NEW ALBANY CITY COUNCIL MEETING MINUTES June 2, 2015 CALL TO ORDER: Mayor Ferguson called to order the New Albany City Council Meeting of June 2nd, 2015 at 6:30 p.m. at New Albany Village Hall, New Albany, Ohio. Attending were City Manager Joseph Stefanov, Deputy City Manager Debra Mecozzi, Community Development Director Jennifer Chrysler, Police Chief Greg Jones, Finance Director Chad Fuller, Public Service Director Mark Nemec, Law Director Mitchell Banchefsky, City Engineer Ed Ferris and Clerk of Council Betty Bosko Mayor Ferguson led the assemblage in the Pledge of Allegiance. ROLL CALL: The following Mayor/Council Members answered Roll Call: Mayor Nancy Ferguson CM Colleen Briscoe CM Chip Fellows CM Glyde Marsh CM Michael Mott CM Steve Pleasnick CM Sloan Spalding P P P P A P P ACTION ON MINUTES: June 2nd, 2015: Council Member Marsh moved, Council Member Pleasnick seconded and Council voted with 5 yes and one abstention (Spalding), to approve the June 2nd, 2015 minutes. ADDITIONS OR CORRECTIONS TO THE AGENDA: Mayor Ferguson moved to add Executive Session pursuant to Ohio Revised Code 121.22 (1) for discussion of personnel (Board/Commission appointment) Council Member Fellows seconded and council voted with six yes votes to add Executive Session after # 17 on the agenda. HEARING OF VISITORS: Mayor Ferguson introduced Tyler Hochradle, 15, Parker Smith, 12, and 12 year old Jillian Bingman. The boys are credited with saving the life of Jillian on April 8 th at The Links Golf Course in New Albany. Jillian Bingman and Tyler Hochradle were walking along the stream on the Links Golf Course when the ground, softened by recent heavy rains, gave out from under Jillian’s feet and she fell in to the water near a culvert. Tyler Hochradle jumped in and tried to pull her out but the water began to pull her into a culvert pipe. Tyler 1 NEW ALBANY CITY COUNCIL MEETING MINUTES June 2, 2015 couldn’t pull her out of the swift stream, but kept her head above water. Parker Smith was in the area and heard the screams and rushed to help but the swiftly moving water prevented it. Parker then ran to his house and called 911. The rescuers arrived and were able to pull Jillian from the water The New Albany police credited the boys for saving her life by Parker’s for his clear headed call and directions to the location, and Tyler’s quick thinking to keep Jillian’s head above the water. They presented each of the boys with a crystal award for their quick thinking and action. Jillian’s father, Ryan Bingman calls the boys heroes. ~ The New Albany Varsity Girls Softball Team was honored for their outstanding season in 2015 under the leadership of Coach Patrick Finn. On May 13 th, 2015 the New Albany Varsity Girls Softball Team defeated Newark High School to win the sectional tournament and on May 23rd, 2015 went on to defeat Olentangy Orange High School to become District Champions, and qualify the team to participate in the Regional Semi-finals. Coach Finn said this is the first time since 1986 the New Albany High School Varsity Girls Softball Team has qualified for the Regional Tournament. Mayor Ferguson said the City Council and residents of New Albany are proud of their team and proclaimed May 28th, 2015 as NEW ALBANY HIGH SCHOOL VARSITY GIRLS SOFTBALL TEAM DAY, in the City of New Albany. ~ Hans Schell, President of the New Albany Community Events Board and Ron Kendle, board member and past president appeared before Council to request additional grant funding for a Fall Fest in the city. The event will be held in the parking lot behind the Mellow Mushroom restaurant and will not impact the traffic on Market Street. They presented Council with an outline for the requested two day event on October 2nd, and 3rd. Friday’s entertainment will include New Albany High School football team/cheerleader introduction and will feature bands, bounce houses, games for children to enjoy as well as local food trucks and a beer garden. Saturday’s festivities will be similar to Friday with the addition of a large screen TV to broadcast the away Ohio State football game during the afternoon. The festivities will end at approximately 11:00 pm. Mayor Ferguson praised the Community Events Board members for their tireless volunteer efforts and hard work presenting these events for the residents to enjoy. 