DRAFT COPY Cyngor Tref LLANFYLLIN Town Council MINUTES OF A MEETING HELD AT 6.45pm WEDNESDAY 18th FEBRUARY 2015 AT THE PUBLIC INSTITUTE, LLANFYLLIN Present: Councillors MA Williams, I Jones, L Kretchmer, Peter Lewis, J Brautigam, J Wike. 152 APOLOGIES Apologies were received from Councillors S Baynes, P Boucher-Glynn, D Dunn, J Castle, D Goodman and G Stroud 153 LLANFYLLIN HIGH SCHOOL REPRESENTATIVES No High School representative attended the meeting. 154 DISCLOSURE OF INTERESTS There were no disclosures of interest. 155 MINUTES The minutes of the meeting held on 21st January 2015 were signed as a correct record of that meeting. 156 MATTERS ARISING a. Caravans and trading on the Car Park. To be discussed at the next meeting as an agenda item. b. Town Sign. The clerk informed council that STADCO were now in possession of drawing, STADCO are currently working on costing. c.. Translators. Council were informed that no qualification is required for written translations. Subject will be discussed at next meeting as agenda item. g. Dog Fouling. Cllr Brautigam updated the council on the situation on the subject of Dog Fouling within the county. Recommendations had been brought before the cabinet of Powys CC but they are still on going, with no firm decisions yet made. 157 SERVICE DELIVERY a. Workshop Feedback. Council were updated on the subject of Service Delivery Workshops which had taken place in Llanfyllin. It was reported that both sessions were well attended and that all councils were represented. It was agreed by council that the exercise had been beneficial. The subject of Llanfyllin TC taking on building was discussed, it was RESOLVED that in principle the council would not take on buildings. Cllr Lewis will report his finding of building offers at the next meeting. b. Toilets. Council RESOLVED to accept an estimate for electrical work of £270.00 and Plumbing work of £130.00 to be carried out to the toilets once the toilets have been signed over from Powys CC. Contract for cleaner will be brought before council at next council meeting. c. Meals On Wheels. Council were briefed that the current Meals on Wheels committee will cease to operate from 31 March 2015. I has now been confirmed that Mencap 1 DRAFT COPY Cymru Llanfyllin will take over the management of the meals on wheels service in Llanfyllin for a 3 month trial period. Mrs June Stacey of Mencap will brief the council of their service at next council meeting in March. 158 MAYOR’S ANNOUNCEMENTS The Mayor attended the Unveiling Ceremony at the Lonely Tree, unveiling a Stone as the prize for the winning the Welsh Tree of the Year award. The occasion was well attended. 159 REPORT OF REPRESENTATIVES a. Cae Bodfach: Cllr Kretchmer reported that a Working Party Community Pay Back will be held one Sunday within the next 3 weeks. Work will be carried out on the wet lands. b. Y Dolydd: Cllr Jones informed council that the sound management plan had now been conducted. c. Llanfyllin Community Initiative: Cllr Jones informed council that the new community “All age out door Gym/Fitness playground” was being designed with input from both schools by the Initiative committee. To start fund raising a Coffee Morning will be held 10 – 12 am on Saturday 28 February . He also spoke about the Young Farmers outstanding performance in Newtown at this year’s Panto of which 55 young people took part. Ages of those taking part range from 10 to 26 years of age. d. Public Institute : Cllr Williams informed Council that the Institute had now set up a 200 Club. There will also be a Table Top morning on 25 April 15. 160 REPORT FROM COUNTY COUNCILLOR LEWIS CCllr Lewis stated that rumours are circulating about the cutting of rural bus services, Cllr Lewis wanted the reassure council that after consultation with Mr John Fosey, that nothing has been decided on cuts to the rural bus services. Cllr Lewis stated that the budget had been approved by Powys CC with a 4% rise in Council Tax. 161 PLANNING MATTERS No planning was discussed. 162 COMMUNITY AWARDS (Achievement Awards) To be discussed at next meeting. 163 REPORT FROM LLANFYLLIN HIGH SCHOOL REPRESENTATIVES No Report 164 WEB SITE No report 165 COMMUNITY BENCHES Council were informed that a bench used to be sited opposite Y Dolydd amongst the newly planted trees, this bench became unsafe and requires replacement. It was proposed by Cllr Williams that a new bench commemorating the centenary of WW1 be sited to replace it. The new bench would cost £450.00. Cllr William will bring pictures of bench to next meeting when a decision will be made. 2 DRAFT COPY 166 CORRESPONDENCE Membership of One Voice Wales – Noted No Action Letter from Mrs D Malley – Internal Auditor. It was RESOLVED by council to employ Mrs D Malley for the internal audit at a cost of £100.00 plus postage. Welsh Government White Paper – A email giving Councillors the link on the Welsh Government website to the paper had been circulated before the council meeting. An extract from summary white paper was also given out at the meeting. Councillors were urged to read the document particularly chapters 4 and 5. Councillors attention was also draw to the Consultation Survey which can be completed by the public, individual councillors and the Council.
