(FPHNY) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers. To this end, in partnership with the New York City Department of Health and Mental Hygiene (DOHMH), FPHNY implements programs to address pressing public health needs, fosters private sector support to enhance health and health care, and helps educate the public regarding the protection of individual, family and community health. The Fund for Public Health in New York (FPHNY) seeks a Senior Administrator, funded through a Community Transformation Grant (CTG) from the Centers for Disease Control and Prevention (CDC). This grant which has been awarded for one year and is renewable for up to five years, supports an integrated set of complementary evidence-based activities to bring about environment, program, and infrastructure changes to improve health outcomes by preventing the leading causes of death and disability across the life span for all New Yorkers, particularly those who experience disparities in health. It is the intention that any individual hired by FPHNY will become a DOHMH employee during the term of the CTG, subject to completion of all DOHMH qualification and New York City residency requirements and receipt of all necessary approvals. This position will be housed within the Bureau of Chronic Disease Prevention and Tobacco Control, which is in the DOHMH Division of Health Promotion and Disease Prevention. The bureau spearheads programs and initiatives to reduce the burden of chronic diseases and to address the underlying risk factors that lead to them, such as poor nutrition, physical inactivity and tobacco use. The Bureau promotes healthful environment and systems changes in the food and physical environment and develops programs that promote physical activity, healthy eating and smoking cessation. The Bureau also develops innovative strategies to convey critical health messages to the public. POSITION OVERVIEW: The Senior Administrator reports to the CTG Program Manager and will lead all administrative management of the Community Transformation grant, as well as all other grants involving the CTG, and contributing to the strategic direction of the initiatives. This will include managing and coordinating a complex grant portfolio while participating in the continued expansion of the work of the CTG. The position requires knowledge and skill in applying analytical and evaluative techniques to the identification and resolution of grants administration issues and knowledge of laws, regulations, agency standards, precedent cases, and other requirements that affect grant program administration. This person will work with the CTG team and FPHNY to establish purchasing and contract needs, liaise with DOHMH program units responsible for procurement, contracts, and personnel, and train staff on administrative processes. RESPOSIBILITIES: Conduct fiscal and administrative oversight and management for the implementation and the maintenance of the Community Transformation Grant and all other related grants Design new flow and systems’ processes, in coordination with FPHNY and DOHMH Develop, maintain, track, and modify project budgets Analyze trend and variance in targets and in budgets Coordinate selection and identification process for grant sub-contractors Key involvement contract negotiations and execution, tracking of deliverables and payments, and contract amendments Designated back-up for CTG Coordinator, in decision-making and in representing FPHNY with DOHMH and with grantors Work closely with FPHNY Operations in administering project personnel paperwork including the processing of job postings, on boarding, terminations, resignations, and payroll matters. Review and approve expenditure requests within established parameters Work to ensure that all funding is appropriately spent in accordance with specified requirements and deadlines Manage all administrative aspects of vendor and contractor relationships Work with counterparts at FPHNY to monitor spending and payments Develop and provide internal and external fiscal reports for FPHNY, DOHMH, and Federal, and other funders, with special attention to fulfilling CDC reporting requirements. Coordinate contract closeout activities, as necessary, in a timely manner, including but not limited to audits, establishment of final rates, property inventories, de-obligation of funds, etc. Participate in CTG and FPHNY team meetings and activities as requested Coordinate and lead various meetings Communicate and escalate issues as they arise Contribute to strategic direction on initiatives Identify obstacles and risks to project completion and contribute to remediation plans Perform other duties as assigned QUALIFICATIONS: A baccalaureate degree from an accredited college and four years of full-time, satisfactory professional, technical or administrative experience in one or more of the following fields: program evaluation, contract negotiations/management, business or public administration, contract community relations, or related fields; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel performing work in program evaluation, contract negotiation/management, business or public administration; or A four year high school diploma, or its equivalent, and six years of full-time, professional, technical or administrative work experience in one or more of the fields cited above; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel as described in "1" above; or A satisfactory equivalent of education and experience as cited above. However, all candidates must have the eighteen months of administrative, managerial or executive experience or experience supervising professional personnel as described in "1" above. PREFFERED SKILLS The ideal candidate will have at least 5 years as a senior administrator/manager, demonstrated experience in grant and contract management, have managed and prepared budgets and budget modifications, have experience with program start-up and implementation, be an excellent communicator, have the ability to manage multiple projects with aggressive timelines, be detailoriented, be an innovative thinker and proven, creative problem-solver, and be proficient in the use of Microsoft Excel, Word and PowerPoint. Excellent analytical, problem-solving skills, and communication skills; knowledge of database and spreadsheet software; knowledge of laws, principles, rules and standards relating to federally funded grants and contracts to non-profit organizations; and able to work independently and as part of a team in fast-paced, deadline driven environment.
