
voted with seven yes votes approve the minutes of the September 1, 2015 meeting.
ADDITIONS OR CORRECTIONS TO THE AGENDA:

HEARING OF VISITORS:
Phil Heit updated Council on the programs offered by Healthy New Albany to
residents of the community.
BOARDS AND COMMISSIONS:
PLANNING COMMISSION: No meeting.
PARKS AND TRAILS ADVISORY BOARD: No meeting.
ARB: Council Member Spalding reported that the board met and heard three items.
1. A certificate of appropriateness from the library for permission to install a drive up
window at the book drop area. Staff recommendation was to approve the request.
2. The other two items were properties located on 605 in the Hawksmoor
subdivision. There were two separate requests; the first one dealt with a waiver for

a gravel driveway. It has an existing gravel driveway and he just wants to improve it;
and that was approved.
3. The third issue took the most time and it involved two items. The property is
located just north of where the Christian Day Camp used to be. There were three
lots that were consolidated into two lots, and the owner of the property has proposed
to build two residences there. Staff had concerns regarding the proposal which had
two garages that were to face 605 with four garage doors. It is in the Country Club
area so it went through the ARC two times and was modified extensively and
eventually it was designed with the garages transformed into a barn like structure, so
it would look like a barn as one was driving past, with barn doors instead of garage
doors. Sloan said the great thing is instead of having three driveways off 605, it has
one center drive with the houses facing each other and a circle connecting the two
properties. The family that owns the property is building

Trustees feel there is not adequate police action in the Township.
REPORTS OF VILLAGE OFFICIALS:
A. Mayor- The Mayor’s Court report showed a deposit to the city in the amount of
$6,615.90 for the month of August, 2015.
B. Clerk of Council- Ms. Bosko presented communication from the Ohio Department
of Liquor Control requesting Council to respond to two applications for renewal of
liquor permits within City limits.
Council had no objections to liquor permits being issued to the New Albany Country
Club and to the Turkey Hill fueling station currently under construction on Johnstown
Road.
