RACKET OF FAKE DRIVING LICENSES BUSTED
With the arrest of accused Rahul r/o Sangam Vihar New Delhi, a team of
Special Staff of South-East district has been able to crack a racket and arrested five persons which were indulging in preparing fake driving licenses.
On 12/12/2009 an information was received in the office of Special Staff
South-East District that a person namely Rahul was indulging in preparation of fake driving licenses. On receipt of this information, a team comprising SI Shiv Raj
Bisht, HC Som Pal, Ct Sanjeev and Ct Balraj was constituted under Inspector
Special Staff K. P. Malik and over all supervision of Sh V.K. Kalia, ACP Operations,
South-East District. The team contacted Rahul through a reliable source. Const
Balraj was sent as a decoy customer, for obtaining a driving license for himself.
Rahul demanded Rs 1000/- as cost of preparation of driving license. The deal was finalized with the condition that payment will be given at the time of delivery of driving license on 14/12/2009 near Nehru Place bus terminal in between 8.00 PM to 9.00 PM. Rahul noted down the particulars of Balraj (Const.) on a paper and asked for his photograph. He also obtained his signatures on a paper for inserting the same on the driving license.
On 14/12/2009 the team reached Nehru Place bus terminal on the given time and apprehended Rahul, as he delivered the driving license to Balraj (Const.).
A case FIR No. 538/09 was registered u/s 420/468 IPC at PS Kalkaji as Rahul had prepared a fake license of Const Balraj. Rahul has been arrested in this case.
On sustained interrogation it was revealed that accused Rahul was indulging in preparation of fake driving licenses for more than three months. He disclosed that he had prepared around 50 such driving licenses during this period. He further disclosed that he prepared such fake driving licenses for drivers, conductors and helpers who operated on blue line buses. He used to charge Rs 1000/- per license. He was seeking the help of one cyber café for the purpose of scanning of photographs & the signatures of the person and another cyber cafe for finalizing fake driving licenses. He also sought the assistance of a photograph studio for getting the fake driving licenses laminated. Five more persons have been arrested at the instance of accused Rahul.
Rahul was found in possession of a fake driving license which was in his name. Besides this two more such driving licenses were also recovered from his possession, which were yet to be delivered to the individuals. Apart from this one pen drive was also recovered from his possession which contains data of more fake driving licenses prepared by him. At the instance of co-accused Santokh
Singh, who is running a cyber café, one CPU, one scanner and one printer were recovered. Three more fake driving licenses were recovered from each co-accused.
The accused Rahul is originally a resident of Orissa. He came to Delhi in
2004 and started working as a helper in blue line buses. He later took admission
in Satellite Foundation for computer course. After completion of the course he worked in various places but was not satisfied with the emoluments he was getting. He developed his own idea for preparing fake driving licenses in order to earn handsome amount. First of all he prepared his own fake driving license and showed it to different drivers, conductors and helpers. Thereafter he starting preparing fake driving license for other persons besides drivers etc. He charged Rs
1000/- per license.

With the arrest of accused namely Jaikam S/o Amin (27 yrs.); Dilshad
S/o Amin (30 yrs.) and Mehndi Hasan S/o Deen Mohd. (29 yrs.) Officials of
Police Station Pul Prahlad Pur has unearthed a crime syndicate indulged in the illegal activities of auto lifting. The modus operandi adopted by the arrestees is that firstly they earmark the car / motorcycle to be lifted, thereafter in the odd hours finding no attendant used to lift the car and take away the vehicle to the adjoining areas in and around Delhi.
Background of the case
Information was received in PS Pul Prahlad Pur regarding gang of auto lifter operating in the area of Pul Prahlad Pur, Sangam Vihar and Ambedkar
Nagar. The information so received was communicated to Sh. Mahipal Singh,
ACP/Ambedkar Nagar, who immediately constituted a team of Sub Division
Ambedkar Nagar comprising of SI Om Prakash, HC Kripal Singh No. 533/SE,
HC Shiv Charan No. 329/SE, Ct. Mahesh Bisht No. 2050/SE, Ct. Parveen
Kumar No. 1283/SE, Ct. Harbir No. 1238/SE, Ct. Ranbir No. 2091/SE, Ct.
Prashant No. 992/SE and Ct. Shiv Charan No. 1227/SE under the close supervision of Insp. Harish Kukreti, SHO/Pul Prahlad Pur.
Accordingly, on specific information a trap was laid and ASI Satbir Singh alongwith staff apprehended a stolen vehicle Tata Sumo No. HR 71A 2073 being driven by accused Jaikam S/o Yameen R/o Village Kota, Distt. Palwal,
Haryana, which was coming from Faridabad side on Suraj Kund Road. The vehicle was reportedly stolen vide FIR No. 368/09 under Section 379 of IPC registered at PS Ambedkar Nagar, New Delhi regarding theft of vehicle No. UP
14AE 9624. Accused was arrested on the spot.
In the above sequence, the accused was produced before the concerned trial court on 13.12.2009 with the request to remand the accused on 4 days police custody, which the Ld. MM accorded.
During police custody remand of accused Jaikam, he disclosed his involvement in theft of following vehicles:

