APPENDIX 2: Creative England’s ‘Enhanced Partnership Agreement
Proposal’
The National Production Liaison Service Offer
Creative England’s remit includes delivery of a national comprehensive
Production Liaison Service to all kinds of production to shoot in England,
outside London. It was charged with delivering this remit by Government. Its
core activities in this area include: supporting film and TV production with
practical requirements to shoot on location; promoting England as a premier
film location and production base to national and international production
companies, and working to improve the environment across the regions for
production-related business to thrive.
We do this to create investment, jobs and profile.
The service works locally as part of a national framework to harness the
greatest exposure for the regions.
What the service includes and is currently delivering;




Bespoke support delivered to all kinds of production seeking to film in
England. Our team of location professionals are based across the country to
ensure a professional, accurate and direct service is delivered to meet
industry need. This local approach, delivered as part of a national service, is
the preferred option by industry.
Source locations, to meet the productions brief, delivered by a national
team, based locally. Hertfordshire is serviced by a full time Production
Liaison Manager and is supported by a national coordinator. The Production
Liaison Manager works directly with every production to facilitate filming in
Hertfordshire as well as championing the area to increase filming.
Deliver a comprehensive national online locations, studios, crew and
facilities database. To date our locations database has 6,000 locations
registered, our crew database has 4000 freelancers and 1,000 facility
companies listed. We can track that every feature film and TV drama use this
resource when in production shooting outside London.
Support production companies; source local studios, build spaces and
facilities, and support productions based in studio. We have produced a
showreel and accompanying studio booklet to promote studio and build space
across England, which we are using to market to national and international
industry. We also keep and up to date, a register of new and available spaces
suitable for industry. We are regularly asked for details of available spaces
by drama and feature films seeking studios and build space in England.

Support local crew to gain employment and promote the regional
freelance community through a bespoke crewing service. Our national
database is accompanied by a bespoke and detailed crewing service. We
have recorded 6200 freelance crew days from our direct intervention over the
last 12 months.
Deliver regular crew and Production Company networking events
across England to encourage collaboration and stimulate opportunities
for employment and research freelance need. We deliver monthly crew
and Production Company networking events across England, delivering 18 to
date, which have been attended by a total of 2500 individuals.
Work to enable productions to shoot through close relationships with
local authorities and support organisations to ensure a smooth-running
shoot. We work with every local authority and relevant ancillary organisation
to facilitate filming requests acting as a broker on the productions behalf
when required.
Establish Film Friendly Partnership’s across England, bringing together
local authorities and ancillary organisations to discuss filming best
practice and encourage a film friendly ethos, utilising the impact of
filming to deliver to regional drivers. We are establishing Film Friendly
Partnerships with all 290 local authorities across England, who meet regularly
to discuss the requirements of film makers and how to capitalise on the
benefits of filming long term, including Film Tourism. Film Friendly Partners
who work with us, and display film friendly credentials, are invited to sign our
industry recognised Film Friendly Charter to further promote their area for
filming.
Working continuously with local and national, public and private
organisations to improve the conditions for filming across the English
regions. We work with a host of public and private companies and agencies
to ensure a joined up and collaborative approach to supporting filming in
England.
Track production using the service and the economic impact of filming
across England. We run a comprehensive production-tracking database
which records filming across England. We have supported 999 productions to
shoot in England over the last 12-months which has generated £80.5million of
on location spend.
Market and promote the combined English regional offer to national
production and internationally in partnership with the British Film
Commission. We deliver a host of marketing materials and initiatives to
promote England as a premiere filming location nationally and internationally.
Including: targeted familiarity tours, national locations book, studio booklet
and showreel, Head of Department Events, international promotion at Cannes
Film Festival and one-to-one meetings and bespoke events in LA to promote
England as a first class filming destination.
This activity is funded by the British Film Institute.