2 NEW ALBANY CITY COUNCIL MEETING MINUTES June 2, 2015 Mayor Ferguson moved, Council Member Marsh seconded and Council voted with six yes votes to grant the Community Events Board additional funding in the amount of $21,000 for the Oktoberfest. BOARDS AND COMMISSIONS: PLANNING COMMISSION: No meeting since last Council meeting. PARKS AND TRAILS ADVISORY BOARD: No meeting since last Council meeting. ARB: No meeting BZA: No meeting BOARD OF CONSTRUCTION APPEALS: No meeting ECONOMIC DEVELOPMENT COMMISSION: No meeting PUBLIC RECORDS COMMISSION: A meeting was held prior to the May 19th Council meeting at which time the commission approved revised RC-2 forms (record retention schedule) for the Police Department and RC-3 forms (record destruction forms) for the Public Service Department. The next meeting will be scheduled for November 2015. CORRESPONDENCE AND COMMUNICATIONS: NONE SECOND READING AND PUBLIC HEARING OF ORDINANCES: ORDINANCE O-17-2015 Mayor Ferguson read by title AN ORDINANCE TO AMEND THE ZONING ORDINANCE OF THE CITY OF NEW ALBANY BY AMENDING THE ZONING MAP TO REZONE 5.001+/- ACRES OF LAND AT 7444 NEW ALBANY CONDIT ROAD, GENERALLY LOCATED WEST OF SOUDER ROAD, NORTH OF PHARMAFORCE, AND EAST OF SCHLEPPI FOR THE AREA TO BE KNOWN AS “RESEARCH AND INFORMATION DISTRICT EXPANSION (SUBAREA 6)” FROM ITS CURRENT ZONING OF “AG” AGRICULTURAL TO “I-PUD” INFILL PLANNED UNIT DEVELOPMENT AS REQUESTED BY CANINE COMPANIONS FOR INDEPENDENCE C/O PARRISH EQUITIES Community Development Director Jennifer Chrysler told Council that the applicant requests to rezone 5.001 +/= acres and add to the existing Research and Information District Zoning District as a new subarea. Together, these properties will be developed and operated with a training facility that allows individuals to be trained to work with service dogs provided by the applicant. The applicants, Joe and Denise Parrish were in attendance with their service dog Ansil who demonstrated the great skill of ignoring everyone except his master. Mayor Ferguson opened the Public Hearing on this ordinance, hearing no comments or questions from the public she closed the Public Hearing. Council Member Pleasnick moved, Council Member Briscoe seconded and Council voted with six yes votes to approve Ordinance O-17-2015. INTRODUCTION AND FIRST READING OF ORDINANCES: ORDINANCE O-21-2015 Mayor Ferguson read by title AN ORDINANCE TO ACCEPT THE EXPEDITED TYPE 1 ANNEXATION OF 12.0+/- ACRES FROM PLAIN TOWNSHIP, FRANKLIN COUNTY TO THE CITY OF NEW ALBANY Mayor Ferguson scheduled this ordinance for Second Reading and Public Hearing on June 16th, 2015. RESOLUTIONS RESOLUTION R-27-2015 Mayor Ferguson read by title A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A COLLECTIVE BARGAINING AGREEMENT WITH THE FRATERNAL ORDER OF POLICE – CAPITAL CITY LODGE NO. 9 REGARDING WAGES, HOURS, TERMS AND CONDITIONS OF EMPLOYMENT FOR FULL-TIME SWORN OFFICERS BELOW THE RANK OF SERGEANT City Manager Stefanov said this resolution authorizes him to execute the contract with the FOP. If accepted by Council, the effective date of the collective bargaining agreement will be June 3, 2015 through December 31, 2017. Council Member Pleasnick moved, Council Member Spalding seconded and Council voted with six yes votes to approve this Resolution. RESOLUTION R-28-2015 Mayor Ferguson read by title A RESOLUTION TO APPROVE THE FINAL PLAT FOR 35 SINGLE FAMILY LOTS ON 16.18 +/- ACRES FOR “THE NEW ALBANY COUNTRY CLUB SECTION 28 PART 2” GENERALLY LOCATED NORTHWEST 4 NEW ALBANY CITY COUNCIL MEETING MINUTES June 2, 2015 OF SEDGEWICK DRIVE, SOUTH OF HIGHGROVE AND EAST OF THOMPSON PARK AS REQUESTED BY THE NEW ALBANY COMPANY Jennifer told Council that the entire Section 28 is 43 acres with 66 lots and will be accessed via Southfield Road from the south and Abingdon from the north. City Council approved Section 1 on July 1, 2014 and the Planning Commission reviewed and recommended approval of this final plat at the May 18, 2015 meeting. Clerk of Council- Ms. Bosko shared thanks she received from Mr. Alan Stanley who drove the Wagon and Horses for the Founder’s Day Parade for Council. He appreciated the police escort he received at the end of the parade back to the staging area. Mayor Ferguson moved, Council Member Briscoe seconded and Council voted with six yes votes to exit Executive Session and reconvene the regular meeting.