At the instance of accused Jaikam, search was made for the above mentioned vehicles and all the above vehicles have been recovered from different places located at Greater Noida and Palwal. Further, two more accused viz. Dilshad S/o Amin (30 yrs.) and Mehndi Hasan S/o Deen Mohd.
(29 yrs.) have also been arrested being the receiver of the stolen vehicles.
Other recipients of the stolen vehicles are absconding. With the recovery of above vehicles following cases of different police stations have been worked out:

The registration numbers of three of the recovered stolen vehicles i.e. No.
HR 51D 6326 – make Maruti Car (stolen from the area of P.S. Malviya Nagar),
No. HR 29E 5279 – make Maruti Esteem (stolen from the area of P.S.
Ambedkar Nagar)and No. HR 30E 9990 – make Mahendra Bolero (stolen from the area of Jaipur Rajasthan) have been tampered by the arrestees, therefore, the original registration numbers alongwith the details of FIR and police stations are being ascertained.
Accused persons are being produced before the concerned trial court on
17.12.2009 for remanding the arrestees to judicial custody. Further investigation is on. Efforts are afoot to trace and nab the absconding accused persons. More arrests alongwith recovery of stolen vehicles are likely.

SENSATIONAL DAY LIGHT KIDNAPING FOR RANSOM SOLVED AND
VICTIM RESCUED SAFELY FROM HIMACHAL PRADESH.
Special Staff of West District and Staff of Police Station Tilak Nagar has worked out the sensational day light kidnapping for ransom of a Nepali citizen.
Seven accused persons have been arrested and the victim was rescued safely.
Two vehicles one Maurti Alto Car and one Tempo Trax used by the criminals were recovered.

INFORMATION/OPERATION:
On 15.12.09 a complaint was received in PS Tilak Nagar through H. E. Ambassador,
Embassy of Nepal, Barakhamba Road, New Delhi regarding kidnapping of one Harichand
Rawal S/o Shri Shiv Bahadur Rawal R/o Ward No.-1, Ghasi Kua, Distt.-Tanahu, Nepal by one
Mohd. Aslam Khan and his gang and demand of Rs. 5 lakh as ransom. In the complaint, the complainant Shri Bam Bikram Rana alleged that on 09.12.09 he had received a call from victim Harish Chand Rawal from his mobile that he has been kidnapped by one Mohd. Aslam
Khan from Tilak Nagar on 08.12.09 during day time and now he has been locked in a house in Himachal Pradesh however he could not tell the exact location. The victim further informed that the kidnappers were asking Rs. 5 Lakhs as ransom to set him free. The victim also informed he has been brutally tortured by the kidnappers. On this complaint, a case FIR No.
288/09 u/s 364A IPC was got registered at PS- Tilak Nagar. Various teams were deployed to crack the case and to rescue the victim safely. A specialized team of Special Staff of West Distt under the supervision Insp. Rajkumar comprising of SI Manoj Kumar, SI Charan Singh, HC
Jaibhagwan, Ct Suresh, Ct Shashi, Ct Devender and Ct. Amarjeet was constituted alongwith a team of PS- Tilak Nagar supervised by Insp. Ramesh Singh comprising SI Harikishan, HC
Jagbir Singh, Ct Vedpal, Ct Sandeep.
The kidnappers initially demanded to deliver the money at Chandigarh. Police Team was deputed to lay trap and nab the culprits at Chandigarh. However, after reaching there, the kidnappers kept on changing the place for delivery of money and ultimately they asked the complainant to reach near Ropar Road Bus Stand, Nalagarh, HP. Police team was deployed strategically and the trap was laid. At about 5.00 pm kidnappers came to collect ransom money at this point in two vehicles. They were intercepted by SI Charan Singh of Special Staff
/West Distt after scuffle. SI Charan Singh shown an exemplary professionalism and with his daring skills managed to overpower all the accused persons with the help of other team members. The victim was identified by SI Charan Singh from photograph and was rescued safely without paying any ransom amount. All the occupants (Seven) were apprehended and interrogated. INTERROGATION/MODOUS OPERANDI:
On interrogation accused Mohd. Aslam Khan disclosed that he is an Ex- Service man.
He joined in Indian Army as an auto mechanic and later took voluntarily retirement from service in year 2000 after serving the Army for more than 12 years. Thereafter on the basis of technical skills he managed to get a job in Gulf. He did job of mechanic in Saudi Arab and
Doha (Quatar). He came back to India and came in contact with one K.C. Gopal who is a man power supplier for placement in Iraq. K.C. Gopal suggested him to bring 9-10 more people to make a group so that his placement could be easily ascertained. He was also proposed for a commission amount. On this proposal Mohd. Aslam Khan collected 1.50 lakhs per head from nine of his relatives and friends to be placed in Iraq. On receiving the amount the alleged agent
K.C. Gopal started avoiding him and after some time changed his address and contact number.
Mohd. Aslam felt cheated and the persons started pressing hard for their money. Mohd. Aslam with his efforts managed to contact K.C. Gopal on internet. He was frustrated as K.C. Gopal is not giving his contact and address. During this period K.C. Gopal introduced him one Hari
Chand Rawal who was working in Afghanistan. Mohd. Aslam contacted Hari Chand on his telephone. Mohd. Aslam in order to recover his money became friendly with Hari Chand. Hari
Chand came to India on a leave. Mohd. Aslam with the intention to recover his money planned to kidnap Hari Chand as he was the only gateway for him to reach K.C. Gopal. On 08.12.09
Mohd. Aslam with his associates kidnapped Hari Chand near Metro Station, Tilak Nagar and took him at his Native Place, Mandi, HP. There he started torturing him and beaten him brutally. Mohd. Aslam on 09.12.09 made a ransom call through victim for Rs. 5 lakhs in lieu of safe release of Hari Chand. The other accused persons helped Mohd. Aslam as he lured them to pay good amount for their help in keeping Hari Chand as hostage. Raids are being conducted to apprehend the other gang members.