Bespoke Hertfordshire District Offer 2015 – 2017
Film and Television on-location filming was worth an estimated £8.5m to
Hertfordshire during 2013/14, which saw Creative England supporting 77
productions & tracking 341 shoot days in the County. Feature Film highlights
during 2013/14 include Marvel’s Guardians of the Galaxy, Warner Bros.’ Heart
of the Sea, Disney’s Into The Woods, Warner Bros.’ The Man From
U.N.C.L.E., Le Grisbi’s Fury, Heyday’s Paddington. TV Drama highlights
include ITV’s Breathless, Lewis, Endeavour, Midsomer Murders and
Grantchester, BBC’s Silent Witness and The Honourable Woman.
Creative England is seeking to build on the success and exploit the potential
of Hertfordshire to bring further film and TV production into Hertfordshire via
the delivery of a number of bespoke activities to promote and build the
industry offer. This activity will enable the area to capitalise further on the
economic, job and profile creating value of the film and television industry.
Creative England would like to agree an Enhanced Partnership Agreement
with Hertfordshire County Council to realise and exploit these opportunities for
the period January 2015 to December 2017.
Activity that could be delivered;

Grow the location resource for Hertfordshire by an additional 200 locations
for inclusion on the national Locations Database. This will improve
exposure of the area to national and international filmmakers to deliver
increased filmmaking in the area. Plus - Manage local press call for new
locations for addition to the national database.

Organise and host an industry familiarisation trip of Hertfordshire locations,
build space, hotels and facilities. Inviting a minimum of six key industry
personnel, to include production companies and freelance Location
Managers to attend to increase exposure and encourage more production
to shoot in the area.

Deliver a research project and census of freelance crew & creative
industries businesses in Hertfordshire. Ensuring all newly identified
freelancers and facility companies are targeted to register on the national
crew and facilities database to increase awareness of the industry base in
Hertfordshire and create jobs and business growth in the region.

Deliver a crew networking event in Hertfordshire for local freelancers and
creative industry companies and working with local universities and
colleges to engage graduates with opportunities in the creative industries.

Work with agreed local college/university to deliver an access to the film
and TV industry taster session for final year students, to encourage
graduate retention and increase regional crew.

Deliver a research project to uncover new properties to be used as temporary
studio/build space and production office space in light of the increase in
demand for productions seeking these spaces, which do not requiring
purpose built studios.

Hertfordshire specific Welcome Packs produced and delivered to all
feature films and dramas shooting in Hertfordshire, featuring practical
information as well as attractions, restaurants and areas of interest to
ensure every production makes the most of what the County has to offer.
Liaising with Hertfordshire County Council to ensure value.

Hertfordshire featured in Creative England’s 2015 promotional ‘I Love Film
in...’ series. Promotional editorial interviewing a production companies
head of department on their positive experiences of shooting in your area,
and also where the production enjoyed eating out, visiting and stayed
during the productions times in Hertfordshire. Hertfordshire County
Council logo included on the film and copy of the film provided for
Hertfordshire County Council’s promotional use, to promote Hertfordshire
as a great destination for filmmakers as well as visitors.

Deliver a bespoke training package for Hertfordshire Friendly Partnership
members on the tools needed to be film friendly to ensure production
receive a professional and joined up service. Provide information on how
to capitalise on the benefits of filming. (Including film tourism)

Deliver tailored marketing initiatives to raise the profile of the region as a
premier destination for filming. Annual featured ‘spotlight on filming in
Hertfordshire’ in industry newsletter (with a circulation of over 4000
national and international industry professionals) as well as a bespoke
feature on the Creative England website.

Tracking and annual collation and sharing with Hertfordshire and the
relevant local authorities on production enquiry numbers, numbers of
locations and crew on the national database, number of location filming
days from productions and expenditure figures from filming.

Locations event organised by Hertfordshire County Council for CE to
present on film production requirements and how to be more film friendly
for key attractions, traders, hotels and retailers.

Two days of familiarisation by CE regional Production Liaison Team
Manager to your area hosted by Hertfordshire County Council to
showcase your key locations and opportunity to meet key partners

Copy provided by CE for your website about filming support available in
Hertfordshire and up to date information provided regularly on productions
that have shot in Hertfordshire for screen tourism promotion.
