ICKHAM & WELL PARISH COUNCIL Minutes of a meeting of Ickham & Well Parish Council held on Monday, 23rd February 2009 at Ickham Village Hall at 7-40pm PRESENT: Cllrs G. Preston (Chairman) J. Bird, P. Claxton, B. Dwyer and S. Mount. Apologies received from Cllrs S. Twyman and Mrs Wyant. IN ATTENDANCE: Mr D. Humphrey-Woodward, Parish Clerk and three members of the public 1/2009 DECLARATION OF INTERESTS None were declared 2/2009 MINUTES OF THE PREVIOUS MEETINGS The minutes of the last Council meeting held on 15th December 2008 had been circulated. It was proposed by Cllr Claxton, seconded by Cllr Dwyer that they be accepted as a correct record and were signed by the Chairman. The minutes of the Planning Forum held on 26th January 2009 had been circulated. It was proposed by the Cllr Dwyer, seconded by Cllr Claxton that these be accepted as correct record and signed by the Chairman. 3/2009 Meeting opened to the Public The Chairman then suspended agenda and invited Mrs Graham to address the Council. In relation to the planning application CA/09/104/ADV listed on the agenda she drew attention that it may be considered as incomplete as it did not contain a planning/design statement and that additional information may be received in due course from Canterbury City Council. The Chairman then closed the meeting to the public and returned to the agenda, dealing next with item 5 Planning Matters. 4/2009 PLANNING MATTERS (a) Applications for consideration: CA/09/104/DAV- Non-illuminated sign – The Old Rectory, The Street, Ickham After a lengthy discussion on this application it was proposed by Cllr Claxton, seconded by Cllr Bird that no decision be made and it be adjourned until further information was received from CCC. A letter to be sent to Development Control, Canterbury CC advising them of the Parish Council’s decision and requesting any further information that they may receive. Carried. CA/09/153/LUE – Certificate of existing lawful development of land and buildings for equestrian use – Barton Field Farm, Wingham Road, Ickham - NO OBJECTION but it should be ensured that the existing public footpath is not obstructed. CA/09/214/TPO – Felling & pruning of trees – Cedar Hill, Canterbury Road, Ickham – NO OBJECTION (b) Decisions made by Planning Forum between meetings Noted under item 2/2009 (c) To note decisions made by Canterbury CC CA/08/1287/ICK – Extensions and alternations including roof extension to bungalow (Revised scheme) – Little Duckpits, Cherville Lane, Bramling – GRANTED CA/08/1328/ICK – Conversion of garage loft space to additional living accommodation with dormer window to side and balcony to front (Revised scheme) – 5 Ickham Court Farm, Ickham - GRANTED CA/08/1462/FUL – Beech Tree House, The Street – single-storey extn to side & roof extn with dormer windows to existing single-storey front extn of dwelling. GRANTED 5/2009 MATTERS ARISING FROM THE MINUTES (a) Ickham Notice Board – Cllr Claxton advised that the repair had now been carried out. Carried. 7/2009 CORRESPONDENCE Cllr Michael Northey – Uptake of KCC parish council website offer – It was agreed that the Ickham PC should have its own website and to pursue this via KCC. Clerk to arrange. CCC Parish Council Concurrent Function grant 2009-2010 – noted that full amount may not be granted CCC East Kent Joint Parish Independent Remuneration Panel- Chairman to complete. The following will be circulated CCC East Kent Local Strategic Partnership – East Kent Sustainable Community Strategy – consultation Communities & Local Government – Communities in Control – Real people, real power CCC Agenda for Joint Meeting of Rural Areas – 19th January 2009 Southern Water update NHS – New Aylesham Health Centre Stour View Close to Home Oast to Coast NHS Annual Report 2007 Publications – The Bulletin, Clerks & Councils Direct and Local Council Review 8/2009 HIGHWAY MATTERS (a) Joint Transport Board – The Chairman gave a report on the meeting held on 9th Feb 2009 when 3 Parish Councillors spoke on the urgent need for a reduction in the speed limit and improvements to the A257 between the Casino Filling Station and Littlebourne. The Board decided that a 40mph limit and other safety features were required at once. Cllr Claxton requested that the Parish Council seek an urgent site meeting with Kent Highways to implement the Board’s decision. (b)Warning signs for safety of children along Wickham Lane –A further reply from KHS advised that no signs would be permissible under D of T regulations. The Chairman reported that a donation of yellow tabards had been made for the children to wear. (c) Tourist signs for Duke Williams- Nothing further heard. 9/2009 POLICE MATTERS Police Rural Parish Council Forum – meeting Sat 28th Feb at Nackington Police Station- Cllr Claxton to attend. 10/2009 PARISH PLAN Cllr Dwyer reported that about 150 completed questionnaires had now been received. This was a good response which the Committee was now sorting through. He made a request for the history of the village. 11/2009 KAPC / ACRK / CPRE (a) ACRK- Climate Change- A Challenge for your Community? 14th March 20009 at Lenham - noted (b) KALC – Canterbury Area Committee minutes of meeting held on 14th Jan 2009 – to be circulated A copy had already been .passed to Cllr Dwyer. 12/2009 VILLAGE GREEN & OPEN SPACE LAND The Chairman advised that Stripy Landscapes wished to continue with the mowing contract for 2009 at the same price though the firm was now registered for VAT. The Chairman also reported that the bench being donated by the Hodge family had now been purchased and was to be dedicated when installed. Members of the Council to attend. 13/2009 VILLAGE HALL Cllr Bird asked if essential repairs would be covered under the CCC Concurrent Grants. The Clerk to enquire. 14/2009 ANNUAL PARISH MEETING It was agreed that County Cllr Michael Northey be invited as guest speaker. 15/2009 ANY OTHER RELEVANT BUSINESS Cllr Mrs Wyant had reported that the tree on Mansfield’s land opposite the Old School House in School Lane appeared unsafe and required attention. She also sought support from the Parish Council against the possible closure of Ellen Court flats, the sheltered accommodation at Littlebourne to which Councillors agreed. Cllr Claxton complained about the volume of rubbish in the lay-by on the A257 at Bramling. 16/2009 DATES FOR NEXT MEETINGS Ordinary Parish Council meeting commencing at 6-30pm followed by Annual Parish Meeting at Ickham Village Hall on Mon, 20th April 2009 at 7-30pm. The Chairman closed the meeting at 9pm.