Ankeshwar Nath assisted the local police in apprehending accused attempting to kidnap a lady.
Vikas Singh, Giri Raj and Virender singh helped in apprehending snatchers in separate incidents.
Badlu Khan and Smt. Kasti Bisht overpowered robbers in separate incidents.
Dr. Sandeep helped recovering a senior citizen who got hurt in a case of assault and rushed her to the hospital.
In this programme, crime victims who lost their earning members and are extremely needy in economic terms shall also be given financial support from Crime Victime Welfare Association amounting to Rs.2 lacs.
The police officers who were awarded Asadharan Karya Puruskars and Gallantry Medals during the last one year shall also be acknowledged for their efforts.

GANG OF NOTORIOUS INTERSTATE AUTOLIFTERS BUSTED:
TWO ARRESTED: 11 STOLEN VEHICLES RECOVERED
South District Police has arrested two members of an interstate gang of auto lifters, who were involved in several cases of auto lifting of vehicles in Delhi and NCR.
With their arrest, 27 cases of M.V. Thefts have been solved and eleven vehicles i.e. seven cars, three motorcycles and one scooter have been recovered.

INCIDENT, TEAM AND ARREST
In the recent past, there has been sudden increase of auto lifting cases in all over Delhi and NCR. In order to prevent these incidents and to nab the criminals involved in these cases, several teams were constituted. A team consisting of Inspector Raj Kumar, Inspr. Kiran Pal
Rana, SI R.S. Naruka, ASI Samay Singh, HCs Daya Nand, Vikram, Constables Daya Ram,
Satpal, Rajesh and Ram Prasad under the supervision of Inspr. Manmohan, SHO/R.K. Puram and Shri Mahender Singh, ACP/Safdarjang Enclave was formed.
The team so formed worked relentlessly and collected details of several criminals with similar modus-operandi and activated their secret informers to collect the information about the gangs, involved in these auto liftings. These details were analysed minutely and on the basis of secret information it came to fore that gang headed by notorious auto lifter Anmol Kumar Meena @ Amol
Meena, presently residing in Aya Nagar, who recently came out from jail and was previously involved in more than 30 cases of auto thefts might be involved in these incidents of M.V.
Thefts. The hard work of team bore results and a specific information was received on
25.11.2009 through reliable source that members of this gang would visit R.K. Puram area via
Viveka Nand Marg in order to commit a crime.
As per information, the team laid a trap at Viveka Nand Marg and started checking of vehicles by putting barricades on the road. At around 3.30 p.m, a white colour Santro car was seen coming from Sector-1, R.K. Puram side and same was signalled to stop.
The driver of car instead of stopping, tried to drive away but the same was blocked by putting barricades and two persons present in the car were overpowered. The driver of the car was identified as Sandeep Yadav and another person sitting inside the car was identified as
Dharmender. They were asked to produce the documents of ownership of the vehicle, which they could not produce. On verification, the recovered Santro car was found stolen vide
FIR No. 578/09 u/s 379 IPC PS City Gurgaon and its original number was HR-26-Z-8311,
whereas fake number plate fixed on the car was bearing No. DL-9C-E-3392. They were arrested in FIR No 555/09 u/s 411/482/34 IPC PS R.K.Puram Delhi. 10 more vehicles i.e. six cars, three motorcycles and one scooter were recovered at the instance of these accused from different parts of Delhi.
INTERROGATION, MODUS OPERANDI & PROFILE
On interrogation, both the accused disclosed that they alongwith Durk Singh @ Golu are active members of a notorious interstate gang headed by Anmol Kumar Meena @
Amol Meena and are involved in more than 30 cases of auto lifting in various parts of
Delhi and NCR for the last three years . They used to travel in the stolen vehicle and
Anmol would pick up the targeted vehicle with the help of duplicate key, while the other member would drive away the commuting vehicle. After picking the vehicle they would change the number plate and dispose off the same to various receivers in Rajasthan,
Haryana, Madhya Pradesh and North-Eastern States.
Sandeep Yadav has studied up to 10 th standard from his native place in Jhunjhnu,
Rajasthan. His father deals in marble business. He had studied with brother of Anmol Kumar
Meena in Jhunjhunu school and when he came to Delhi three years ago he came in contact with
Anmol Kumar Meena and started auto lifting.
Dharmender has studied up to 12 th standard in Delhi and was employed as Bouncer in a pub in Vasant Vihar. Sandeep and Anmol used to visit different pubs in the city and came in contact with Dharmender, who used to facilitate their free entry in the pub. All the three had liking for women and in order to live a lavish lifestyle they started auto lifting.
Anmol Kumar Meena @ Amol Kumar , the kingpin of this gang has previously been arrested by Mehrauli Police in a case of M.V. Theft and has recently come out of prison on bail.

