Project Description Total area for development amounts to 402 hectares, more than 37% of this area (151.2 hectares) is meant for recreational purposes, more than half of this territory is destined for low rise development and only 5% shall be occupied with high-rise apartment buildings. 338.4 thousand square meters of residential place for 13.5 thousand citizens of the Amur Region, including 180.0 thousand square meters in high-rise buildings and 158.4 thousand square meters in low-rise individual buildings are expected to be deployed. Residential development is composed of sectional apartment buildings of various heights (up to 14 storeys) with the prevalence of low-rise buildings (up to 3 storeys) of various comfort level (from luxury to economy class). The project also involves building of social and cultural facilities, as well as community service facilities, such as an outpatient hospital, kindergartens, a movie theatre, a museum, an Orthodox church, etc.; erecting utility infrastructure and transportation facilities (streets, cross-walks, public transportation stops), landscape improvement and gardening. II. Project Need Statement The investment project under consideration is necessary for the improvement of living conditions of all sections of population and social and ecological environment of the region. The project proponents aim at solving the housing problem in collaboration with the government of the Amur Region, municipal governments and federal executive agencies. III. Project Objectives • Implementation of the investor’s materials and technologies, implementation and development of their high-performance project and construction innovations; • Substantial expansion of supply of accommodation varying from low-rise elite individual development to high-rise apartment buildings, which shall contribute to solving the problem of shortage of housing in the city; • Lowering the prime construction cost and, as a result, lowering the cost of housing, which shall provide wide sections of population with the opportunity to participate in the submitted programs. IV. Overview of Production and Tasks There are 3 stages in the implementation of the project: 2 st 1 stage of construction (2010-2012) - fixing of project budget; - construction of utility infrastructure; - construction of 3-storey linked houses with apartments of economy class. - construction of separate houses of luxury, business and economy class (apartments of 75-250 square meters, land plots of up to 1500 square meters). - construction of multicompartment residential buildings. 2nd stage of construction (2013-2016) - construction of autoroads; - construction of buildings of high-rise residential development; - construction of social infrastructure facilities - landscape development and construction of public areas; - construction of recreational areas, sports, health and fitness facilities. 3rd stage of construction (2017-2020) - reconstruction of Ignatyevskoe High-Road, the turnpike of municipal importance within the framework of the project; - construction of separate houses of luxury, business and economy class; - construction of a school, pre-school institutions, objects of service infrastructure; - construction of utility networks, elements of landscape development in the eastern part of the area; - construction of administrative and managerial facilities, financial institutions. V. Estimated Value of the Project Total project finance: 11 982 million rubles / 407.56 million USD. Cost of 1 square meter of housing shall be determined according to actual expenses and depending on the form of cooperation with the Russian party. The investment project under consideration requires investors with various forms of participation in it. VI. Proposals on forms of participation in the project 1. Investment of finance on certain terms and with the utility control. 2. Direct participation in the construction of objects from own funds and sale of objects. 3. Direct participation in the construction of objects from own funds and transfer of objects to ООО «Bureyazhilpromstroy» for sale. 4. Direct participation in the construction of objects from own funds and transfer of objects to ООО «Bureyazhilpromstroy» at negotiated price. 5. Local budget – 46.54 million rubles. Credit – 472.00 million rubles. Company own means - 1 943.75 million rubles. Interest holder means - 6 727.43 million rubles. Project budget: 407.56 million USD. Forms of repayment are established according to the agreement with the Korean party. The government of the Amur Region provides tax privileges, target aids and warranties. IX. Major Performance Indicators for the Investment Project Value of NPVproject, calculated on the basis of nominal cash flow of 142 043 thousand rubles. Investment return index (NPVR) – 7.2%. Inner norm of return (IRR) – 17.8%. Project cost - 11 982 million rubles. Provision of housing for disadvantaged sections of population - 1 008 people. Construction of social infrastructure facilities: 3 pre-school institutions for 370 children, 2 schools for 540 students, 1 school for 320 students, sports and cultural facilities.