With the arrest of three accused, the South District Police has successfully busted the racket of ECMs thieves involved in the organised crime for the last four years. With their arrest, a total of 31 ECMs have been recovered from their possession after series of raids at their hideouts in the Batla House and Jama Masjid area of the walled city and 22 cases of ECM Theft have been solved.

INCIDENT , TEAM & ARREST
In order to prevent the spurt in the incidents of ECM Thefts in various parts of Delhi, a joint team of Police Stations Sarojini Nagar and R.K. Puram consisting of Inspr. Anil Sharma, Inspr. Raj Kumar, SI
R.S. Naruka, ASI Prem Singh, HCs Sheesh Ram, Ram Avtar, Vikram, Constables Vipin, Kapil, Veer
Singh, and Shiv Kumar under the supervision of Inspr. Ramesh Kakkar, SHO/Sarojini Nagar and Shri
Mahender Singh, ACP/Safdarjang Enclave was formed to identify the criminals involved in these cases and apprehend them.
The team so formed did an extensive ground work and after a through intelligence collection and surveillance. It paid rich dividend when a ECM thief namely Mohd. Kashif S/o
Moinuddin was caught red handed vide Case FIR No. 487/09 dated 24/11/09, U/S 379/511/34 IPC.
INTERROGATION
On sustained interrogation, Kashif disclosed that he is an active member of an organized “Niaz –
Firoz Gang”, involved in theft of ECMs for the last four years. He alongwith other members of the gang namely Niaz @ Farooque, Dilshad and Umar used to assemble at Ajmeri Gate before commission of crime. He further confessed to commission of theft of ECMs Theft in the area of PS Sarojini Nagar registered vide Case FIR No. 425/09, dated 20/09/09 U/S 379 IPC.
At his instance, after inexorable efforts and extensive ground work, the second accused
Dilshad, who lives in the Jhuggi Cluster in the Shakoor Ki Dandi, J.P.N was apprehended from
Ajmeri Gate, near Railway Station while he was trying to flee away from the city.
During the course of further interrogation, it came to light that the master mind of the group Niaz
@ Firoz and receiver of stolen ECMs pretended to be a resident of Gali Shahtara, Ajmeri Gate but actually he lives somewhere in Batla House. Keeping the sensitivity of the area in mind, especially during religious festival, concerted efforts were made to identify to nab the kingpin. Finally, after a series of raids during day and night, the kingpin of the Gang Niaz @ Firoz was apprehended in the wee hours of 01.12.2009 from Batla House, Jamia Nagar, Okhla, New Delhi.
On sustained interrogation, he confessed having received stolen ECMs jointly with one Umar ,
R/o Chooriwalan from the thieves and further selling it off the same to the needy buyers searching for the replacement of defective ECMs of their cars at a throwaway price of 2500/- per piece against the original price of Rs. 15,000 – 24,000, depending upon the model of vehic le.
RECOVERY
On the basis of the disclosure and pointing out of the accused, a total of 22 cases have been solved and a total of 31 ECMs were recovered from the areas of Batla House and Jama
Masjid. Niaz @ Farooque had previously been arrested by the Khajuri Khas police.
Investigation of the case is in progress and efforts are being made to arrest the absconding accused Umar and to effect more recoveries. Members of the police team are being suitably rewarded for their onerous task.
